Inter-firms R&D collaborations are often seen as an effective mean to access new resources, to innovate and/or to enter new markets in a turbulent environment characterized by fierce competition. However, all R&D partnerships do not have the same strategic importance. We analyze the strategic features of two types of partnerships that are seldom compared in the academic literature on R&D alliances: EU-sponsored inter-firms collaborations on the one hand, and non-sponsored, spontaneous inter-firm collaborations on the other. We compare their incentives and coordination mechanisms, and derive theoretical propositions that we test empirically. Our econometric analysis uses original data on (sponsored and non-sponsored) projects conducted by participants in the 5th and 6th European R&D Framework Programs. Our empirical findings support our main propositions. EU-funded collaborations are more exploratory and more focused on peripheral competences than spontaneous R&D collaborations. They are also less flexible, due to rigid monitoring rules which are nevertheless crucial to the projects?? success. However, there is no major difference between the different types of EU-sponsored collaborations, which pleads for a simplification of these policy instruments.  相似文献

Relationships between parental behaviors and adolescent self-esteem were analyzed in a group of 95 early adolescents from multiple settings. The study was designed to investigate hypotheses regarding associations between observed parental interactions (e.g., accepting and devaluing) and adolescent self-esteem. Parents' verbal interactions with their adolescents were assessed through application of the constraining and enabling coding system to transcribed family discussions, generated through a revealed differences procedure. Adolescent self-esteem was measured with the Coopersmith Self-Esteem Inventory. Parent interaction-self-esteem associations were examined in the pooled sample, as well as in specific sub-groups based on gender, health, and ego development (measured by the Washington University Sentence Completion Test). Boys had more numerous associations between their self-esteem and parental interactions than girls, and psychiatrically ill boys had particularly high associations. Parental interactions were found to be most strongly related to adolescent self-esteem for adolescents at the lowest levels of ego development. This paper discusses trends in criminal justice and penal policy over the past twenty‐five years. This period has been characterised as a time of penal populism, which originated in the failure of the 1991 Criminal Justice Act, and the competition between the main political parties to be ‘tough on crime’. However, this is not the only trend to be found in penal policy. There has continued to be a strong undertow of support for rehabilitation and community penalties, including restorative justice. There has been pressure from the left as much as the right to take domestic violence, sexual offences against women and children, and hate crimes more seriously. There have been pressures to meet performance targets—which gradually transformed into calls to build the legitimacy of the justice system. Finally, there have been pressures to privatise criminal justice agencies. These various impulses have sometimes amplified and sometimes counteracted the pressures towards tough penal policy. If the period of intense penal populism ran from 1993 to 2007, inertia in the system has ensured that there have been no significant attempts to row back from tough policies, and to reassert the values of penal parsimony. Given that money has been tight since 2007 and crime has continued to fall, this must amount to a lost opportunity of significant proportions.  相似文献

This article reports on a research project that deals with howto ensure democratic accountability when military forces areused under the auspices of international institutions. The internationalcommunity has developed a range of ways in which military forcescan be used. States have also decided that in some cases militaryforces can be deployed to pacify intra-state as well as inter-stateconflicts. States have developed a mixed system to deal withthe issues of democratic accountability. Although military operationsare conducted under the auspices of international institutions,states maintain control over decisions to deploy their troops. Democraticcontrol and accountability have been maintained through national institutionsand procedures. International authorization, preferably by theUN Security Council, is important to establish internationaland domestic legitimacy, but it is not the essential mechanismfor ensuring democratic accountability.  相似文献

Abstract

Recently, there has been an increase in interest in subtle effects associated with exposure to environmental toxins. One methodological problem in research in this area involves assessment of degree of contamination when exposure occurs at low and moderate levels. A second problem lies in determining the clinical or practical significance of subtle toxic effects when they are observed. Both these issues are illustrated by the case of polychlorinated bi‐phenyls (PCBs), a family of environmental toxins found in moderate concentrations in humans who consume Lake Michigan sports fish. Two hundred forty‐two newborns whose mothers had consumed these fish and 71 newborns whose mothers had abstained were examined in the immediate post‐partum period. Degree of exposure was measured by both maternal contaminated fish consumption and cord serum PCB level. An examination of the data suggests that, at the levels of exposure found in this sample, a maternal report may in some instances be more sensitive and reliable than a biochemical analysis. While statistically significant effects on birth size, gestational age, and neonatal behavior were observed, the clinical significance of these effects is not yet known since none of the exposed infants weighed less than 1500 g and criteria for newborn behavioral adequacy have not been established. However, research on other toxic substances suggests that subtle neonatal deficits frequently signal the existence of an ongoing toxic process with clinically significant implications for later development.  相似文献

What are states doing with respect to human resource practices to improve government operations? Using data collected by the Government Performance Project, this article identifies emerging trends and innovations in state personnel systems. Specifically, it provides a national comparison in the areas of personnel authority, workforce planning, selection, classification, and performance management. Results show that many states are delegating authority for personnel functions to agencies and managers, shifting their human resource missions to being more proactive and collaborative with agencies, and adopting performance management systems that integrate organizational and individual goals. In short, many states are investing considerable resources to modernize their human resource management systems.  相似文献
