Local public administration contributes to a favorable business environment. Slovak Trade Licensing Administration (TLA) provides public services for traders. Centrally managed policy making without taking into account of local and regional specifics is not fully conforming to the current local needs of territorial units. Innovative administrative interventions from the central tier may reflect territorial needs of these units. Spatial distribution of performance data points out regional differences in the territorial units of the TLA. There are significant regional differences in the numbers of trades per employees and performed administrative actions. It creates conditions for individual approach in policy making. Cluster analysis groups the territorial units of the TLA for suitable tailor‐made policy making from the central tier. Based on the findings, there are seven clusters of territorial units with specific local and regional needs. Tailor‐made policy making can take into account of territorial specifics and strengthening the role of territorial units of the TLA in regional development.  相似文献

This article discusses the use of collaborative online technology in the teaching of international relations and politics. Using a case study from Australia, it finds low levels of online innovation in these discipline areas that correlate with broader examinations of technology use in higher education teaching. Themes of time poverty, technical competence, and lack of career reward are frequently cited as barriers to trying new approaches. The data indicate that at present the most common outcome of any aspiration for IR/politics staff considering innovation is that the effort required to incorporate collaborative online learning is not repaid. These findings are meaningful, since the current lack of innovation and the perceptions of staff regarding support for such approaches are at odds with the marketplace pressures staff and their institutions are under. Based upon the data collected and the wider literature on technology adoption, this article proposes a “Technology-Assisted Teaching Adoption Model” (TATAM) that attempts to encapsulate the innovation judgements made by academic staff and the steadily diminishing incentives they feel towards changing their online teaching methods.  相似文献

The author analyzes Slovakia's road to democracy since the Velvet Revolution of 1989 and pays special attention to the changes in women's position in the society. In the first section, she outlines crucial transition challenges and milestones. The second section, central to the study, shows the last two decades in gender perspective. It starts by explaining women's lukewarm attitudes toward gender issues both during socialism and at the threshold of the new era. The chapter discusses women's persistent marginalization in politics, contrasting this with their active role in civil society. It cites enduring inequalities in the labor market as well as the lingering patriarchal division of responsibilities within families and outlines changes in the patterns of family and private life. Although women in Slovakia as well as men have become more aware of gender inequalities, politicians have remained reluctant to embrace a “gender agenda.” A typical feature of contemporary Slovakia is the gap between official documents promoting gender equality, approved under pressure from the European Union, and their implementation in practice. The main actor attempting to close this gap is the pluralist sector of women's nongovernmental organizations that has undergone remarkable growth and diversification. All these elements and processes constitute the setting in which the 2009 presidential election took place. For the first time in Slovakia's history, an incumbent president was seriously challenged by a popular female politician. The third section of the study analyzes the gender dimensions of this unique race.  相似文献

The authors proceed from the assumption that the institutional and economic efficiency of a particular country (or society) depends on its historic legacy or ‘path-dependence’, strategic interactions of the elite and the impact of the international environment. Estonia and Slovenia are both – not only economically, but also institutionally – perceived as relatively successful and prominent post-communist countries and new members of the EU. Yet they have developed completely different – in some aspects even diametrically opposite – regulative settings and socio-political arrangements. The main emphasis is on the connection between the dynamics and ideological preferences of political actors and the pace of reforms as well as institutional regulations. One can argue that the political elite in Estonia encouraged the shaping of the state in a direction close to the liberal-market model, whereas Slovenia is closer to the corporatist social welfare-state model. In both cases, some dysfunctional effects are evident that represent a new challenge to the elites and, at the same time, a test of their credibility and competence.  相似文献

Motherhood is changing. An increasing number of women are deciding to remain childless, having fewer children, postponing their transition to motherhood, and simultaneously pursuing careers. These changes are deeply embedded in a reconfiguration of the times of motherhood. Although the intersection of motherhood and time has been widely acknowledged by gender and feminist studies, less attention has been paid to how in the making of motherhood women reproduce, negotiate and subvert time mandates and norms. This article aims to underscore the importance of time and how it relates to the enactment of motherhood in contemporary societies by analysing the planning, timing, sequencing, and simultaneity of the transition to motherhood in Chile. Through the analysis of 15 life story interviews with urban women from Santiago de Chile, this article addresses the intersection between social change, motherhood and time by showing how in the making of the transitions to motherhood women reproduce, negotiate and subvert traditional and emergent cultural mandates and social norms on the times of motherhood.  相似文献

Housework and childcare have been considered mechanisms for ‘doing gender’ through the allocation of different functions to women and to men. Women continue to devote more time and effort to this type of work, in spite of their progressive incorporation into the labour market. Same-sex couples escape this gender binarism, and so this study set out to learn the distribution criteria work, as well as the influence of gender socialization when it comes to establishing this distribution. A qualitative investigation was carried out with 21 Spanish same-sex families. The results indicate that the majority of couples position themselves in an egalitarian discourse based on the absence of differentiated gender roles and a low level of specialization. No differences were found between male and female couples. Nevertheless, the female couples show higher levels of discontent when the distribution was not egalitarian. In conclusion, it is proposed that the effects of gender socialization are perpetuated beyond heterosexual relationships and also affect same-sex couples.  相似文献

Morality, competence, and sociability have been conceptualized as fundamental dimensions on which individuals ground their evaluation of themselves and of other people and groups. In this study, we examined the interplay between self-perceived morality, competence, and sociability and relationship quality within the core social contexts with which adolescents have extensive daily interactions (family, friends, and school). Participants were 916 (51.4% girls; Mage?=?15.64 years) adolescents involved in a three-wave longitudinal study with annual assessments. The results of cross-lagged analyses indicated that (a) self-perceived morality was more important than self-perceived competence and sociability in strengthening family, friend, and school relationships; and (b) high-quality friendships led to increasing levels of self-perceived morality over time. Overall, this evidence advances our theoretical understanding of the primacy of morality from a self-perspective approach and highlights the developmental importance of friends.  相似文献

The experience of a major crisis is often expected to lead to policy learning but the empirical evidence about this is limited. The goal of the paper is to explore comparatively whether the crisis of 2008–2010 has led to fiscal policy learning by civil servants in the three Baltic countries. Despite some differences in the crisis experience, the finance ministry officials in all three countries have identified the same lesson from the crisis: fiscal policy should be counter-cyclical and help to stabilize the economy. The paper also discusses how various factors have influenced policy learning, including the acknowledgment of failure, blame shifting, and analytical tractability.  相似文献
