Local authorities in England are required to make directories of services available to practitioners working with children and young people. This is against a background of continuing reforms intended to ensure that services are joined-up around the needs and choices of children, young people and their families. There are high expectations that more of these services will be delivered by organisations from theVoluntary and Community Sector (VCS), especially services for groups or communities that public sector agencies find hard to engage. This article reports and comments upon a regional study focusing on the production of children's service directories involving service providers and commissioners, as well as the producers of directories, in a series of facilitated workshop activities. The study highlights tensions between local authorities and service providers around how information about services is controlled, edited and accessed. We argue that current approaches to the provision ofdirectories are unlikely to have the transformational effects predicted by policy makers. This is partly because local authorities' traditional position (supported by the prevailing technologies) has meant that they have tended to monopolise the roles and responsibilities which in turn maintains their control of directory content. They do so in the face of increasing dissent from new and established providers. Moreover, current models of service directories fail to meet the emerging information needs of a range ofstakeholders including service providers, service commissioners and service users. Based on a process of action inquiry, this article reflects on the capacities that chief executives need in order to engage effectively with ‘joined-up’ working. It begins by examining the paradoxical feelings that chief executives can hold about their roles – feeling both powerful and powerless at the same time, for example. By adopting the notion of boundary, it is possible to understand more about the complexities that chief executives need to work with. These boundaries are emotional as much as they are structural. They imply a duality in the role as the chief executive works with the shifting relationships between the organisation and its external world, between organisational and political leadership, and between ‘knowing’ and ‘not knowing’. To be able to work at the boundary, there is a premium on the capacities for sense-making through systemic analysis, for maintaining personal perspective and for seeing leadership as synonymous with learning. In the end, leading at the boundary challenges the chief executive to think from time to time about what he or she stands for as a person. 相似文献

This Paper explores the relationshipbetween theories of degeneracy inspired by medicine and psychiatry in the nineteenth century and the sociological theory of Emile Durkheim. After briefly reviewing the main themes of degeneracy theory, there follows an analysis of Durkheim's writings of the 1880s and 1890s and 1890s on crime, suicide and birth-rates. The paper argues, first, that Durkheim's relationship to degeneracy theory is considerably more complex than is generally portrayed in the secondary literature and undergoes considerable modification over time: second, that Durkheim's theoretical efforts were not only aimed at sociological as opposed to biological explanations of the phenomena studied by theorists of degeneration, but also grounded a new normative understanding of these phenomena that was consonant with the humanitarian ideals of ethical individualism. 相似文献

In a previous study, mechanical engineering models were utilized to deduce impact velocity and droplet volume of circular bloodstains by measuring stain diameter and counting spines radiating from their outer edge. A blind trial study was subsequently undertaken to evaluate the accuracy of this technique, using an applied, crime scene methodology. Calculations from bloodstains produced on paper, drywall, and wood were used to derive surface-specific equations to predict 39 unknown mock crime scene bloodstains created over a range of impact velocities (2.2-5.7 m/sec) and droplet volumes (12-45 microL). Strong correlations were found between expected and observed results, with correlation coefficients ranging between 0.83 and 0.99. The 95% confidence limit associated with predictions of impact velocity and droplet volume was calculated for paper (0.28 m/sec, 1.7 microL), drywall (0.37 m/sec, 1.7 microL), and wood (0.65 m/sec, 5.2 microL). 相似文献

While recognized in a large number of jurisdictions, the privilegeagainst self-incrimination proves hard to justify. This articleattempts to develop a rationale for the privilege which avoidsthe usual pitfalls. It argues that the most compelling rationalefor the privilege is that it serves as a distancing mechanism,allowing defendants to disassociate themselves from prosecutions.The resulting account has implications for the scope of theprivilege. First, it suggests that no distinction should bedrawn between requirements to speak and requirements to providethe authorities with documents, blood samples and the like.Second, it is argued that recognition of a privilege againstself-incrimination implies that we should recognize a privilegeagainst other incrimination which has similar force.
