This article investigates the impact which the institutional development of the European Union (EU) and the new public management (NPM) have had on the process of recruitment and training of senior public officials in the United Kingdom between 1970 and 1995. Information provided by directors of personnel and training has enabled the extent of change observed in three government departments – Agriculture, Transport and Health – to be measured on a numerical scale. This is combined with a historical analysis rooted in practitioner experience. The evidence from both sources suggests that whereas NPM pressures have had a relatively similar impact on recruitment and training practices in all three departments, the response to EU pressure is much stronger in the Ministry of Agriculture than in the Departments of Transport and Health. The EU impact in Agriculture is particularly strong in respect of recruitment and career progression, the only area and the only department in which our index suggests that policy has been more heavily influenced by European pressures than by NPM. These findings reflect the strength of the political commitment to NPM and the power of the central departments in imposing it across Whitehall; and in the case of Agriculture the development of a cadre of senior officials who have almost all had experience of working in or with the EU institutions. 相似文献

This study documents the results of a controlled experiment designed to quantify the abilities of forensic document examiners (FDEs) and laypersons to detect simulations in handwritten documents. Nineteen professional FDEs and 26 laypersons (typical of a jury pool) were asked to inspect test packages that contained six (6) known handwritten documents written by the same person and two (2) questioned handwritten documents. Each questioned document was either written by the person who wrote the known documents, or written by a different person who tried to simulate the writing of the person who wrote the known document. The error rates of the FDEs were smaller than those of the laypersons when detecting simulations in the questioned documents. Among other findings, the FDEs never labeled a questioned document that was written by the same person who wrote the known documents as “simulation.” There was a significant statistical difference between the responses of the FDEs and layperson for documents without simulations. 相似文献

A challenge for studies assessing routine activities theory is accounting for the spatial and temporal confluence of offenders and targets given that people move about during the daytime and nighttime. We propose exploiting social media (Twitter) data to construct estimates of the population at various locations at different times of day, and assess whether these estimates help predict the amount of crime during two-hour time periods over the course of the day. We address these questions using crime data for 97,428 blocks in the Southern California region, along with geocoded information on tweets in the region over an eight month period. The results show that this measure of the temporal ambient population helps explain the level of crime in blocks during particular time periods. The use of social media data appear promising for testing various implications of routine activities and crime pattern theories, given their explicit spatial and temporal nature. 相似文献

This article develops a strategic agenda concerning regulatory agencies' strategic communication in light of the reputation literature. It highlights the main strands in this literature, presents the fundamental findings discovered so far, responds to the critiques that have recently surfaced, and offers guidance about where scholarship on strategic communication might most profitably head. The critiques discussed here centre on two aspects: (i) the claim that an agency's communication choices are to some extent driven by the distinctive logic of the media rather than by reputational concerns, and (ii) the argument that strategic communication provides only short-term solutions to emerging threats and is therefore overemphasized in the literature. Future agendas include, for example, the selection of audience segmentation strategies, and the management of competing and even contradictory communication for segmented audiences when agencies enjoy exclusive jurisdiction, as opposed to cases in which other agencies share the same stage. 相似文献

The findings of a questionnaire survey of sexual attitudes and behavior of a large nationwide sample of Israeli adolescents (N=5410) show clear gender differences in patterns of sexual behavior even among kibbutz adolescents who express very permissive attitudes toward premarital coitus and live under conditions which provide easy access to potential sexual partners. Permissive conditions increase rates of coitus among female adolescents, but this sexual experience occurs within the framework of an emotionally involving relationship. Kibbutz girls who report coital rates equal to those of kibbutz and nonkibbutz boys (about 40%) have their first coital relationship with a steady boyfriend with whom they are in love and continue having sexual relations with the same partner. This pattern is similar to that of nonkibbutz females, who report much lower rates of coitus (14%). Males do not necessarily have sexual relations in the context of an emotional relationship. In this concept paper, the Joint Working Group on Israeli‐Palestinian Relations‐a group of influential Palestinians and Israelis that has been meeting periodically since 1994 to discuss final‐status issues in the Israeli‐Palestinian negotiations‐explores the future relationship between the two societies after the signing of a peace agreement. The paper considers a relationship based on total separation between the two societies and states as neither realistic nor desirable. Instead, it envisages a future relationship based on mutually beneficial cooperation in many spheres, conducive to stable peace, sustainable development, and ultimate reconciliation. The basis for such a relationship must be laid in the process and outcome of the final‐status negotiations and in the patterns of cooperation established on the ground. Efforts at cooperation and reconciliation cannot be pursued apart from their political context. The paper argues that the only feasible political arrangement on which a cooperative relationship can be built is a two‐state solution, establishing a genuinely independent Palestinian state alongside of Israel. The resolution of final‐status issues must be consistent with the sovereignty, viability, and security of both states. The paper then proceeds to describe several models for the relationship between the two states and societies. It advocates a model of close cooperation, but proposes that this relationship be built in stages. The scope and speed of expanding and institutionalizing cooperative activities must be determined by experience‐by the extent to which such activities meet the needs of both parties, enhance mutual trust, and reduce inequalities between the parties. Finally, the paper discusses three avenues for promoting a cooperative relationship based on equality, reciprocal benefit, and mutual trust and respect: the development of functional ties and civil‐society institutions across national borders; programs directed toward attitude change and stereotype reduction; and efforts to close the economic and political gap between the two societies. 相似文献
