Islam generally, and Muslim immigrant communities in particular, have recently been targeted for criticism by Western academics and in popular Western media. This article explores the substance of these criticisms and weighs them against the beliefs and practices of Muslim immigrants in Western liberal democracies. The article addresses three distinct questions. First, what sorts of cultural adaptations is it reasonable for liberal democratic states and societies to expect immigrants to make, and what kinds of adaptation is it unreasonable to demand? Second, how vulnerable are Islamic beliefs and practices to the criticisms commonly leveled against them in the name of liberal democracy and gender equality? Finally, how strong are the parallels between the claims for political recognition and accommodation that issue from immigrant cultural communities and the claims for recognition and inclusion that issue from groups that have historically been marginalized within liberal democratic societies? Although the authors do not dismiss the notion that there may be tensions between the core commitments of liberal democratic societies and some Islamic practices, they conclude that these tensions are exaggerated by Western writers. Muslim communities generally pose no greater challenge to liberal societies than do other religious and immigrant communities. In this study we used the theory of economic regulation and public choice to derive a model to explain the pattern of public sector bargaining laws among the states. We find this type of legislation is influenced by the following demand factors: (1) the extent of public sector union membership, which represents the interest group hypothesis, has a positive influence on pro-union legislation; (2) the extent of employer opposition to unions, as measured by unfair labor practice charges against employers in representation elections, has a negative effect on bargaining laws; (3) two taste variables — the salaries of public employees and the percent of nonwhite employment in the state — have a positive influence on these laws. A result which will be surprising to many people is that the extent of private sector union membership has no significant influence on the passage of public sector bargaining legislation.Our empirical analysis indicates that supply factors are also important in explaining the pattern of public employee bargaining laws across the state. We find that states are more likely to enact pro-union legislation under the following conditions: (1) constituents appear to hold pro-labor views as represented by their Congressmen's voting record; (2) neighboring states have passed mandatory bargaining laws; and (3) when competition is greater among the political parties. 相似文献

In this study we revisit the question of black representation on city councils and school boards using a novel substantive and methodological approach and longitudinal data for a sample of over 300 boards and councils. Conceptualizing black representation as a two-stage process, we fit Mullahy's hurdle Poisson models to explain whether and to what extent blacks achieve representation in local legislatures. We find that while the size of the black population and electoral arrangements matter more than ever, especially for overcoming the representational hurdle, the extent to which the black population is concentrated is also strongly associated with black council representation. Further, whereas black resources and opportunities to build "rainbow" coalitions with Latinos or liberal whites are marginally if at all related to black legislative representation, we find that legislative size is an underappreciated mechanism by which to increase representation, particularly in at-large systems, and is perhaps the best predictor of moving towards additional representation. 相似文献

The University of Arizona chapter of Engineers Without Borders USA has faced multiple challenges involving community participation in rural development, in the Andean community of Marquirivi, Bolivia, both in rural design and in community participation. Despite successful construction of a shower house in 2014, the EWB-USA UA team experience with community participation revealed the numerous complexities involved in engaging successfully with communities. The importance of previous aid in a community with development projects also emerged as critical in shaping actions. In this article, we argue that a comparative study of state and non-state terrorism that uses the minimal foundationalist definition of terrorism as its central analytical framework offers a unique and instructive approach for answering the question: “what is terrorism?” To date, most recent comparative case study analyses of terrorism focus on ideologies, political/governance models, structural/contextual enablers, practices, organisational structures, and/or the basis of issues such as trust, belonging, and membership. We uniquely contribute to the growing literature on comparative terrorism studies by comparing and contrasting state and non-state terrorism on the basis of strategic communication vis-à-vis the preparation, execution, and outcomes of political violence (the “terrorism attack cycle”), the instrumentalisation of victims, and fear management. There are a disproportionate number of African American children living in poverty who are in need of mental health services. African American children who live in poverty tend to underutilize mental health treatment due to the barriers their caregivers face; however, far less research has been conducted on the percentage of children who do access mental health treatment and the experiences of their caregivers in maneuvering through the barriers in their environments. This grounded theory study systematically generated a help-seeking theory that was constructed through the experiences of single African American mothers living in poverty who accessed mental health treatment for their children. 相似文献
