The use of a marginal approach can significantly distort the predicted effects of large price variations on monetary welfare over the medium- to longer-term. This paper aims at shedding some light on the differences between a marginal approach and a non-separable agricultural household model with behavioural responses. When behavioural adjustments are allowed, households can adapt their consumption and production patterns by resulting in lower deteriorations in household welfare. The second-order effects introduced in the approach with responses reduce the negative effects due to the first-order consumption effects, with significant differences across quintiles. On average, the second-order effects represent up to roughly 40 per cent of total first-order effects.  相似文献

This paper provides a case study regarding an innovative model of grass-roots democracy, called democratic confederalism, which is currently being implemented in Northern Syria. The difference between democratic confederalism and previous experiments with grass-roots democracy is that its evolutionary pattern aims to include heterogeneous local communities living in the same territories, with the objective of becoming an administrative model for the whole Syrian country, without shattering its national constitution. In fact, the evolution of the political and administrative system and the introduction of the Democratic Federation of Northern Syria were specifically aimed at including all ethnicities and not focusing on the Kurdish population only. Following a literature review aimed at defining the theoretical background of democratic confederalism, the case study is presented. Data collection occurred through semi-structured interviews and informal talks with key stakeholders in the Kurdish movement; the findings and main implications of the model are described and analysed.  相似文献

Interdiction patrolling (also known as hot spots policing) is a proactive police operation that depends on good planning. And the pursuit of fleeing suspects is a challenging operation that all police forces engage in on a regular basis. We give software tools that improve the effectiveness of both. We demonstrate the effectiveness of our tools by applying them to the case of rhino poaching in wildlife reserves. An interdiction patrol pre-emptively seeks out poaching parties within a reserve. Upon picking up the trail of a poaching party, a pursuit team needs a pursuit strategy that optimizes their chances of an interception. Our interdiction patrol route tool identifies optimal interdiction patrol routes to walk. This tool is based on a Stackelberg game and represents different types of poachers and their utilities. These utilities are updated (learned) each time new information on poaching party routes is added to the database. Our second tool provides a real-time sequence of team member moves that maximizes the team’s chances of apprehending a pursued party. We show that our tools perform well when applied to simulated and real data.  相似文献

Economic greed and the possibility of large profits are very powerful incentives for many criminals. This is especially true in the areas of international money laundering and drug related crimes. There are always criminals who are interested in certain activities as long as the financial rewards of these crimes are larger than the possible risks involved. The efforts and tactics which have been used so far to combat international economic crimes were not successful at all and we need to consider new options, even if some of these options seem controversial at first. Doing nothing would have catastrophic consequences for the economic well‐being of our society. Concerted and deliberate action plans are needed to prevent and to discourage criminals, and their facilitators and cohorts, from these types of illegal activities. Governments and citizens need to agree on methods to eliminate the profit motive of these economic crimes. Only after that will we have a chance to prevent the unfair enrichment of small numbers of criminal elements in our society, at the cost of law abiding citizens.  相似文献

We examine the conditions leading social movement organizations to adopt consensus in their internal decision making. To do so, we look at organizations of the Swiss global justice movement, which puts the search for consensus at center stage. Our findings show that the ways in which social movement organizations take decisions and their vision of democracy more generally are not simply a matter of free choice by their leaders and members, but depend on certain organizational characteristics. The most important one is a small organizational size, which is a crucial condition for the adoption of consensus in internal decision making. This condition combines with another one pertaining to the cultural tradition of contention represented by the social movement family to explain consensus. In addition, our findings show that small, transnational organizations following inclusive participatory practices are also more likely to adopt consensus when they make decisions.  相似文献

The Organization of Ukrainian Nationalists, or OUN, came into being in 1929 as an “integral nationalist” movement that set itself the goal of driving Polish landowners and officials out of eastern Galicia and Volhynia, joining hands with Ukrainians in other countries, and establishing an independent state. The OUN defined Jews, along with Russians and Poles, as aliens and enemies. There was no need, wrote an OUN ideologist in 1929, to list all the injuries that Jews caused Ukrainians. “In addition to a number of external enemies Ukraine also has an internal enemy … Jewry and its negative consequences for our liberation cause can be liquidated only by an organized collective effort”. The article examines archival documents, publications by OUN members, and recent scholarly literature to trace the evolution of OUN thinking about Jews from 1929 through the war years, when the German occupation of Ukraine gave the OUN an opportunity to stage pogroms and persecute Jews, and the prime minister of the state that the OUN proclaimed wrote that he supported “the destruction of the Jews and the expedience of bringing German methods of exterminating Jewry to Ukraine”.  相似文献

This article discusses the organisational and institutional model of municipal company in the provision of urban infrastructure services in Portugal. The law recently enacted which defined the legal regime for the local business sector, as well as the growing awareness that the new public management models represent great advantages in comparison with the bureaucratic ones that characterise the traditional public administration, make this a current and relevant issue. For the purpose of investigating the viability of this provision model, this research encompasses three complementary analyses. First, the results obtained from a nationwide questionnaire on the features of municipal companies are analysed. Second, a SWOT matrix is constructed to examine the model of municipal company and, third, the total factor productivity (TFP) of these organisations is determined using the index number theory, in order to evaluate their performance and compare it with that of the traditional bureaucratic models. Although the concept of municipal company is based on noble principles and, in theory, it shows advantages compared to other means of service provision, this research points to very negative results regarding the model and leads to the conclusion that the aimed benefits are not achieved in Portugal. There are many causes contributing to this effect, but the political patronage of these companies and the lack of technical competence are presumably two of the most significant ones.  相似文献
