Are politically decentralized states better at fostering long‐run technological innovation than centralized states? Societies with decentralized governments are widely seen as agile, competitive, and well structured to adapt to innovation's gale of creative destruction. Meanwhile, centralized states, even when democratic, have come to be viewed as rigid and thus hostile to the risks, costs, and change associated with new technology, or prone to cling too long to foolhardy or outdated technological projects. Therefore government decentralization is often perceived as a necessary institutional foundation for encouraging long‐run technological innovation. However, in this article, I analyze data on international patent activity, scientific publications, and high‐technology exports, and show that there exists little evidence for an aggregate relationship between government structure and technological innovation. 相似文献

In international politics, states learn from the behavior of other nations, including the reputations states form through their actions in the international system. This article presents a model of how states process this information and examines how this learning affects international conflict. The model builds off of cognitive balance theory and foreign policy learning models and breaks new ground in its ability to provide a contextual assessment of reputation in world politics. The article then investigates whether a dyad is more likely to experience conflict if at least one state has a reputation for hostility. This hypothesis is tested empirically across all dyads in the international system from 1817 to 2000. The results indicate that states do engage in this learning behavior and that the information generated by extra-dyadic interaction of states has a significant bearing upon the likelihood of dyadic conflict . 相似文献

Treating all respondents to citizen satisfaction surveys as "customers" risks misinterpreting the findings and misguiding managerial decision making. Citizen evaluations of the quality of public services are likely to vary based on whether citizens have a direct or indirect relationship to the service. Furthermore, citizens are likely to rate services differently based on whether they consume the services as a result of coercion or choice, although the quality of the interaction shapes the impact of the type of interaction. Based on a series of empirical analyses, this paper demonstrates that recipients who have superior-quality interactions with providers are likely to report high ratings for elective services, whereas citizens who have poor-quality interactions are likely to report low ratings for coercive services. In this way, the quality of the interaction influences citizens' predispositions to rate services high or low based on whether they consume the service by choice or coercion. 相似文献

There are numerous biographies of Margaret Thatcher, but as yet no full-length study has been written by a political scientist. This is a disappointing omission from the literature, and reflects a general tendency to undervalue biographical studies. One result has been the production of scholarly work on the Conservative party between 1975 and 1990 which is unduly abstract and often misleading. Equally, although some excellent biographies have been produced – and Thatcher's memoirs are among the best of their genre – the unique perspectives of political science can yield some fascinating insights into her career, her party and the changing nature of British government. This article traces some of the crucial interactions which influenced Thatcher – her family background, her experiences within the Conservative party, her electioneering and her conduct of government. It concludes that although Thatcher's personality developed as a result of these encounters, as an adult she affected institutions far more than they affected her. This raises interesting, but not insuperable challenges for political scientists. Individuals do matter, and their influence can be appraised within a broader context. Ironically, it seems that complex characters conform more readily to generalisable norms of political conduct; Thatcher, by contrast, broke many of the accepted rules precisely because her personality was so banal. 相似文献
