The article presents a framework for better understanding the nature of performance in organisations involved in the provision of overseas development assistance (ODA). It uses a case study to illustrate the three main features of the framework which are: goals, performance assessment and performance management. It is asserted that a vibrant performance culture is one which links these features together to form an organisation capable of continual improvement through producing effective learning. Organisational culture determines the nature of linkages between the three sub‐systems. The article stresses how the notion of performance may extend beyond various forms of evaluation and scrutiny to being part of a sentient learning system rooted in an organisation's culture and structure. The article concludes with consideration of key issues associated with the generation of a reflexive learning organisation operating in the ODA sector. These are concerned with understanding the role and nature of systems, organisational vision, the embracing of diversity, training and accountability. This review of country‐level performance assessment in donor agencies is primarily based upon the experiences documented by bilateral donors to developing countries. The review suggests that four emerging themes can be identified in the literature on country‐level performance review: ownership, decentralisation and leadership, accountability and learning and complexity. The review considers the implementation of ‘results‐based’ approaches used by a number of international agencies and examines their relationship with ‘evidence‐based’ approaches. A key challenge, in the development of performance assessment, is bringing in a stronger evidence‐based approach into the planning and evaluation of donor country‐level programmes. Recent scholarship on budgeting in Latin American and Caribbean (LAC) countries indicates that political institutions impact the level of budget discipline. Building upon this previous research, we argue that the principal problem that must be addressed in both the government and the legislature to insure strong fiscal discipline is the common pool resource (CPR) problem. At the cabinet level, the CPR problem arises because ministers consider the implications of decisions on their ministries only. The level of the CPR problem in the legislature depends upon the electoral system. Using a data set of LAC countries for the period 1988–97, we find that executive power in the budget process is most effective in reducing budget deficits when electoral incentives for the personal vote is high in the legislature, while strengthening the president (or prime minister) in countries where the personal vote is low in the legislature has no effect .  相似文献

The history of political science serves as a context within which we make sense of the nature and role of our discipline. Narratives about the past development of British and American political science help to frame debates, choices, and identities within the contemporary discipline in Britain. What do recent studies on the history of political science tell us about the character of political science in Britain and America? What do they suggest about the relation of the British study of politics to British identities more generally? Our review of recent work concentrates on three issues: (1) how historical studies of political science relate to approaches and identities within the contemporary discipline; (2) how they relate to the past, i.e. whether their historical vision is marred by presentism; (3) whether they look beyond the boundaries of the discipline.  相似文献

This paper reflects upon the gross discrepancies between the reassurances given in 2010 by the 2010-2015 UK Coalition Government that their budget and welfare cuts would fall ‘fairly’ across the income spectrum, and the reality of what had happened by the end of that government. It asks how the ‘distributional impact assessment’ provided with the 2010 Comprehensive Spending Review could have been so wrong. In seeking to answer this question, types of systematic bias are considered along with a discussion of ‘marginality’ in assessments of impact. Drawing upon the role of ‘power’ in impact assessment, it traces the ways in which methodological assumptions can eclipse the real life effects of policies behind ‘the average’ as well as by the unfair selection of the ‘unit-of-analysis’.  相似文献

Do voters judge their national economy relative to economic performance abroad? In 2013 we took advantage of the German Bundestag election to test this hypothesis predictively. Nearly two months prior to the election, we published an election forecast relying on a theory-driven empirical model of election outcomes that draws on previous election outcomes; characteristics of the government and of voters; and, most originally, the relative economic performance of Germany (‘benchmarked' growth) in comparison to the three other most important economies in Europe – France, the UK and Italy. Our forecast put the outgoing coalition government of CDU/CSU and FDP at 47.05 per cent of the popular vote deviating from the actual outcome of 46.3 by 0.75 points. This makes our forecast one of the most accurate in this election cycle. Despite one-and-a-half months of lead time, our forecast performed on par or slightly better than the last poll results issued only two days before the election.  相似文献

This article examines the Mischief Reef and Scarborough Shoal disputes in the context of the dynamic political interaction between China, the Philippines, ASEAN and the United States. A review of recent development indicates that these particular incidents and the Spratly disputes in general have increased in intensity and complexity drawing in ASEAN and the United States. China is the main player and several conclusion are drawn regarding its strategy and tactics. We see the status quo as unstable and propose a few possible directions of actions in the interest of conflict prevention.  相似文献

Transition teams are often used to help Prime Ministers and Premiers move into their new roles. At the municipal level, the use of transition teams is relatively new. As such, we know little about what these groups do in comparison to federal and provincial transition teams. In this article, we examine mayoral transition teams and find that the increased use of these groups is a reflection of the enhanced organizational complexity of Canadian local government. Additionally, local conditions and candidate experience often dictate the shape and function of transition teams. Overall, we argue that more resources should be devoted to the municipal transition process.  相似文献
