There is currently a revival of the intellectual tradition of rhetoric as a reaction to modernism. Because of rhetoric’s links with conservatism, this revival’s own rhetoric needs to be examined. A revival of an aesthetic rhetoric could easily be backward-looking and draw upon the backward-looking, conservative traditions within the history of rhetoric. On the other hand, if the revival stresses the pragmatic features of rhetoric it might be seen either as an adornment to those skills of persuasive selling, encouraged today by pragmatic conservatism, or as a development of today’s science of persuasion. Despite the obvious links to romantic and to pragmatic conservatism, rhetoric does contain the possibility for a radical critique of modernism; this would unite aesthetics and pragmatism, form and style, and raise the image of free and unending argumentation. 相似文献

Research on autocracies has gained new momentum in the last decade. One element of this research is the observation that some autocracies are characterised by structural conditions that are normally conducive for democracy. These ‘anomalous autocracies’ have high levels of socioeconomic development and democratic neighbour countries. The study of these cases might expose factors that are decisive for autocratic stability and studying them might give us a better understanding of barriers towards democratisation. This paper contributes to the growing literature on autocracies by mapping anomalous autocracies during the third wave of democratisation, thereby paving the way for systematic case selection in future studies. A large-N analysis of 159 cases (1975–2008) identifies Belarus, Chile, China, Cuba, Morocco, North Korea, Peru, Singapore, Swaziland, Togo and Zimbabwe. In a second step, the paper lays out a theoretical framework that centres on actors and institutions. Rulers must establish elite–elite and elite–mass interaction, and this papers argues that they can do so through quasi-compliance of elites and the masses based on traditional institutions woven into a dominant party. The paper uses the framework to tentatively examine the resilience of authoritarian rule in Swaziland and Morocco, two most-different anomalous cases. In both cases, an elaborate traditional institution has co-opted government, business and rural elites and coordinated interaction within elite circles and with the masses, in turn enabling the remarkable regime resilience. 相似文献

The salience of the concept of “empowerment” has been deductively claimed more often than carefully defined or inductively
assessed by development scholars and practitioners alike. We use evidence from a mixed methods examination of the Kecamatan
(subdistrict) Development Project (KDP) in rural Indonesia, which we define here as development interventions that build marginalized
groups’ capacity to engage local-level governing elites using routines of deliberative contestation. “Deliberative contestation”
refers to marginalized groups’ practice of exercising associational autonomy in public forums using fairness-based arguments
that challenge governing elites’ monopoly over public resource allocation decisions. Deliberative development interventions
such as KDP possess a comparative advantage in building the capacity to engage because they actively provide open decision-making
spaces, resources for argumentation (such as facilitators), and incentives to participate. They also promote peaceful resolutions
to the conflicts they inevitably spark. In the KDP conflicts we analyze, marginalized groups used deliberative contestation
to moderately but consistently shift local-level power relations in contexts with both low and high preexisting capacities
for managing conflict. By contrast, marginalized groups in non-KDP development conflicts from comparable villages used “mobilizational
contestation” to generate comparatively erratic shifts in power relations, shifts that depended greatly on the preexisting
capacity for managing conflict.

Conventional wisdom argues that national economic perceptions generally have an important impact on the vote choice in democracies. Recently, a revisionist view has arisen, contending that this link, regularly observed in election surveys, is mostly spurious. According to the argument, partisanship distorts economic perception, thereby substantially exaggerating the real vote connection. These causality issues have not been much investigated empirically, despite their critical importance. Utilizing primarily American, and secondarily British and Canadian, election panel surveys, we confront directly questions of the time dynamic and independent variable exogeneity. We find, after all, economics clearly matters for the vote. Indeed, once these causality concerns are properly taken into account, the impact of economic perceptions emerges as larger than previously thought. While there is a growing academic literature about mail-in ballots, there has been no serious academic research to date on overseas voters, even though the counting of overseas military ballots figured into the 2000 presidential election controversy. The participation of nearly 4 million overseas voters, both civilian and military, is governed by the Uniformed and Overseas Citizens Absentee Voting Act. The authors examine the reported perceptions of military and nonmilitary voters covered by this legislation using two surveys funded by the U.S. Election Assistance Commission, focusing on their perceptions of electronic means of transmitting voting materials. The authors find that civilian overseas citizens have a harder time registering and voting than military overseas citizens; that the key factor is the timely transmission of voting materials; and that, despite privacy concerns, electronic transmission of voting materials is viewed favorably. 相似文献
