A theory of public action will be a sociological one, for it can explain the activities of different individual stakeholders who are both driven by varied motives and interests and are required to come together for achieving some avowedly public objective. On the basis of a review of scholarly literature and three case studies of public action (based on ethnographic fieldwork) in an Indian village, this study observes that public action is far more complex than celebrated problems of collective action. In public action we want collective action to happen and deliver optimum outputs for target publics. But this should at the same time offer gains, rewards, and outcomes of different kinds to different stakeholders. This discussion aims to outline the scope and possible types of public action. Such a discussion has important implications, for policy as public action should be designed adequately as collective action with differential rewards in place for participants.  相似文献

Twice elections caused sharp changes in Israeli politics—once in 1977, and again in 1992. The 1992 shift was smaller, but the major difference was that the 1977 election put an end to the era dominated by Labor. It climaxed a realigning electoral era which was grounded in ethnicity and established new and durable election groupings. The issue of the territories was significant in the 1977 reversal, but in the 1992 turnover it was central and the elections were predominantly issue-based. There was an increased willingness to compromise on the territories; disaffection with the Likud's performance rose: and the Likud government expenditures on the settlements in the territories served as a powerful wedge issue.  相似文献

This paper analyses the Singapore government budget's organization and reporting structure, and draws lessons and policy implications for improving public financial management practices. The paper finds that Singapore's fiscal marksmanship record has been poor with consistent underestimates of revenue and overestimates of expenditure. Second, subtle divergences from international reporting standards limit the information available and constrain the budget's analytical usefulness in international comparisons. Third, current reporting conventions of the budget fail to provide an adequate representation of the government's fiscal position. Fourth, revised estimates of budgetary balances in line with international reporting standards show a considerable increase in the fiscal space available. The policy implications of these findings are discussed, as well as some reporting changes which can help improve the fiscal marksmanship record, increase public sector transparency and accountability, and facilitate better quality discourse among all stakeholders on public financial management.  相似文献

This paper presents a study on the self-reported usage and attitudes toward corporal punishment (CP) by a four generation sample of Jewish families in Jerusalem. The study included 655 participants: 200 adolescents, 208 young mothers, 199 old mothers, and 48 grandmothers, and tested for inter-generational and familial role differences. Results have shown that participants’ attitudes toward CP correlates significantly with age group; however, it does not correlate with family role. Implications of the results for practitioners who seek to reduce usage of CP are suggested.

When the Yemeni Civil War broke out in September 1962, the British and the Egyptians supported opposing sides of this regional conflict whose outcome would determine the future of their respective Arabian empires. Hostilities in Yemen were not grounded in the superpower competition of the Cold War, but rather were a culmination of an imperial rivalry that began with the 1839 British capture of the port city of Aden to confront the advancing imperial army of Mohamed Ali. The defense industry has been experiencing a large draw-down during the 1990s. This has left many companies, large and small, in a situation where they had to examine the viability and future of their businesses. While large and medium-size companies were somewhat assisted by government policies and support, small subcontractors were often left alone, facing higher risks and severe threats to their future. This research investigated the events, decisions, activities and success of small defense contractors, which had to face this new situation. It developed a specific framework, which may be used to help companies in assessing their conversion efforts. The study was conducted by utilizing a within-case and cross-case methodology for case study analysis. Results assert the difficulties for highly defense dependent companies to enter and succeed in the commercial market and explain why many conversion efforts have often failed in the past. Our findings show that to convert successfully, companies must streamline and improve their internal processes, develop a strategic plan, develop their marketing capabilities, and must have management and employee commitment to the process. Although such recommendations were expected, we found, that to many of these companies, they were completely new. As a by-product to this study, we found that managers in small businesses are typically not aware of modern concepts of strategic management and do not normally read the management literature. A new approach to educating such managers is needed, and thus suggested.  相似文献

Religiosity increases both criticism and instability in democratic performance evaluations, and accordingly decreases reliance on these assessments in the construction of political self-efficacy, trust in institutions, and patriotism. This is due to the conflicting experiences that religious citizens of democracies live through; while their personal religious environment often adheres to many undemocratic characteristics, their experience as citizens contains assorted democratic attributes. These results, from heteroskedastic maximum likelihood models using data from a 2006 representative survey among Israeli Jews, augment the exclusive focus of the literature of democratic attitudes on the strength of attitudes, and shift attention from policy attitudes to other evaluative judgements.  相似文献
