It has been suggested that Africa is experiencing a NewScramble thanks primarily to its oil and gas wealth,with the United States and the Peoples Republic of Chinaactively competing for access to Africas resources. Thisarticle aims to scrutinize the claim that Africa is facing aNew Scramble, analysing the nature of the economic and politicalchanges at work, the importance of Africas oil, and thepolitical and economic forces behind the new oil rush. The articlestarts with an overview of the phenomenon labelled by some asthe New Scramble. The main body of the articleevaluates the existence of a New Scramble from three subjectperspectives: history, international relations, and businessstudies. Finally, by analysing the likely impact on the economiesof oil-producing states, it considers whether we should dismayor rejoice over the New Scramble for Africa. Itconcludes that the existence of a New Scramble or a USChineserace for Africa should be treated with some caution and thatthe use of terms such as scramble and raceis perhaps misleading, while the economic impact of oil investmentsis likely to be bleak. 相似文献
International research collaboration (IRC) is associated with both positive and negative effects on the performance of research in emerging economies. While some authors claim that North–South collaborations improve scientific quality and visibility for Southern countries, others claim that it may entail the reorientation of research to comply with Northern agendas. South–South collaborations are thought to increase the focus on local affairs, therefore leading to a relatively small number of scientific international publications appearing in “high quality” journals. Research on the impact of IRC beyond publications in international journals has been neglected despite the importance of other products in knowledge creation. This research uses a broad range of scientific outputs to empirically assess such assumptions and explore the outcomes of IRC in Colombia. Results from multivariate regressions and nonparametric analyses show that, contrary to common assumptions, Colombian research teams collaborating with partners from the global South report higher scientific production, while those collaborating with Northern countries seem to contribute to local knowledge the most. 相似文献

The paper aims to present the legal theories of legal argumentation constructed in the last century, organised into two groups: the precursors (Viehweg, Perelman and Toulmin) and the authors of the standard theory (MacCormick and Alexy). Then, some criticisms about all these conceptions are presented. And finally, an outline of a theory of legal argumentation is made, capable of overcoming some of the previous criticisms. The fundamental idea for this is to build a very abstract concept of argumentation that could then allow various interpretations or conceptions of legal argumentation. From here, one would be in a position to find an answer to the three main argumentative questions raised by legal practice: how to analyse an argument, how to evaluate it, how to argue.
Latinx youth living in the United States reside in a myriad of cultural and neighborhood contexts, yet little is known regarding how cultural values influence behavior problems across neighborhood contexts. Using a person–environment fit framework, the present study explored the degree to which youth cultural values were associated with their externalizing problems, and the degree to which this association was shaped by their neighborhood’s socioeconomic status (SES), and Latinx and immigrant concentration. The sample comprised of 998 Latinx youth (Female?=?54.2%), ages 10 to 14 years old (Mage?=?11.8), from three large United States metropolitan areas. Multilevel modeling methods indicated that increased fit between youth cultural values and neighborhood Latinx and immigrant concentration was associated with fewer externalizing problems, but only in higher SES neighborhoods. The results support the importance of studying social determinants of Latinx youth behavioral health, and provide implications for both neighborhood-level and individual-level prevention and intervention programming. 相似文献
The aim of this paper is to analyse the level of implementation by Spanish local authorities of the Transparency Act (19/2013), and their voluntary information disclosure in areas where such disclosure is obligatory in other EU countries. We identify the main factors that may influence the implementation of this Act and the self-regulation policies adopted. Our analysis highlights the existence of delays among some local authorities, with notable differences between municipalities with larger and smaller populations, in implementing the Act, and also the fact that many municipalities are committed to achieving transparency, often going beyond minimum legal requirements. Factors such as population size, the political ideology of the governing party and the education level and economic capacity of the population are related to the level of implementation of transparency and self-regulatory policies in this respect by local authorities. This paper provides an overview of what we call ‘agroecological revolution’ in Latin America. As the expansion of agroexports and biofuels continues unfolding in Latin America and warming the planet, the concepts of food sovereignty and agroecology-based agricultural production gain increasing attention. New approaches and technologies involving the application of blended agroecological science and indigenous knowledge systems are being spearheaded by a significant number of peasants, NGOs and some government and academic institutions, and they are proving to enhance food security while conserving natural resources, and empowering local, regional and national peasant organizations and movements. An assessment of various grassroots initiatives in Latin America reveals that the application of the agroecological paradigm can bring significant environmental, economic and political benefits to small farmers and rural communities as well as urban populations in the region. The trajectory of the agroecological movements in Brazil, the Andean region, Mexico, Central America and Cuba and their potential to promote broad-based and sustainable agrarian and social change is briefly presented and examined. We argue that an emerging threefold ‘agroecological revolution’, namely, epistemological, technical and social, is creating new and unexpected changes directed at restoring local self-reliance, conserving and regenerating natural resource agrobiodiversity, producing healthy foods with low inputs, and empowering peasant organizations. These changes directly challenge neoliberal modernization policies based on agribusiness and agroexports while opening new political roads for Latin American agrarian societies. 相似文献
