A major policy innovation in China, urban renewal creates an opportunity to promote sustainable inner‐city development and to foster economic growth in an environmentally and culturally sound way, which demands a close investigation of its context, internal and external dynamics, and policy features. Property‐led redevelopment dominated China's urban renewal since the early 1990s, as a result of the market reform and political decentralization. Recently, it has become important to meet the interests of local communities and the diverse stakeholders in the effort to preserve the urban history and cultural fabric of cities. Contextual factors in urban renewal policy and its innovation are investigated by analyzing a pioneering case in Guangzhou from a longitudinal study approach. The impact of the structural‐instrumental, cultural‐institutional, and environmental perspective on policy innovation with the change of contextual factors that transformed the development ideology and the managerial practice are identified to provide a new angle of studying policy innovation in the urban field.  相似文献

On those rare occasions when scholars of international organizations (IOs) consider the issue of change, they typically highlight the centrality of states. Although states are important for understanding when and why there is a change in the tasks, mandate, and design of IO, IOs themselves can initiate change. Drawing from sociological institutional and resource dependence approaches, in this article we treat IOs as strategic actors that can choose among a set of strategies in order to pursue their goals in response to changing environmental pressures and constraints that potentially threaten their relevance and resource base. We delineate six strategies—acquiescence, compromise, avoidance, defiance, manipulation, and strategic social construction, and suggest that the strategic choice by IOs is contingent on the level of both organizational insecurity and the congruence between the content of environmental pressures and organizational culture. We emphasize how IOs must make a trade-off between acquiring the resources necessary to survive and be secure, on the one hand, and maintaining autonomy, on the other. We apply this framework to the case of Interpol, investigating how different calculations of these trade-offs led Interpol staff to adopt different strategies depending on its willingness to accept, resist, or initiate changes that demand conformity to external pressures.  相似文献

Policymakers and the public often turn to scientific experts for help in making decisions about complex policy problems. Such decisions, however, may involve trade‐offs among desired goals and so require considerable technical and political judgment. Typically there is no objectively "best" answer, although some answers may be better than others. We use a case study of a landfill siting process in Orange County, North Carolina, to analyze how quantitative scoring schemes may best be used to facilitate site selection processes. Quantitative scoring schemes, used and interpreted properly, can help policymakers and the public focus their attention on central rather than peripheral issues, and thereby conduct a more informed political debate. For the quantitative scoring scheme to fulfill this role, however, the community must be explicit about how the scoring scheme will be used within the larger decisionmaking framework. Clarifying the power and limitations of quantitative scoring schemes shows promise for facilitating decisionmaking regarding other locally unpopular land use siting processes, as well as any public policy decision involving multiple objectives. © 2000 by the Association for Public Policy Analysis and Management.  相似文献

Abstract

At the outset of the 2015 refugee crisis, Germany pursued an accepting asylum policy, potentially to mitigate its declining population. Austria, facing the same demographic challenges, closed itself to refugees. Differences in radical right-wing populism (RRP) in the two countries provide the basis for understanding their asylum policies. After the Second World War, Germany’s collective memory stigmatized far-right parties, while Austria’s did not. The radicalization spiral reproduces these differences today, allowing Austria’s Freedom Party to influence migration policy by pulling voters and mainstream parties to the right, while Germany’s RRP parties were unable to do the same before the crisis.  相似文献

ABSTRACT

Civil and religious authorities in eighteenth-century America grew increasingly concerned over the freedom with which young people chose their marriage partners. Correlating racial, religious and cultural similarity in marriage to a stable society, these authorities attempted to limit marriage and sexual choices by requiring parental authority for marriage, distributing permits to a select few to perform marriages, and criminalizing racial miscegenation. Eighteenth-century Pennsylvania German authorities supported this attitude because they associated ethnic and religious out-marriage with the weakening of the body and the destruction of society. My study uses the marriage and birth records of eighteenth-century Pennsylvania Germans to examine their marriage and sexual relationships. I discovered that Pennsylvania Germans overwhelmingly chose to marry other German-speakers, out of proportion with their population. By examining the then available works on marriage and procreation, I discovered that Pennsylvania Germans read works that emphasized the necessity and importance of intra-ethnic and religious sex and marriage for the health of their children. Pennsylvania Germans chose their marriage partners in alignment with their community’s attitudes towards those of other ethnicities and religions. A small data set further suggests that relationships with non-Germans occurred but rarely became formalized. This complicates what we know about the sexual and emotional revolutions in the seventeenth and eighteenth centuries; far from a linear progression of attitudes towards sex, marriage, and others, eighteenth-century Pennsylvania Germans expressed multiple, contextually-driven perspectives, and in the process they created and maintained strong ethnic communities.  相似文献
