The Experience of Women Regarding Chilean Government Measures during the COVID-19 Pandemic

This study explores the experience of ten possible beneficiaries of the measures provided by the Chilean government during the first year of the COVID-19 pandemic through remote semi-structured interviews. The results show a scenario of improvisation. Instead of relying on solid gender equity policies, a patchwork of focused measures was implemented, which increased uncertainty and vulnerability. As a result, women experienced sorrow and despair while facing economic constraints and care tasks mostly on their own. This article shows that care remains invisible in politics while overwhelmingly evident at home. Social care policies are urgently needed.     

Comparative analysis of the effects of alcoholic drinks of different qualities (author's transl)

The authors compared the effects of alcoholic drinks rich in fusel oil with the effects of diluted pure alcohol of the same quantity on 19 clinically healthy university students. The investigations utilized EEG and physiopsychic testing methods. The clinical symptoms were observed both under the effect of drinks and in a crapulous state ("hang-over"). It was found that alcoholic drinks rich in fusel oil can produce a more deviating EEG curve, an increased worsening of physiopsychic performance and of clinical and subjective symptoms. The necessity of regular quality control of alcoholic beverages is pointed out.     

North-South Climate Change Negotiations: A Sequential Game with Asymmetric Information

This article determines the conditions under which theSouthern countries should act together, or separately, whilenegotiating with the North about climate change policy andabout the conditions for future Southern engagement. The papermodels the international negotiations with complete and withasymmetric information in a dynamic framework. Results showthat, depending on their characteristics, the differentplayers can obtain benefits delaying the moment of theagreement.     

Is the allocation of voting power among EU states fair?

It has often been claimed that the current allocation of votes among EU states is not fair. In this paper we verify this assertion by carrying out an evaluation of the distribution of power among the member states. The results show that the current distribution of votes for the qualified majority does not lead to a fair distribution of power whatever definition of the EU is considered. It can not be claimed however that the current voting process has a systematic bias in favor of certain states. We also present a simple method to derive voting weights which lead to a fair allocation of power.

The article argues that the prohibition of abortion in Chile, other than when the mother's life is in danger, is a form of human rights violation targeting women specifically. The Pro-Birth Policy was established in Pinochet's Chile as a response to the previous government's attempts, under Allende, to encourage family planning and to educate and inform women about their choices. This had been done to put an end to the increase in back-street abortions with the inevitable toll on women's lives. Pinochet's regime reversed these women-oriented family planning policies, and criminalized abortion, on the basis of costs to the state and, more importantly, the need to increase the birth rate for reasons of national security. Women's bodies were used by the Pinochet regime, both by sexual violence and torture, and by the denial of women's reproductive and sexual rights, as a means to impose discipline and order on society. The fact that this is still not acknowledged in the construction of a collective memory indicates that the issue has not yet been resolved in democratic Chile.     

A simplified procedure for simultaneous detection of salivary proteins and its application in paternity testing

An alternative simplified procedure for the genetic analysis of salivary protein complex (SPC) which eliminates the need for a specific concentrated parotid sample is proposed. After the technique is applied isoelectric focusing and protein detection is carried out by silver staining. The chance of exclusion of non-fathers for these systems in our population is 0.161711 for Pr, 0.07948 for Db, 0.07836 for Pa and 0.00995 for PIF. The total exclusion rate for these systems is 0.30042.     

Miscarriages of Justice and the Discourse of Innocence: Perspectives from Appellants,Campaigners, Journalists,and Legal Practitioners

This article problematizes the discourse of innocence in relation to victims of wrongful conviction operating within the criminal justice system. For appellants whose convictions have been quashed by the Court of Appeal, notions of innocence are often at odds with how others perceive and understand the purpose of criminal trials and appeals. This article will examine the views of legal practitioners, journalists, and victims of wrongful conviction and their supporters regarding factual innocence and how misunderstanding can sometimes lead to miscommunication by actors operating within the same system. The article will further examine the issue of compensation in light of the recent ruling by the Supreme Court and conclude that the current debate regarding what constitutes a miscarriage of justice continues to confuse legal practitioners and prolong the anxiety suffered by victims recovering from the trauma of wrongful imprisonment and subsequent losses.
