ABSTRACT

Political actors communicate strategic narratives to shape the meaning of place-images in the past, present and future. Whether narratives about the past are persuasive depends on the translation of historical ideas embedded in these narratives across time and space. Moreover, the imagination and re-imagination of historical place-images in foreign policy communication are contentious, because they stand for specific power relations and identity narratives. Therefore, actor’s selective uses of history require disambiguation to increase positive perception. This abstract argument is theorised in an investigation of China’s Belt and Road Initiative, specifically the communication of a New Silk Road. China’s promotion of the Silk Road legacy is frequently contested with Great Game interpretations. Through the novels of Marco Polo and Rudyard Kipling, which present historical imaginations of the Silk Road and the Great Game, this study shows the contentiousness of historical place-images across time and space.  相似文献

This report of a public opinion survey on South Africa’s foreign policy did not attempt to gauge South Africans’ knowledge about specific issues in international politics, but rather their underlying attitudes, specifically their foreign policy postures. After providing a brief overview of the scholarly debates about the role of public opinion in foreign policy analysis, we contextualise the nature and methodological approach of the survey. Thereafter we organise the article according to three key themes that illuminate ‘ordinary’ South Africans’ foreign policy postures and how South Africans view their country’s international identity. These themes include, first, debates about what the purpose of our foreign policy should be; second, the country’s international role; and third, who South Africans consider to be our allies and role models. Finally, we distil possible patterns emerging from the survey into a posture that we relate to two concepts: ‘pragmatic internationalism’, and a ‘middle power role’.  相似文献

ABSTRACT

With the adoption of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in 2006, disability as an issue of human rights and international law can no longer be ignored. The history of this convention can be traced back to the 1970s, when disability was framed in United Nations (UN) declarations as a human-rights issue at the global level. One of the recurrent topics of debate during this trajectory was the right of people with disabilities to found a family. This right was far from self-evident and was evaluated very differently by various stakeholders.

This study follows the right to have a family in UN disability policy since the 1970s. The history of the family in relation to disability at the global level has been a neglected field of enquiry compared to other concepts such as gender and race. This study investigates how and why the right to found a family was framed in the Declarations on the Rights of Mentally Disabled Persons (1971) and Disabled Persons (1975), the International Year of Disabled Persons (1981), the International Decade of Disabled Persons (1983 ? 1992), the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (1993) and the UNCRPD in 2006.

The trajectory of the right of people with disabilities to found a family that emerges from these cases shows a change in the 1990s from a social-policy to a human-rights approach towards disability – which reflects a broader trend in global and local histories of human rights. In the case of reproductive rights of people with disabilities this change meant that the emphasis was laid more on providing a legal protection for the individual against the interference of others (so-called negative freedom) than on enhancing the opportunities for disabled people to practice their (positive) freedom.  相似文献

‘Tax policy takes place in times of globalisation’, runs the invitation to the conference. This note focuses on the last notion. It examines the concept of globalisation, which is a major characteristic of capitalism, its free-trade aspect. A preliminary definition is required, since globalisation is often used without prior definition and even as a synonym of internationalisation. Thirty years ago it was not to be found in a dictionary. Another concept, the human rights is related to globalisation and is cherished by the globalisation’s supporters. It is the subject of a separate section. The hypotheses underlying the free-trade doctrine and the extent to which the facts correspond to them are discussed after that. The next part deals with the globalisation’s effects on the economic system, the culture and the social environment. The decline of capitalism since the eighties and still more its collapse in 2008 had heavy consequences for its essence and its outcome. This paper ends with some considerations on the future of globalisation, more particularly the American and European position in this respect. Nothing seems to stop its further triumphal procession.  相似文献

This article is about crime entrepreneurs that manage to organize criminal acts in the outside world, while being imprisoned. An examination of police intelligence on 13 cases, the Dutch penitentiary law, visits to two prisons and interviews with prison and law enforcement staff leads to the conclusion that for criminal leaders, whose most important tool for committing crimes is communication, there are a lot of possibilities, and little thresholds, for managing their criminal organisation from prison. The paradigms of reintegration of criminals and internal security in prison dominate the design of Dutch prison regimes. As a result, there are many opportunities for prisoners to communicate with the world outside. The findings of the case study are set against the theoretical background of the routine activity approach (R.A.T.). This theory provides a suitable conceptual framework to explain the forms of criminal behaviour found in the case study and it invites giving recommendations for situational crime prevention. An important notion for understanding the problem of crime that is organized from behind bars, that applying R.A.T. led to, is the physical distance between the ??motivated offender?? and his ??target??. In other words, the offender is imprisoned and his target is somewhere outside. This means that the guardians that keep an eye on the intellectual offender are others than the guardians that observe the actual offender and the target. For detecting crime organized from prison, a good monitoring of communication of the prisoner and his potential helpers and sufficient exchange of information between the different guardians is essential. Possible preventive measurements can be found in the reduction of communication channels.  相似文献

Standard anticorruption interventions consist of intensified monitoring and sanctioning. Rooted in principal‐agent theory, these interventions are based on the assumption that corrupt acts follow a rational cost‐benefit calculation by gain‐seeking individuals. Given their mixed results, however, these interventions require closer scrutiny. Building on goal‐framing theory, the authors argue that rule compliance requires a salient normative goal frame, since monitoring can never be perfect. Being inherently brittle, it needs constant reinforcement through external cues operating alongside formal monitoring and sanctioning. Leaders and peers setting a good example can provide such cues. In line with this hypothesis, analysis of multilevel repeated measures data from a vignette study of 580 Indonesian senior civil servants shows that the perceived likelihood of a hypothetical civil servant accepting a bribe is lowest when monitoring and sanctioning are strong and when leaders and peers are known to have refused bribes in the past.  相似文献
