In the United States, the absence of federal funding and coordination for immigration legal services often means that local resources determine immigrants' access to justice. Many of these resources go toward supporting immigrants caught in the detention and deportation system. Yet local support is also critical for implementing federal benefits programs such as the 2012 Deferred Action for Childhood Arrivals (DACA) program. In this article, we draw on 146 interviews with representatives of legal services providers and their nonprofit collaborators in three immigrant-dense metropolitan areas—the Greater Houston Area, the New York City Metro Area, and the San Francisco Bay Area—to analyze the distinct, place-specific service and collaboration models that have emerged over the last decade to meet demand for DACA implementation support. Specifically, we examine how local context shapes the types of actors that immigrants can turn to for immigration legal services, and how they have coordinated on the ground in distinct ways during a time of increasing uncertainty. 相似文献
This work presents a data survey regarding the qualitative chemical analysis of drugs seized by the Police in the state of Minas Gerais between July 2017 and June 2022, including an evaluation of labeling of 265 samples of anabolic androgenic steroids (AAS) seized in 2020. The Active Pharmaceutical Ingredients (API) present in the samples were identified through chemical analysis and classified by system Anatomical Therapeutic Chemical (ATC) methods. Analysis of the labeling information for 265 samples of AAS followed the guidance of legislation RDC 71 (2009) from ANVISA. For this study 6355 seized pharmaceuticals underwent qualitative chemical analysis that corresponded to 7739 APIs successfully identified and classified. Among the components studied AAS, psychostimulants, anesthetics, and analgesics were the most commonly examined. AAS seized and tested increased by over 100% and for the majority of the samples analyzed were found to not match the labeling on the packaging. In the meantime, anti-obesity drugs presented a prominent increase of 400% from 2020/1 to 2021/2, during covid-19 quarantine. Seized pharmaceuticals and tests can support information in the planning of public health and safety policies. 相似文献
Housing insecurity is a known threat to child health understanding predictors of housing insecurity can help inform policies to protect the health of young children in low-income households. This study sheds light on the relationship between housing insecurity and availability of housing that is affordable to low-income households.
We developed a county-level index of availability of subsidized housing needed to meet the demand of low-income households. Our results estimate that if subsidized units are made available to an additional 5% of the eligible population, the odds of overcrowding decrease by 26% and the odds of families making multiple moves decrease by 31%. Both of these are known predictors of poor child health outcomes. Thus, these results suggest that state and federal investments in expanding the stock of subsidized housing could reduce housing insecurity and thereby also improve the health and well-being of young children, including their families' food security status. 相似文献
ABSTRACTThis article explores the practice and political significance of politicians’ journeys to conflict zones. It focuses on the German example, looking at field trips to theatres of international intervention as a way of first-hand knowledge in policymaking. Paying tribute to Lisa Smirl and her work on humanitarian spaces, objects and imaginaries and on liminality in aid worker biographies, two connected arguments are developed. First, through the exploration of the routinized practices of politicians’ field trips the article shows how these journeys not only remain confined to the ‘auxiliary space’ of aid/intervention, but that it is furthermore a staged reality of this auxiliary space that most politicians experience on their journeys. The question is then asked, second, what politicians actually experience on their journeys and how their experiences relate to their policy knowledge about conflict and intervention. It is shown that political field trips enable sensory/affectual, liminoid and liminal experiences, which have functions such as authority accumulation, agenda setting, community building, and civilizing domestic politics, while at the same time reinforcing, in most cases, pre-existing conflict and intervention imaginaries. 相似文献
This article assesses the European Union (EU)’s engagement with the Israeli-Palestinian conflict and highlights the unintended consequences of the policies pursued by Brussels on this matter. While stressing that Palestinians and Israelis interested in peace face the danger of the banalization of the conflict, the article argues that the current status quo is unacceptable and unstainable in the long run, and this demands new policies from the actors involved with the conflict or its resolution. The EU policies’ overall rationale must be to treat the Israeli?Palestinian dispute as a normal, non-exceptional conflict, in which economic and legal tools can be employed to create new legal facts on the ground. An alternative EU approach to the conflict must recognize the insufficiency of recent initiatives and should be built upon two pillars: the legalization of the main contending issues and the empowerment of the civil society actors and initiatives that foster dialogue between Palestinians and Israelis. 相似文献
This article analyses the background, content and implications of the EU proposal for ‘Special Privileged Partnership’ status to be granted to Israel and the future state of Palestine in the event of a successful conclusion to the peace process. It employs a sociological institutionalist perspective to assess the diplomatic manoeuvring in the broader context of EU–Israel relations. The analysis offers an identification and categorization of the constitutive components of the EU–Israel relationship into formal and social elements. It argues that differences in threat perception, Israel’s highly securitized ethos and different interpretations of the security versus legality equation are social, constitutive elements of the relationship that cannot be efficiently changed by a mere upgrade of the formal institutional setting, even if the economic incentives to do so were attractive. In other words, the sources of tension between the EU and Israel observed in recent decades are not likely to be overcome by a discursive or institutional upgrade around the concept of partnership. 相似文献
The early elite of the African National Congress (ANC) embraced values of moral improvement, individual responsibility and a sense of social consciousness. The ANC now governs South Africa, but with what appears to be a different set of principles. The current scourge of corruption, increasing state control, coupled with a general lack of service delivery point to behaviour of the ruling party which is inward-looking, self-seeking and self-preserving. Arguing that political culture and its accompanying values and attitudes is a prime motivator of behaviour, the paper seeks to understand the changing political culture of the dominant party. To understand the political culture of the ANC we use interviews with ANC parliamentarians and ANC supporters conducted in 2006–2007 and 2013 as well as an analysis of the ANC's Strategy and Tactics policy documents. We contend that the liberal values of the early elites were never fully embedded, but in their stead is a liberationist culture, where the state is normatively understood to be extensive and embodying the will of the people. We argue, that through the resulting centralized determination of the interests of the people, patronage networks, and diminishing of accountability, a system conducive to corruption and the pursuit of personal interest is created. 相似文献
