The volume of bloodstains found on crime scenes may help forensic investigators reconstruct the location and kinematics of bloodletting events, as stain size, volume, and impact velocity are related. Optical coherence tomography was used as a method to determine the volume and volume ratio of dried and fresh bloodstains on both glass and irregular surfaces or deposited with an impact velocity. The volume of blood drops deposited on smooth glass surfaces was measured within a deviation of 2%. This deviation increased for droplets on irregular surfaces or deposited with an impact velocity. The volume ratio of dried and fresh bloodstains was equal to 19–28% depending on the individual donor and on the use of an anticoagulant. Optical coherence tomography is a good method to determine the volume of fresh and dried bloodstains in laboratory conditions and allows accurate determination of the dry/fresh ratio. 相似文献

The majority of prisoners are drawn from deprived circumstances with a range of health and social needs. The current focus within ‘prison health’ does not, and cannot, given its predominant medical model, adequately address the current health and well-being needs of offenders. Adopting a social model of health is more likely to address the wide range of health issues faced by offenders and thus lead to better rehabilitation outcomes. At the same time, broader action at governmental level is required to address the social determinants of health (poverty, unemployment and educational attainment) that marginalise populations and increase the likelihood of criminal activities. Within prison, there is more that can be done to promote prisoners’ health if a move away from a solely curative, medical model is facilitated, towards a preventive perspective designed to promote positive health. Here, we use the Ottawa Charter for health promotion to frame public health and health promotion within prisons and to set out a challenging agenda that would make health a priority for everyone, not just ‘health’ staff, within the prison setting. A series of outcomes under each of the five action areas of the Charter offers a plan of action, showing how each can improve health. We also go further than the Ottawa Charter, to comment on how the values of emancipatory health promotion need to permeate prison health discourse, along with the concept of salutogenesis. 相似文献

Scholars have developed several rationalist explanations for the use of suicide attacks by terrorist organizations. Using evidence from Palestine, Israel, Lebanon, Sri Lanka, Chechnya, and Turkey, these authors have created plausible and rational models for attacks, which many consider to be “irrational.” Although the conflict in Iraq has, by most accounts, experienced more suicide bombings than any other struggle, its contemporary nature has made research and analysis on the subject difficult. This article analyzes four of these models and their implications with respect to the events in Iraq. Although the evidence is not conclusive, the data suggests that organizations are not using suicide attacks to (1) gain nationalist objectives, (2) signal strength to a foreign government, or (3)“outbid” rival organizations, as many scholars suggest. Instead, the evidence suggests that these attacks are used for (1) tactical advantages and (2) to aid the global recruiting effort of Al Qaeda–linked organizations. 相似文献

The role of source cue effects in transnational persuasion (in which a foreign actor attempts to persuade an audience in another jurisdiction) is largely unexplored in both the political communication and international relations literatures. This article investigates transnational source cue effects using two source cue experiments that test the persuasiveness of German chancellor Angela Merkel and UK prime minister David Cameron in a Canadian context. The experiments were embedded in an online survey administered to student participants at a Canadian university in January 2011. As might be expected, the foreign leaders exerted positive source cue effects among participants who held positive impressions of the leaders and backlash effects among those who held strongly negative impressions. These effects, however, were moderated by participants’ level of political awareness, with the largest effects observed among participants who had an intermediate level of awareness. It is argued that this nonlinear moderating effect can be attributed to the countervailing effects of attitude stability and source familiarity (both of which are associated with political awareness) on individuals’ susceptibility to source cue effects. Finally, cueing David Cameron had approximately equivalent source cue effects on participants’ attitudes towards government spending on foreign aid and welfare, suggesting that foreign leaders may be able to move opinion on domestic as well as on foreign policy issues. Overall, these results validate existing models of source cue effects in a transnational context and point to the scope and limitations of national leaders’ ability to engage in direct public diplomacy. The scale of the cuts to local government finance, coupled with increasing demand for services, has led to unprecedented ‘budget gaps’ in council budgets. Arguably, two competing narratives of the trajectory of local government have emerged in which contrasting futures are imagined for the sector – a positive story of adaptation and survival and more negative one of residualisation and marginalisation. Drawing on case study evidence from three English local authorities, the paper distinguishes and provides examples of three strategic approaches to managing austerity – efficiency, retrenchment and investment. It demonstrates how and why the balance of these strategies has shifted between the early and later phases of austerity and considers the extent to which the evidence of the case studies provide support for either the survival or marginalisation narrative. This introduction to the symposium sets out the context for local government in the United Kingdom at the current time. It outlines the scale of the reductions in funding since 2010, showing how uneven these cuts have been across the country and the reasons for this. It also describes the increased exposure to risk of both local government and of the citizens and communities it serves. The central question for the papers which follow is how local government is responding to these twin challenges. The papers provide insights from a number of detailed studies of individual authorities, exploring the strategies adopted to manage in response. The analyses focus on the distributive consequences for individuals and communities, but they also reflect on the wider consequences for local government itself.
