Sommaire: l affaire Groupaction met en relief deux formes de politisation de la Fonction publique fédérale: l'une partisane, l'autre structurelle. La politisation de type partisan et I'intégration de personnel politique au sein de la Fonction publique via l'article 39 de laLoi sur la Fonction publique sont devenues des phénoménes plus répandus au cours des demiéres années. La notion de politisation structurelle sou‐ligne comment la Fonction publique canadienne n'est pas politiquement neutre face à ceux et celles qui veulent dé‐faire l'ordre fédéral. Même si elle ne constitue pas une excuse justifiant le type de comportement observé dans l'affaire Groupaction, la politisation structurelle founit le contexte pour comprendre pourquoi certains fonc‐tionnaires ont pené qu'il pouvait être légitime de contourner les régles pour préServer I'unité nationale. Abstract: The Groupadion affair draws attention to two forms of politicization in the federal public service, one partisan and the other structural. Partisan politicization and the integration of political staff within the public service through Sedion 39 ofThe Public Service Employment Act have become more common in recent years. The concept of structural politicization underlines how the Canadian public service is not politically neutral in the face of those wishing to undo the federal order. While it does not constitute an excuse that could justify the type of behaviour observed in the Groupaction affair, structural politicization provides a context for understanding why some public servants thought it could be legitimate to circumvent the rules in order to preserve national unity. We analyse the dimensionality and the positioning of parliamentary party groups and single MPs in the parliament (“Reichstag”) of the Weimar Republic on the basis of all recorded votes between 1920 and 1932. On the basis of studies on the milieu-boundedness of German parties and theoretical accounts on the dimensionality of parliaments in general we develop hypotheses regarding the number and characteristics of dimensions that structured voting behaviour in the Weimar Reichstag. The expectations are tested with a full sample of recorded parliamentary votes. The results, which are based on item response models, show that two dimensions structured MP’s decision-making: this is, first, an economic left-right axis and, secondly, a pro vs. contra Weimar Republic dimension. Additionally, our results provide support for recent studies on intra-party conflict inside the German national conservatives.  相似文献

In 2008, Aboriginal elder Mr Ward died of heat stroke while being transported in the back of a prison van operated by private security company GSL (now G4S). This article will address the role accountability mechanisms can play in improving correctional and custodial services and whether existing oversight frameworks can provide a proper supervision and quality control of private security operators. It will focus on the key reports issued by Western Australia's Inspector of Custodial Services, the independent office to oversee the prisoner transfer system. Another central source of information will be an examination of the report and recommendations handed down by the Western Australian Coroner Alastair Hope in June 2009. The Hope Report details the numerous failings of the system which led to the Ward tragedy. Both GSL and the Western Australian state government had breached a duty of care to Mr Ward. Further, it remains highly problematical having a range of oversight bodies if elected government is able to simply ignore the subsequent advice. Parliament must therefore remain a central part of the system of political accountability.  相似文献

This study explores the influence of hierarchical position on both mediation satisfaction and uncertainty about the mediation. As parties involved in hierarchical conflict typically behave differently and have different perceptions and experiences, we think it is most likely that hierarchical position will affect the mediation process and its outcomes. In this article, we investigate the influence of hierarchical position on both uncertainty about the mediation and satisfaction with the mediation and its potential moderating role on the relationship between uncertainty and satisfaction. To test our hypotheses, we use data from fifty real mediation cases dealing with hierarchical labor conflicts in the Netherlands. As expected, uncertainty has a stronger negative effect on subordinates' satisfaction with the mediation than it does on the supervisors who were involved in mediation. Implications for mediation theory and practice are discussed.  相似文献

This article explores local involvement in community radio and the changes that it has brought to the lives of ordinary people in Nepal. We argue that since Nepal's first independent radio licence was granted in 1997, community radio has become an important vehicle for popular views. Drawing on a case study of a radio series produced by a community radio station broadcasting Radio Lumbini's Hamro Lumbini (‘Our Lumbini’), this article addresses the ways in which local community involvement is currently understood and discussed by listeners and programme producers, and the implications of this involvement.  相似文献

A rapid and sensitive method using LC-MS/MS triple stage quadrupole for the determination of traces of amphetamine (AP), methamphetamine (MA), 3,4-methylenedioxyamphetamine (MDA), 3,4-methylenedioxymethamphetamine (MDMA, “ecstasy”), 3,4-methylenedioxyethamphetamine (MDEA), and N-methyl-1-(3,4-methylenedioxyphenyl)-2-butanamine (MBDB) in hair, blood and urine has been developed and validated. Chromatography was carried out on an Uptisphere ODB C18 5 μm, 2.1 mm × 150 mm column (Interchim, France) with a gradient of acetonitrile and formate 2 mM pH 3.0 buffer. Urine and blood were extracted with Toxitube A® (Varian, France). Segmented scalp hair was treated by incubation 15 min at 80 °C in NaOH 1 M before liquid–liquid extraction with hexane/ethyl acetate (2/1, v/v). The limits of quantification (LOQ) in blood and urine were at 0.1 ng/mL for all analytes. In hair, LOQ was <5 pg/mg for MA, MDMA, MDEA and MBDB, at 14.7 pg/mg for AP and 15.7 pg/mg for MDA. Calibration curves were linear in the range 0.1–50 ng/mL in blood and urine; in the range 5–500 pg/mg for MA, MDMA, MDEA and MBDB, and 20–500 pg/mg for AP and MDA. Inter-day precisions were <13% for all analytes in all matrices. Accuracy was <20% in blood and urine at 1 and 50 ng/mL and <10% in hair at 20 and 250 pg/mg. This method was applied to the determination of MDMA in a forensic case of single administration of ecstasy to a 16-year-old female without her knowledge during a party. She suffered from hyperactivity, sweating and agitation. A first sample of urine was collected a few hours after (T + 12 h) and tested positive to amphetamines by immunoassay by a clinical laboratory. Blood and urine were sampled for forensic purposes at day 8 (D + 8) and scalp hair at day 60 (D + 60). No MDMA was detected in blood, but urine and hair were tested positive, respectively at 0.42 ng/mL and at 22 pg/mg in hair only in the segment corresponding to the period of the offence, while no MDA was detectable. This method allows the detection of MDMA up to 8 days in urine after single intake.  相似文献
