This article argues that the future of the European project depends on the capacity to maintain security. It traces the link between security and political institutions in the case of nation states and, subsequently, blocs. The security of nation states and blocs was defined in terms of the defence of borders against an external enemy and the preservation of law and order within borders. Today, the distinction between internal and external has broken down; 'new wars' are a mixture of war, organised crime and violations of human rights. Security can only be maintained through the extension of law and order beyond borders – through enlargement, migration and citizenship policies, and effective humanitarian intervention. Any other approach could lead to a reversal of the process of integration. This type of security policy is likely to be associated with a very different type of polity.  相似文献

Purpose. Offender motivation is one specific responsivity variable in offender treatment and motivational interviewing (MI) is commonly used by corrections personnel. Although evidence for the effectiveness of motivational interviewing is accruing overall, a review of MI specifically with offender populations is required. Method. Relevant databases and websites were searched using terms relating to MI with offenders. Results. In total, 13 published studies and 6 dissertation abstracts were identified. MI is most evaluated in relation to substance misusing offenders (N=10). Other applications are with domestic violence offenders (N=3), drink‐drivers (N=5), and general offending (N=1). In these populations, MI is used to enhance retention and engagement in treatment, improve motivation for change, and change behaviour. Conclusions. MI can lead to improved retention in treatment, enhanced motivation to change, and reduced offending, although there are variations across studies. To advance the study of MI with offenders, a theory of change needs to be articulated on which testable hypotheses may be based. The integrity of treatment in its application needs to be assured. Based on these foundations, more outcome research is needed to examine who responds to what type of MI in relation to treatment retention, readiness to change, and reconviction.  相似文献

As Indiana University forges a partnership between law and psychology, graduate and law students are on the frontlines of the collaboration—present for both the rewards and the challenges of bringing two disciplines together. Abstract: Knowledge of distortional properties of skin is important in bitemark analysis. Thus, the response of skin to stress from bites was investigated. Four sets of models were created from the dentition of one individual. Anterior teeth were systematically removed to vary contact surface area. A biting apparatus was constructed with an integrated load cell. Forty‐six bites were created perpendicular to Langer lines on six cadavers. Rate of force application and bite pressure were controlled. Metric/angular measurement and hollow volume overlays were employed. Distortion produced by each dentition was calculated and assessed. Results showed that as teeth impressed loose tissue, mesial/distal distance increased, angles of rotation flattened, and inter‐canine distance lengthened. An opposite effect was seen in tight tissue. When the surface area of the dentition was reduced, a mixture of these effects was observed. Conclusions indicated that stiffness of the tissue was the most important variable in bitemark distortion.  相似文献

Abstract: Sudden unexplained deaths, especially those unwitnessed can lead to forensic issues and would necessitate the need for a meticulous and complete postmortem examination including ancillary investigations to discover the cause of death. We herein report a case of sudden unexplained death caused by malaria in an apparently healthy individual. This fatal case is presented to remind the forensic pathologist of the possibility of malaria as a cause of sudden unexplained death in malaria‐endemic regions. In the present case, histopathological examination demonstrated the presence of parasitized red blood cells with malarial pigment in the blood capillaries in the brain, myocardium, pericardium, lungs, kidneys, liver, and the spleen. Cerebral malaria with acute renal insufficiency or pulmonary edema with an acute respiratory distress syndrome might have been the cause of death.  相似文献

Abstract

Little research to date has examined how those who serve as intermediaries between clients and prostitutes (i.e., pimps) are influenced by targeted police interventions. While earlier work noted that displacement from risky online venues (i.e., Backpage and Craigslist) occurs, this study relies on data gathered from interviews with a purposive sample of pimps in the cities of Atlanta and Chicago to examine further the effects of targeted enforcement on where pimps advertise online and use of technological tools to reduce risk of detection. Pimps who advertised on the Internet were not different from those who used nonvirtual advertising, suggesting similar markets in the virtual and nonvirtual illicit sex trade. The vast majority of pimps who utilized the Internet for business continued to use Craigslist and/or Backpage to advertise and developed additional tactics to leverage their use. Some pimps broadened their presence on the Internet to other locations (specialized websites), moved to the deep web, and utilized different technological tools to reduce their risk of detection. Last, pimps adopted more interactive marketing strategies that permitted them to remain where their customers were familiar, but tap into sections of websites that previously had not been utilized.  相似文献

This article addresses an important yet often neglected component of electronic civic engagement efforts: managerial ambivalence about public participation. We examine how managers’ beliefs about public participation and their perceived needs for participation in agency decision making work together to shape electronic engagement efforts. Based on observational data collected in 2010 and 2014 and data from a 2014 survey of managers in 500 U.S. municipal governments, we find that managerial beliefs about participation and their perceived needs for participation are two valid and separate constructs. There is a positive relationship between managerial beliefs and electronic engagement. Perceived needs for participation interact with managers’ beliefs to affect electronic civic engagement. A high level of perceived needs for participation reinforces the effect of managerial beliefs on electronic engagement efforts, but a low level does not offset the effect of managerial beliefs on electronic engagement.  相似文献
