The concept and definition of borders has evolved significantly over time. In Europe the twentieth century alone has seen remarkable changes. At the beginning of the century borders represented the clear end of the sovereignty of one state and the beginning of another while the second half of the same century brought revolutionary concepts of state borders. This article aims to contribute towards the conceptual discussion of borders, tracing some of the journey of this concept, from centuries ago when they were perceived as more ”sensed”, to more recent interpretations of ”solid” and “liquid” borders to today's “complex” borders.  相似文献

This article attempts to provide insights into the concepts of political representation developed by Spanish liberalism during the middle of the nineteenth century, contextualised by comparison with other European models. The study of electoral legislation, parliamentary debates, essays about suffrage, and other less theoretical publications (press, propaganda) gives information about the prosopographical profile of those members of parliament who were highly involved in the development of electoral legislation, a dynamic group especially concerned about bringing meaning to the representative system and giving legitimacy to parliament. A second group of conclusions relates to the concepts of political representation which they developed. The concept of representation in liberal discourse rested on three components: the political capacity of electors and candidates, the influences which were considered legitimate and necessary, and the implementation of the right to vote along with the institutions deemed to command and to channel it. The arguments may have varied depending on the ideological profile of the parties, but they also shared certain common features because of the dominant political culture of the time.  相似文献

From 1985 to 1989, a trade conflict between the United States and Brazil developed around Brazil's protectionist information technology policy. During that period, and under the threat of trade sanctions, some changes were made in the Brazilian policy. The effectiveness of sanctions in promoting policy changes in Brazil resulted not only from economic losses but also from the shift provoked in the balance of political support for the policy within Brazilian society. Moreover, sanctions were effective not because they affected the interests of groups benefiting from the policy, but because they pushed previously uncommitted groups to join the opposition to it.  相似文献

How are poverty analyses and poverty traps assessments affected by the choice among conventional methods of asset index construction? To address this question, this article uses panel data from four sites in the Millennium Villages Project (MVP) in Malawi, Tanzania, Mali and Ghana to study the relationship between eight asset indices and the sensitivity of findings related to poverty rates, poverty transitions and poverty traps to the index used. We find that although estimations of poverty rates and transitions are largely consistent across indices, evidence of poverty traps can be conditional on which asset index is used. The asset indices studied include structural income, principal components, factor analysis and a reduced set of assets reflecting the portfolio assessed in the Demographic Health Survey (DHS) data.  相似文献

This study aims at determining the real effect of the implementation of a code of ethics on the solution of ethical problems in the public sphere, considering corruption as the most important non-ethical behavior. With that aim, 154 national administrations whose information on ethical codes is available on the UN's website are analyzed.

Our findings stress the absence of any influence of codes on corruption problems in the public context, both in developed and developing countries. The level of education is the most important determining factor in the control of corruption, especially in developing countries.  相似文献

In 2004, the EU launched the European Neighbourhood Policy (ENP), a unified policy framework towards its neighbours in the external EU periphery, aiming at strengthening prosperity, stability and security around its geopolitical borders. However, in-depth empirical analysis provides clear-cut evidence that, while the size and composition of trade flows between the EU and the ENCs may be growing, they are not favourable for the ENCs from the perspective of export diversification, in terms of either products or number of destinations. This condition increases their exposure to volatility in international markets. These results provide valuable insight into economic integration theory and for policymaking.  相似文献

This paper explores the effectiveness of European Parliament candidates' campaigns. We analyze the relationship between candidates' spending and their likelihood of success, controlling for a range of relevant co-varying factors. We then investigate whether the effects of electoral spending are conditioned by two variables: ballot design and incumbency. We find that, ceteris paribus, spending was positively related to a candidate's likelihood of electoral success in the 2009 campaign, though this effect is small in scale. We also reveal that the electorally positive effects of spending are observable across both 'party-centered' and ‘candidate-centered’ ballot structures, and that there is some evidence that incumbent spending is less effective than challenger spending.  相似文献

In 2003 the Pentagon's Office of Special Plans employed a hypothesis-based methodology to deliver the now discredited intelligence that justified the Iraq war. The 1976 ‘Team B’, which was also heavily influenced by neoconservatives and used the same methodology, has been recognized as a precedent. There is, however, another precedent, the 1998 Rumsfeld Commission, which challenged CIA predictions on the ballistic missile threat to the US. Lobbied for by many of the same conservatives and neoconservatives, the Commission used the same analytical style as Team B and the OSP. The now discredited intelligence on Iraq was not a ‘failure’ or ‘mistake’, but a method, tried and tested by the right, of challenging the CIA on political grounds.  相似文献

Abstract

This article considers the complex cases of indigenous peoples in three Commonwealth countries in southern Africa: Botswana, Namibia and South Africa. In terms of national-level policy, the governments of these countries do not differentiate indigenous peoples from the rest of their populations. They do, however, have programmes aimed at assisting ‘marginalised’ or ‘disadvantaged’ communities. In this article, three main dimensions related to indigenous peoples’ rights in southern Africa are discussed: national policies, indigenous peoples’ rights, and rights to representation; land and resource rights, including rights to water; and language and gender rights. The paper concludes with an assessment of where indigenous peoples stand today in southern Africa.  相似文献
