Interministerielle Netzwerke: Formale und informelle Koordinationsstrukturen bei der Vorbereitung der deutschen Verhandlungspositionen zur Regierungskonferenz 1996

How do German ministries manage the preparation of national negotiation positions for EU intergovernmental conference? After a survey of the debate on organizational deficits of the interministerial coordination in Germany, we are consulting decision- and organization-theoretic approaches in IR. Drawing on organizational economics we concretise and supplement these older frameworks. We conceive the management of a governmental organization as a specific aggregation of heterogeneous preferences and information. Applying social network analysis we take into account formal as well as informal aspects of coordination channels. The objective of this article is to make visible the complex structures and processes that constitute foreign policy making, and to provide a preliminary assessment of its efficiency.     

The War on Terrorism and the Administration of the American State

Conditions of war lead to a style of teleocratic governance and administration that is at odds with the idea of civil association reflected in the American constitutional state. As a result, war can put our traditional notions of humanity, pluralism, and limited government at risk. In order to defend the values of civil association, public administrators should understand and appreciate the principles undergirding our constitutional system of governance and administration.     

British Trade Unions and European Union Integration in the 1990s: Politics versus Political Economy

This article evaluates the changing assessments within the British trade union movement of the efficacy of European Union integration from the viewpoint of labour interests. It argues that there has been a marked further 'Europeanisation' of British trade unionism during the 1990s, consolidating an on-going process which previous research shows began in earnest in the mid 1980s. A shift in trade union economic policy assessments has seen the decisive abandonment of the previously dominant 'naive' or national Keynesianism. While there remain important differences in economic perspective between unions, these are not such as would create significant divisions over the question of European integration per se , the net benefits of which are now generally, though perhaps not universally, accepted. The absence of fundamental divisions is evident from a careful assessment of the debates about economic and monetary union at TUC Congress. The Europeanisation of British trade unionism needs to be seen within the context of an emergent regionalism, in Europe and elsewhere. It can best be understood as a rational response by an important corporate actor (albeit one whose national influence has been considerably diminished in recent decades) to globalisation and a significantly changing political economy environment.     

Pricing Outputs: A Case Study in Law Enforcement

This paper discusses the advantages and limitations of economic evaluation as a measurement methodology within the Australian government's outcome and output framework including preliminary benefit–cost analysis of Australian Federal Police investigations. The results suggest that the Australian Federal Police is returning over $5 to the community for every dollar invested in fraud and drug investigations. It is concluded that benefit–cost analysis is a useful tool for comparing the price of an output to the value of an outcome. The method has limitations. Not all outcomes will admit of easy assessment and the information may be difficult to collect. However, the use of surrogate measures and extrapolation of results may overcome most of these limitations.     

Municipal Capital Spending during the "Boom"

This article analyzes municipal governments, capital spending, and revenue-raising decisions between 1993 and 2000, an era of unprecedented economic growth. It finds that, as anticipated, greater-than-expected revenues allowed many cities to advance projects from their capital improvement plans to their capital budgets. Moreover, the article concludes that growth in cities' own-source-revenue-generating capacity and transfers from carryover or ending balances from earlier years, rather than debt issuances and intergovernmental aid, seem to be the most important fuel for the remarkable growth rate in capital spending.
