Mass retirements from the public service and non‐renewal of roughly half the workforce create challenges both for the intergenerational transfer of knowledge and knowledge management more generally. This article reviews the literature on organizational learning, learning organizations and intelligent organizations, concluding that these concepts are not well linked together. It reports on findings from interviews with 50 executives from the Quebec public service, which create a portrait of knowledge management and transfer practices and how they could be improved. The article then develops a model of organizational maturity in five phases, based on these findings, linking the concepts of organizational learning, learning organizations and intelligent organizations.     

‘Sowing the Seeds of Love’? Determinants of Local Coalition Formation and Termination between the CDU and the Greens, 1994–2016

Drawing on empirical evidence from 11 CDU–Green coalitions in large German municipalities, this article investigates the determinants of formation and termination of black–green minimal winning coalitions. Such coalitions are likely to be formed if the mayor is a party member of either the CDU or the Greens, if one of the two parties dominates the local party system, and if the SPD suffers from severe vote losses. Furthermore, the results indicate that CDU–Green coalitions are primarily formed if neither the CDU nor the Greens have gained a parliamentary majority with their ‘usual’ coalition partners. Ideological connectivity, however, does not play a major role. Regarding coalition stability, Christian Democrats and Greens are able to govern successfully for an entire legislative term in most of the cases. If a coalition is terminated early, however, this is due to a party breaking the coalition agreement by voting on specific policies together with the SPD in the local council.     

Zu den verfahrensrechtlichen Implikationen der Kompetenzverteilung zwischen der EG und den Mitgliedstaaten im Bereich der Au?enbeziehungen —unter besonderer Berücksichtigung des Umweltrechts—

Grundsätzlich finden in Bezug auf die Kompetenzverteilung zwischen EU und Mitgliedsstaaten für die Verhandlung völkerrechtlicher Verträge und den Erlass von „Durchführungsbestimmungen“ im Rahmen völkerrechtliche Vertragsreihe die allgemeinen Grundsätze der Kompetenzverteilung im Bereich der Außenbeziehungen Anwendung. Diese sind aber mit Blick auf die spezifische Problematik von Verhandlung und Durchführung völkerrechtliche Verträge einer Reihe von Präzisierungen zugänglich, die im Folgenden entwickelt werden. Diese Fragestellung ist allgemein im Recht der Außenbeziehungen von Bedeutung; im Umweltbereich ist sie aber wegen der Fülle völkerrechtlicher Verträge der Gemeinschaft und ihrem Charakter als i.d.R. gemischte Verträge besonders relevant.     

WTO Government Procurement Rules and the Local Dynamics of Procurement Policies: A Malaysian Case Study

This article examines efforts to create binding internationalrules regulating public procurement and considers, in particular,the failure to reach a WTO agreement on transparency in governmentprocurement. The particular focus of the discussion is the approachtaken by Malaysia to these international procurement rules andto the negotiation of an agreement on transparency. Rules governingpublic procurement directly implicate fundamental arrangementsof authority amongst and between different parts of government,its citizens and non-citizens. At the same time, the rules touchupon areas that are particularly sensitive for some developingcountries. Many governments use preferences in public procurementto accomplish important redistributive and developmental goals.Malaysia has long used significant preferences in public procurementto further sensitive developmental policies targeted at improvingthe economic strength of native Malays. Malaysia also has politicaland legal arrangements substantially at odds with fundamentalelements of proposed global public procurement rules. Malaysiahas, therefore, been forceful in resisting being bound by internationalpublic procurement rules, and has played an important role indefeating the proposed agreement on transparency. We suggestthat our case study has implications beyond procurement. Thedevelopment of international public procurement rules appearsto be guided by many of the same values that guide the broadereffort to create a global administrative law. This case study,therefore, has implications for the broader exploration of theseefforts to develop a global administrative law, in particularthe relationship between such efforts and the interests of developingcountries.     

Social Coping by Masking? Parental Support and Peer Victimization as Mediators of the Relationship Between Depressive Symptoms and Expressive Suppression in Adolescents

Expressive suppression is regarded as a generally ineffective emotion regulation strategy and appears to be associated with the development of depressive symptoms among adolescents. However, the mechanisms linking suppression to depressive symptoms are not well understood. The main aim of this study was to examine two potential mediators of the prospective relationship from depressive symptoms to expressive suppression among adolescents: parental support and peer victimization. Structural equation modelling was used to construct a three-wave cross-lagged model (n?=?2,051 adolescents, 48.5?% female, at baseline; 1,465 with data at all three time points) with all possible longitudinal linkages. Depressive symptoms preceded decreases in perceived parental support 1?year later. Decreases in parental support mediated the relationship between depressive symptoms and increases in expressive suppression over a 2-year period. Multi-group analyses show that the mediation model tested was significant for girls, but not for boys. No evidence for other mediating models was found. Although initial suppression preceded increases in depressive symptoms 1?year later, we did not find any evidence for the reversed link from suppression to depressive symptoms. Clear evidence for a reciprocal relationship between depressive symptoms and parental support was found. However, only limited and inconsistent support was found for a reciprocal relationship between depressive symptoms and peer victimization. Finally, although some evidence for a unidirectional relationship from parental support to increases in suppression was found, no significant prospective relationship was found between peer victimization and suppression. The implications of our clear results for parental support, and mostly lacking results for peer victimization, are discussed.     

International Trust and Public Opinion About World Affairs

This study argues that citizens base their opinions about world affairs in part on generalized beliefs about how much their nation can trust other nations. Using original data from a two-wave panel survey and a cross-sectional survey, we show that Americans hold stable, internally consistent, and largely pessimistic generalized beliefs about whether the United States can trust other nations. We find that social trust, political trust, partisanship, and age influence this form of trust, which we call international trust. We then demonstrate that international trust shapes whether Americans prefer internationalism to isolationism, perceive specific foreign nations as unfriendly and threatening, and favor military action against Iraq. The role of international trust in shaping opinion may be consistent with theories of low-information rationality, but competing interpretations are also plausible.
