The Anti-Stalking Training Evaluation Protocol (ASTEP) was developed to provide Safe Horizon, a large victim service provider, with an opportunity to evaluate and improve its anti-stalking training program. This report presents the results of this effort to measure Safe Horizon staff's knowledge and general perceptions about stalking, and to assess the impact of anti-stalking training on knowledge about the anti-stalking law, and stalking in general. Although these trainees appeared familiar with stalking issues, they were able to benefit from information about different types of stalkers and stalking, and about the legal options available to victims. The implication of the findings is that, if relatively well-informed staff members of a large victim services agency can benefit from training about stalking behavior, anti-stalking legislation and the needs of stalking victims, there is almost certainly a need for such training among a wider population of victim service providers, law enforcement professionals, and the general public. 相似文献

This study examines the effect of four variables (i.e., interpersonal treatment, organizational reputation, testing context, and consequence of testing) on perceptions of the procedural fairness of a drug-testing program. Main effects for each of these variables on perceptions of procedural fairness were expected. In addition, interactions were predicted between interpersonal treatment and organizational reputation, testing context and consequence, and testing context and interpersonal treatment. Results generally supported the hypotheses, revealing main effects for the four variables and two significant interactions. Color determination of soil evidence is often done by visual comparison to soil color charts. A handheld spectrophotometer was tested with representative materials for its suitability for forensic soil characterization. Instrumental colorimetry provides accurate colorimetry with ~10-fold better precision than a soil color chart. The minimum sample size for accurate color determination was between 0.02 and 0.04 mg of fine soil for the specific instrument tested. Reporting colors in the L*a*b* space permits quantification of ΔE00, a measure of perceptible color difference, could enable objective quantification of small color differences and thresholds for forensic soil comparisons. A ΔE00 greater than ~ 3.5 to 6 likely indicates disparate soil sources in a forensic comparison, in the absence of confounding factors like sample alteration. Despite the superior precision of instrumental colorimetry, this approach is inappropriate for samples which are mottled at an inseparable scale, attached to a substrate, or too small for instrumental measurement. 相似文献

The challenge of advancing policy goals and public administration is compounded when legal compliance rests on data and complex analysis. This is true of disparity studies that support local government‐sponsored minority contracting programs. How can local governments prepare to work with such programs in this complex environment? The authors analyze several court cases challenging minority contracting programs and illustrate the difficulty of administering public programs at the juncture of public policy goals, subtle changes in law, and demands for quality statistical analysis. Many public agencies, especially at the local level, are not prepared to address the data requirements demanded by these programs. To help with this challenge, the authors develop a set of guiding principles to help practitioners satisfy the legal requirements and meet the policy goals of minority contracting and similar programs. Numerous researchers have documented the gendered impact of the United States’ domestic war against drugs. Women incarcerated
for non-violent drug offenses are the fastest growing segment of America’s prison population because of the harsh penalties
for using, selling and transporting illegal substances. The impact of U.S. drug policy on women in other countries, in contrast,
has been overlooked. This paper argues that the greatly increased imprisonment of women in Ecuador for drug-related offenses
is collateral damage of the U.S. war on drugs. The impact of the expansion of women’s imprisonment in Ecuador appears to be
particularly damaging to the inmate’s children who frequently join their mother in prison. U.S. policy should not be exported
