Defendants commonly claim amnesia for their criminal actions especially in cases involving extreme violence. While some claims are malingered or result from physiological factors, other cases may represent genuine partial or complete amnesia resulting from the psychological distress and/or extreme emotion associated with the perpetration of the crime. Fifty Canadian homicide offenders described their memories of their homicide, a non-homicide violent offense, and their most positive adulthood life experience. Self-reported and objective measures of memories for these events revealed that homicides were recalled with the greatest level of detail and sensory information. Although dissociative tendencies were associated with a self-reported memory loss, objective measures of memory quality did not reflect this perceived impairment, suggesting a failure of meta-memory. Recollections of positive life events were superior to those of non-homicidal violence, possibly due to greater impact and meaning attached to such experiences. Findings suggest that memory for homicide typically is enhanced by the powerful emotion associated with its perpetration.  相似文献

Forensic application of carbon isotope ratio measurements of honey and honey protein to investigate the degree of adulteration with high fructose corn syrup or other C4 plant sugars is well established. These measurements must use methods that exhibit suitable performance criteria, particularly with regard to measurement uncertainty and traceability – low levels of adulteration can only be detected by methods that result in suitably small measurement uncertainties such that differences of 1‰ or less can be reliably detected. Inter-laboratory exercises are invaluable to assess the state-of-the art of measurement capabilities of laboratories necessary to achieve such performance criteria. National and designated metrology institutes from a number of countries recently participated in an inter-laboratory assessment (CCQM-K140) of stable carbon isotope ratio determination of bulk honey. The same sample material was distributed to a number of forensic isotope analysis laboratories that could not participate directly in the metrological comparison. The results from these studies have demonstrated that the majority of participants provided isotope delta values with acceptable performance metrics; that all participants ensured traceability of their results; and that where measurement uncertainties were reported; these were fit-for-purpose. A number of the forensic laboratories only reported precision rather than full estimates of measurement uncertainty and this was the major cause of the few instances of questionable performance metrics. Reporting of standard deviations in place of measurement uncertainties is common practice outside metrology institutes and the implications for interpretations of small differences in isotopic compositions are discussed. The results have also highlighted a number of considerations that are useful for organisers of similar inter-laboratory studies in the future.  相似文献

In jurisdictions throughout United States, thousands of sexual assault kits (SAKs) (also termed “rape kits”) have not been submitted by the police for forensic DNA testing. DNA evidence may be helpful to sexual assault investigations and prosecutions by identifying offenders, revealing serial offenders through DNA matches across cases, and exonerating those who have been wrongly accused, so it is important to understand why police are not utilizing this evidence. In this study, we applied focal concerns theory to understand discretionary practices in rape kit testing. We conducted a three‐year ethnography in one city that had large numbers of untested SAKs—Detroit, Michigan—to understand why thousands of SAKs collected between 1980 and 2009 were never submitted by the police for forensic DNA testing. Drawing upon observational, interview, and archival data, we found that while practical concerns regarding resources available for forensic analysis were clearly a factor, as Detroit did not have the funding or staffing to test all SAKs and investigate all reported rapes, focal concerns regarding victim credibility and victim cooperation were more influential in explaining why rape kits were not tested. Implications for the criminal justice system response to sexual assault and rape kit testing legislation are examined.  相似文献

Historically, minority youth have experienced harsher punishments and more negative outcomes than White youth even when risk assessment is used. The current study investigated the role of ethnicity in an understudied dispositional decision–program referral–and the outcomes associated with said referral using a sample of juvenile offenders (N = 2,678). The study used the Youth Level of Service/Case Management Inventory (YLS/CMI) to determine (1) if ethnicity predicted program referral when accounting for risk assessment and (2) if program referral predicted recidivism. Results indicated that ethnicity predicted program referral, and program referral predicted recidivism. Future directions for Disproportionate Minority Contact (DMC) research and implications for court officials are discussed.  相似文献

Fifty-seven parents, usually mothers, rated their adolescent sons and daughters on the Walker Checklist at the time of their initial clinic appointment. Parents perceived this group of adolescents as more disturbed than the elementary school age normative group on three of the scales, Immaturity, Acting Out, and Distractibility. The results support an increase in behavior problems at adolescence which is more marked for the younger females and younger males. Neither gender nor age, separately, determines the degree of behavioral disturbance, with one exception. The scores of both the younger and older male groups are significantly higher than the scores of their corresponding female groups on the school-related Distractibility scale.Received her Ph.D. from University of Washington 1959. The public sector has been subject to significant organizational and cultural change in the past two decades. The purpose of change has been the cost-efficient and cost-effective delivery of public services and functions. The process of change has been concerned with the best means to do this, whether in structural, cultural and procedural terms. Without careful determination of the services and functions from the onset, the process, however, can become an end in itself, reflecting the comments of the Head of the Civil Service when he said that he did not know the final shape of the civil service on the grounds that ‘it is not unusual . . . for an organisation in the process of evolution not to know what its final state will be’ (Dynes and Walker 1995, p. 99). Where an organization has assumed its core functions are clearly defined and understood but where they are not explicitly used to provide the purpose to shape and direct the process of change, that process may be influenced more by generic external imperatives on structural, cultural and managerial reform that developed from the 1988 Next Steps report than by the organization’s core functions. The article questions assumptions that, by itself, an emphasis on the former will facilitate the performance of the latter. It suggests that the process of challenging culture and structure may have adverse consequences until the purpose of change and the functions of the organization are used to shape and inform the process. It looks at the impact of the process of change on a core organizational function in one large government department that has undergone significant change – major investigations within HM Customs and Excise. It considers that change may be, to use the idiom of earlier research into change and the department, partly about teaching organizations to dance the Next Steps, and partly about ensuring that they keep dancing, but it is also about teaching departments that dancing is best done to tunes that inform the steps.  相似文献

Stressing relation-building and participatory communication approaches, the Rhode Island Coalition against Domestic Violence worked with journalists to develop a best practices handbook on news coverage of domestic violence murders. This study compares print coverage of domestic violence murders prehandbook (1996-1999) and posthandbook (2000-2002). Significant changes include increased labeling of the murder of intimates as domestic violence and doubled usage of advocates as sources. As a result, domestic violence murders, previously framed as unpredictable private tragedies, are more commonly framed posthandbook as social problems warranting public intervention. The authors conclude that relation-building approaches can affect news cultures and public discourse when conducted in conjunction with comprehensive participatory communications strategies.  相似文献
