Partisanship and independence: the peculiar moralism of American politics

Against the background of historical antipartyism in practice and in democratic theory, and with a focus on American political thought, this paper takes issue with contemporary arguments that value the political identity ‘Independent’ and disparage partisanship. A typology of ‘Independent’ is offered and both empirical and moral claims about the superiority of Independent voters are rebutted, with particular focus on the ‘weightlessness’ of Independents. The reasons to appreciate the moral distinctiveness of partisanship for democracy are set out: commitment to political pluralism, to regulated political rivalry, and to shifting responsibility for governing. Inclusiveness, comprehensiveness, and compromisingness set the contours for an ethic of partisanship.     

Mental Health Treatment Experiences and Expectations in Foster Care: A Qualitative Investigation

This study explores perspectives on mental health treatment experiences and expectations for youth in foster care and their foster parents. In-depth interviews were conducted and identified for major themes: (1) the dual stigma of foster care and mental health care; (2) the lack of engagement in mental health therapy; (3) trust issues with the therapist and other individuals; and (4) the desire to integrate mental health services with primary care services. These results have implications for mental health service delivery and suggest opportunities to improve mental health treatment through an integrated care approach.     

Obscuring sexual crime: examining media representations of sexual violence in Megan’s law

Sexual violence remains a pervasive and persistent social problem. In 1996, Congress enacted Megan’s Law, dictating mandatory community notification and potential civil commitment for those deemed by the State to be dangerous sexual offenders. In 2013, Megan’s Law continues to influence the treatment of sexual offenders under law and the social construction of a highly publicized, yet statistically rare, sexual crime – the rape and murder of a young female child by a depraved male stranger. This influence highlights the extent to which this personalized crime bill shapes the social construction of sexual violence in terms of sex and gender systems. This paper examines how sex and gender shape media discourses of the sexual offender and victim that are mobilized in the legislative debate on Megan’s Law. Drawing on theoretical ideas from cultural studies and feminist legal scholarship, we employ discourse analysis to analyze the legislative debate on Megan’s Law. We find that high-profile media images of sex offenders and victims are relied on to construct a singular image of sexual violence, whereby a child is victimized by an adult sexual predator. These images draw on traditional, conservative notions of gender and sexuality.     

Hatred,A Solidification of Meaning

While friend/enemy are commonly perceived to be mutually constitutive opposites, it is not so evident that hatred is the opposite of love. Hatred is oriented by two ideologies specific to European thought—‘nature’ as an illusory universal, and the ‘ego’ (me, moi), distinct from the ‘I’, as an irreducible expression of identity. The origins of racial hatred in naturalised hierarchical classification at the time of European colonial expansion demonstrates how naturalism and egoism combined to produce an over-valuation of one’s own self or group as authentic or pure. Drawing on Pascal, Fanon and Derrida, this essay challenges the autonomous, self-loving and naturalised sense of self. It calls for education as a form of action against racial hatred, including hate-speech. It suggests that the dignity or absoluteness of each individual or group should be thought as a ‘sense’ which cannot be reduced to a meaning. This is in contrast to hatred which presupposes closed or solidified meanings.     

Organizational Learning Facilitators in the Canadian Public Sector

An implicit patriarchal bargain between Emirati fathers and daughters is examined from a social constructionist perspective. Using qualitative methodology we found that fathers explicitly encourage their daughters to pursue tertiary education and careers, but hedge this break from tradition with implicit understandings that daughters will observe norms that can only realistically be followed in public sector employment. The persistent public-private imbalance in female employment patterns can thus be construed, as a ‘wicked problem” that cannot be addressed through market incentive-based policies such as Emiratization but rather through behavioral changes on the part of both UAE businesses and Emirati families.     

Hanging on Too Long: The Relationship between Different Forms of Organizational Commitment and Emotional Burnout among Correctional Staff

This study examined the relationship of organizational commitment with job burnout in the correctional institution setting. Participants were 272 corrections employees at a maximum security state prison housing approximately 1000 male felony offenders. Participants completed survey instruments measuring the emotional exhaustion dimension of burnout and three primary forms of organizational commitment (affective, moral, and continuance). Results support the study’s predictions of a negative relationship between burnout and affective commitment, and a positive relationship between burnout and continuance commitment. No significant relationship was found between moral commitment and emotional burnout. While no personal variables were related to burnout, the three forms of organizational commitment accounted for 22% of the burnout variance.     

Adolescents’ internalizing and aggressive behaviors and perceptions of parents’ psychological control: a panel study examining direction of effects

This panel study investigated the directionality of relations between adolescents’ perceptions of their parents’ psychological control and adolescents’ self-reported internalizing and aggressive (physical and relational) behaviors. Data were collected from a random, community sample of 530 adolescents ages 12–19 years old at time 1, and again 2 years later. Hierarchical regression analyses found that adolescents’ perceptions of parents’ psychological control at baseline did not predict changes in adolescents’ internalizing and aggressive behaviors over 2 years but higher internalizing behavior and physical aggression at time 1 predicted increases in adolescents’ estimates of their mothers’ and fathers’ psychologically controlling behaviors. Higher relational aggression reported by adolescents at time 1 predicted increases in their perceptions of mothers as psychologically controlling. This study provides more evidence for child effects on adolescents’ ratings of their parents’ psychological control than for parent effects of perceived psychological control on adolescents’ behavior.

Profiling the mobile customer – Privacy concerns when behavioural advertisers target mobile phones – Part I

Mobile customers are being tracked and profiled by behavioural advertisers to be able to send them personalized advertising. This process involves data mining consumer databases containing personally-identifying or anonymous data and it raises a host of important privacy concerns. This article, the first in a two part series on consumer information privacy issues on Profiling the Mobile Customer, addresses the questions: “What is profiling in the context of behavioural advertising?” and “How will consumer profiling impact the privacy of mobile customers?” The article examines the EU and U.S. regulatory frameworks for protecting privacy and personal data in regards to profiling by behavioural advertisers that targets mobile customers. It identifies potential harms to privacy and personal data related to profiling for behavioural advertising. It evaluates the extent to which the existing regulatory frameworks in the EU and the U.S. provide an adequate level of privacy protection and identifies key privacy gaps that the behavioural advertising industry and regulators will need to address to adequately protect mobile consumers from profiling by marketers. The upcoming second article in this series will discuss whether industry self-regulation or privacy-enhancing technologies will be adequate to address these privacy gaps and makes suggestions for principles to guide this process.¹     

THE NEW BEGINNINGS PROGRAM FOR DIVORCING AND SEPARATING FAMILIES: MOVING FROM EFFICACY TO EFFECTIVENESS

This article describes a program of research on effectively transporting the New Beginnings Program (NBP), a university-tested prevention program for divorced families, to community settings. The four steps in this research are described: (1) selecting a community partner, (2) developing effective methods of engaging parents, (3) redesigning the NBP to be easily delivered with high quality and fidelity in community agencies, and (4) adapting the NBP to meet the needs of the full population of divorcing families. The article concludes with a discussion of plans for an effectiveness trial to evaluate the NBP when delivered in community settings.
