The existence of multiple goals in public organizations inevitably raises the concern that managers face performance trade-offs. In particular, scholars have expressed the fear that public managers, in order to secure high production performance, are forced to sacrifice performance on goals like equity, accountability, and procedural justice. However, our knowledge of whether such trade-offs exist is scarce. Using an administrative 10-year panel data set of Danish public schools and principals, this article analyzes trade-offs between production performance (measured by student performance and student pass rate) and process performance (measured by equity, accountability, and procedural justice). Results show no evidence of trade-offs. In contrast, principals who succeed in raising student performance generally also succeed in securing high pass rates, high equity, high accountability, and high procedural justice. These results suggest that managers who are able to secure high performance on one dimension of performance will likely also be high-performing on other performance dimensions. 相似文献

In contrast to most studies addressing security sector reform (SSR) in Africa, this article queries defence reform efforts in the Democratic Republic of the Congo (DRC) from a governmentality perspective and hones in on processes of subjectification and modes of agency among members of the Armed Forces of the DRC (FARDC). Based on extensive field research in the DRC, it explores how army staff produce themselves through (and outside of) the ways in which they are ‘hailed’ into subject positions in donors’ efforts to govern. In asking how FARDC staff respond, position, and produce themselves in relation to external reform efforts and the attending governing technologies and techniques, the article contributes to the increasing – yet limited – scholarly attention to those being ‘reformed’ through SSR efforts. Ultimately, attending to the specificities of how processes of subjectification are experienced from the perspective of those who are to be reformed problematizes the simplified notions of lack of political will and commitment, obstruction and ‘spoilers’ that are so prevalent in the SSR literature, suggesting that these processes are heavily shaped by memories of colonialism and exploitation. 相似文献

This article presents the findings of a re-evaluation of all 5,200 aid projects that OECD donors reported for 2012 as “climate change adaptation”-related, based on the “Rio marker” classification system. The findings confirm those from the academic and grey literature that the absence of independent quality control makes the adaptation Rio marker data almost entirely unreliable. This lack of credibility impedes meaningful assessments of progress toward the mainstreaming of adaptation in development cooperation activities. It also erodes trust in international climate negotiations, given that these data are frequently used in the financial reporting of developed countries to the UNFCCC. 相似文献

This article examines the fine art of the Soviet national republics and its discourse in the Soviet Union, which were considerably shaped under the influence of socialist realism and Soviet nationality policy. While examining the central categories of Soviet artistic discourse such as the “national form,” “national distinctness,” and “tradition,” as well as cultural and scientific institutions responsible for the image of art of non-Russian nationalities, the author reveals the existence of a number of colonial features and discursive and institutional practices that foster a cultural divide between Russian and non-Russian culture and contribute to the marginalization of art. We analyze data from a natural experiment involving Denver public housing that quasirandomly assigns low-income Latino and African American youth to neighborhoods. Intent-to-treat and treatment-on-treated models reveal substantial effects of neighborhood socioeconomic status, ethnicity, and safety domains on youth and young adult educational, employment, and fertility outcomes. Effects are contingent on when a youth was first assigned to public housing and the neighborhood characteristic in question. Benefits from neighbors of higher occupational prestige are stronger if a child begins experiencing them at a younger age, whereas negative consequences of neighborhood crime are only manifested for teens. Neighborhood effect sizes apparently depend on the interaction among exposure duration, disruption effects of mobility, and developmental stage-specific differences in vulnerability to the given neighborhood effect mechanism operative. This article investigates how hybrid regimes supply governance by examining a series of dilemmas (involving elections, the mass media, and state institutions) that their rulers face. The authors demonstrate how regime responses to these dilemmas – typically efforts to maintain control while avoiding outright repression and societal backlash – have negative outcomes, including a weakening of formal institutions, proliferation of “substitutions” (e.g., substitutes for institutions), and increasing centralization and personalization of control. Efforts by Russian leaders to disengage society from the sphere of decision-making entail a significant risk of systemic breakdown in unexpected ways. More specifically, given significantly weakened institutions for interest representation and negotiated compromise, policy-making in the Russian system often amounts to the leadership's best guess (ad hoc manual policy adjustments) as to precisely what society will accept and what it will not, with a significant possibility of miscalculation. Three case studies of the policy-making process are presented: the 2005 cash-for-benefits reform, plans for the development of the Khimki Forest, and changes leading up to and following major public protests in 2011–2012. 相似文献

AbstractThis paper is a critical survey of the empirical literature on the effects of inequality on economic growth. We conclude that it is most likely that the disparities found in the results are due to differences in the type of countries and time periods included in the samples, the variable used to measure inequality, the structure of the data, and the estimation techniques. These findings suggest that the mechanisms that link inequality to growth are likely to operate differently in different circumstances, an element that may offer important guidelines for both policy makers and researchers. 相似文献

In the context of a cross-national economic crisis, questions about democratic legitimacy are again topical. We explore the question of democratic legitimacy in Portugal and Greece by employing the conceptual differentiation between diffuse and specific regime support. Our findings indicate that while specific support has fallen in both countries, only Greece has experienced a precipitous fall in diffuse support, suggesting a link between regime performance and support for democracy. Individual-level analyses do not reveal any clear patterns concerning the impact of long-term societal factors or short-term economic considerations. Focusing on transboundary issues contributes to highlighting how new governance modes can emerge from increasing interdependence and complexity in public policies. This article analyzes food waste as a transboundary issue that cuts across different policy subsystems (PSs), intersects multiple levels of government, and calls into question consolidated policy making for new modes of governance. The analytical framework provides a multidimensional approach and a new typology of governance arrangements to be used in empirical research. Evidence from an Italian case study and an empirical investigation of 20 regional food waste programs shows that regions can adopt different driving ideas and can activate a variety of governance arrangements and differentiated, as well as viable, modes of integration between consolidated PSs. The article argues that different tool mixes combined with different levels of governance complexity may lead to a variety of governance arrangements and a differentiated likelihood of policy integration. 相似文献
