What is the influence of the rules of political representation on local spending? This research tests the law of 1/n in the Portuguese local context and finds that the law fails to apply. We suggest an alternative measure—the density of representation—to assess the impact of the rules of city council representation on local public expenditures. Density of representation is defined as the number of elected officials in the city council divided by city population. We find an S-shaped relationship between the density of representation and the level of local government expenditures. The level of municipal spending initially declines with increases in the density of representation, reflecting an increase in the ability of constituents to monitor their elected representatives. At higher levels of representation density, the relationship becomes positive, suggesting that the dynamics of the budgetary commons become salient. The relationship becomes negative again for extremely high density of representation owing to increases in the transaction costs of legislative decision-making. International legal scholars have identified and argued for and against new forms of non-consent-based international law. We study variation in Brazilian public opinion about adherence to international law created in three different ways: through a consent-based multilateral treaty, by the U.N. Security Council with the participation of Brazil, and by the U.N. Security Council without the participation of Brazil. Information that Brazil has participated in creating the international legal obligation through a multilateral treaty or membership on the Security Council yields levels of support for adherence to the legal obligation that are similar to those found when the origins of the legal obligation are generic. Information that the international legal obligation was created without Brazil’s participation, on the other hand, results in reduced support for compliance. This difference, which is particularly concentrated among highly educated respondents, is not driven by reduced concerns about reputational consequences or sanctions. Our results suggest that the increased use of non-consent-based forms of international law might be challenged by a lack of public support for compliance. 相似文献

Negative outcomes associated with adverse childhood experiences are well established, but little is known about protective factors that could promote positive adjustment among high-risk youth. This study examined the potential protective role of positive peer relationships in the association between adverse childhood experiences and school engagement among at-risk adolescents. Data were collected prospectively from birth until age 16 from 831 diverse adolescents (52.6% female; 54% African American, 24% Caucasian) who were at-risk for family violence and their caregivers. The significant and negative associations between adversities and school engagement outcomes at age 16 were mitigated by peer intimacy and companionship and exacerbated by peer conflict. The findings underscore the importance of fostering positive peer relationships for improving school engagement among at-risk adolescents. 相似文献

Comparing Cuban history and contemporary circumstances to those in the rest of the region, this article challenges the idea of Cuban exceptionalism. The last four decades have seen Cuba move away from typical Latin American patterns such as economic and geographical inequalities. The Revolution has not been able, however, to reverse a historical dependence on external financing nor has it resolved racial inequities. While the Revolution did establish an unusually effective political apparatus, it did not use this opportunity to nurture democracy. As the social welfare advances of the revolution erode, Cuba resembles the rest of the continent ever more and reflects the central problems facing the region. 相似文献

The performance of innovation systems depends, to a great extent, on the degree of public–private collaboration they involve. Thus, innovation policies often aim to enhance this collaboration through public–private partnerships. These partnerships are a multidimensional phenomenon whose success depends on factors related to each of their dimensions. This paper proposes the use of an analytical model that reflects the multidimensional nature of public–private partnerships and analyses to what extent they are applied in a specific innovation system in order to identify the territorial and sectorial factors that act as barriers or drivers to use them. This model aims to help policy makers design appropriate public–private partnerships in each context. The case under review is the Spanish innovation system, given that this system has been suffering from a structural lack of collaboration for several decades, despite the implementation of policies aimed to foster this. Thus, if the model works, it should be able to identify key factors that influence greater or more restricted use of the different PPP formulas. 相似文献

The aim of this study was to analyze the relevance of callous–unemotional (CU) traits in incarcerated juvenile delinquents. A sample of 160 incarcerated male youths was used. Results showed that youths with high CU traits had an earlier age of crime onset and of trouble with the law, and also had higher levels of conduct disorder. When controlling for age of crime onset, youths with high CU traits showed higher levels of general psychopathic traits and of psychopathy taxon membership as well as lower levels of prosocial behavior, but no differences were found for self-reported delinquency, crime seriousness, impulsivity-conduct problems, and general conduct problems. Also, no significant associations of CU traits with self-reported delinquency and crime seriousness were found when controlling for age of crime onset. Future studies of CU traits should take into account the specific importance of age of onset. 相似文献

This article attempts to think through the relationship between lethality and war through the object of tear gas from its invention to contemporary uses. First, I examine the way in which tear gas migrates from a zone of lethal/non-lethal conceptual indistinction, to one where the same rationalities operate but the intent of their use is opposed in relation to life and death. Second, from this biopolitical distinction, I trace its use in the governing of colonial populations and populations under occupation, and its recent weaponisation in “domestic” spaces. These contemporary uses of tear gas, I argue, can be seen as what Sloterdijk would call “atmosterror” which contribute to blurring the lines between war and peace. 相似文献
