In the process of urbanisation villages are becoming parts of cities or towns, and are becoming almost irreversibly transformed as a result. Erstwhile villages, now parts of cities and towns, are on the margins of an urbanising India. They are lagging behind other parts of the cities in terms of receiving basic urban services and infrastructures. Urban development processes should look at the specific issues and concerns of these villages independently from the need and scope of planning for the city at large. Special controls that will apply to the device are the guidance document entitled, "Class II Special Controls Guidance Document: Reagents for Detection of Specific Novel Influenza A Viruses" and limitations of distribution of these reagents. The agency is taking this action in response to a petition submitted under the Federal Food, Drug, and Cosmetic Act (the act) as amended by the Medical Device Amendments of 1976, the Safe Medical Devices Act of 1990, the Food and Drug Administration Modernization Act of 1997, and the Medical Device User Fee and Modernization Act of 2002. The agency is classifying the device into class II (special controls) in order to provide a reasonable assurance of safety and effectiveness of the device. We are revising our disability regulations under titles II and XVI of the Social Security Act to establish a new, special rule that affects individuals who are receiving payments or providing services as members or consultants of a committee, board, commission, council or similar group established under the Federal Advisory Committee Act (FACA). Under this special rule, we will not count any earnings an individual is receiving from serving as a member or consultant of a FACA advisory committee when we determine if the individual is engaging in substantial gainful activity under titles II and XVI of the Social Security Act (the Act). In addition, we will not evaluate any of the services the individual is providing as a member or consultant of the FACA advisory committee when determining if the individual has engaged in substantial gainful activity under titles II and XVI of the Act. Based on our experience with FACA advisory committees and the frequency and level of activity required by these committees, we believe that performance of activity on these committees does not demonstrate the ability to perform substantial gainful activity. We believe this to be consistent with Congress's view, as it has recognized in creating the Ticket to Work advisory committee, for example, that current disability beneficiaries should be considered for membership. 与市场化进程和社会治理体系发育互动演进的政府改革是"浙江模式"的重要组成部分。浙江服务型政府建设包含三个层面的内容:转变施政理念,实现从"发展型政府"向"服务型政府"转变;推进制度建设,实现从政府职能"重新定位"向"全面履行"转变;创新政策工具,实现从公共服务的"单一供给模式"向"复合供给模式"转变。但浙江服务型政府建设仍然面临着深入推进的现实困境。当前我国的权力配置结构未发生重大调整,地方政府行为逻辑未发生实质性转变,是服务型政府建设推进艰难的重要原因。在法治的框架下,以调整政府层级间关系为突破口,建立"混合型行政管理体制",增强地方政府自主性,加强社会问责,确保政府职能全面履行,是服务型政府建设的重要路径。 相似文献
