This article draws preliminary lessons from the experience of engaging village elites in support of a BRAC programme for ultra-poor women in rural Bangladesh. It describes the origins, aims, and operation of this programme, which provides comprehensive livelihood support and productive assets to the extreme poor. Based on field research in the rural north-west, the article examines the conditions under which elites can support interventions for the ultra-poor, and the risks and benefits of such engagement. It describes the impact of committees mandated to support ultra-poor programme participants, and attempts to understand the somewhat paradoxical success of this intervention. Conclusions and lessons from the experience involve revisiting assumptions that dominate scholarship and programmes relating to the politics of poverty in rural Bangladesh.  相似文献

The so‐called Good Governance Model requires perfect public administration that is accountable, efficient, equitable, representative, responsive and transparent and that respects the rule of law. Accordingly, the Good Governance Movement promotes a variety of public administration reforms worldwide. However, the effectiveness of promoting all kinds of administrative reforms at once is in question, because that could overwhelm the reform capability of countries, and more important, some reforms can compete with, rather than complement, one another. Such scenarios are possible, and the implication is clear: administrative reform discourse must consider how to best sequence and prioritize reforms, the outcomes of which must be identified. The experiences of Japan and Singapore offer some insight into this. This study first codifies administrative reforms by using the concepts of administrative themes, and it systematically traces, compares and contrasts reforms in both countries in light of these themes. This leads to the conclusion that the sequences in which administrative reforms evolved in those places contributed to dissimilarities in their administrative traditions today. This article argues that an analytic framework based on participation is useful for analysing consumer experiences of alternative dispute resolution (ADR), providing a complementary approach to analyses drawing on procedural justice theory. The argument is developed by applying McKeever's ‘ladder of legal participation’ (LLP)1 to a qualitative data set consisting of interviews with United Kingdom consumers. The article concludes that applying the LLP in the consumer ADR context results in novel empirical and theoretical insights. Empirically, it demonstrates that – even in low-value and transactional disputes – consumers expect high levels of participation from ADR. Theoretically, it argues that the LLP complements existing approaches by providing an unifying lens through which to study consumer experiences by emphasizing the importance of participation, not only as a process value but also in shaping outcomes highlighting the distinction between genuine and tokenistic provision of ADR.  相似文献

Consent forms are the principal method for obtaining informed consent from biomedical research participants. The significance of these forms is increasing as more secondary research is undertaken on existing research samples and information, and samples are deposited in biobanks accessible to many researchers. We reviewed a selection of consent forms used in European Genome-Wide Association Studies (GWAS) and identified four common elements that were found in every consent form. Our analysis showed that only two of the four most commonly found elements in our sample of informed consent forms were required in UK law. This raises questions about what should be put in informed consent forms for research participants. These findings could be beneficial for the formulation of participant information and consent documentation in the future studies.  相似文献

A number of recent studies have demonstrated that sex can be estimated with a high degree of expected accuracy through the analysis of anthropometric measurements of the hand. Presently, however, the majority of previous related research has been focused on a limited range of global populations. The aim of the present study, therefore, is to evaluate the accuracy of using anthropometric hand measurements for the estimation of sex in a contemporary adult Western Australian population; we also assess if sex can be accurately estimated from the measurement of handprints. The study sample comprises a total of 91 male and 110 female individuals; documented mean age for the males is 38 years (range 19-68) and for the female sample it is 36 years (range 18-63). A total of six linear measurements are taken from each hand and its corresponding print. Measurement data is analysed using basic univariate statistics and a series of direct and stepwise discriminant function analyses are performed to assess the sex classification potential of the hand and handprint variables. All six hand and handprint measurements are sexually dimorphic and sex explains 28.4-61.7% of the sample variance. The breadth and length of the hand contribute most significantly to sex discrimination; cross-validated sex classification accuracies range between 82.6 and 96.5% with a sex bias of ≤5%. We conclude that anthropometric measurements of the hand and handprint can be used to classify sex with a high degree of expected accuracy in a Western Australian population.  相似文献
