Climate change poses a global challenge, but many of the most ambitious and innovative efforts to confront it have emerged from the sub-state level. While such action has received significant attention in North America, less attention has been paid to European sub-state nations and regions, even though several of these regions are at the forefront of policy efforts to reduce carbon emissions and promote renewable energy. This article begins to fill that knowledge gap. It explores the puzzle as to why, and how, given their more limited scope for policy action, some sub-state governments position themselves as ‘climate pioneers’. The article undertakes a heuristic case study of Scotland, which has developed a particularly ambitious climate change and renewable energy programme. Drawing on public policy literature, we use the case study to consider the extent to which such ambition is enabled by constitutional and fiscal capacity, facilitated by a cohesive policy network, and motivated by economic and political goals. While we find evidence of these enabling features in the Scottish case, we argue that understanding sub-state climate action also necessitates examining such action through the lens of territorial politics. Adopting a territorial perspective highlights the opportunities, constraints and motivations associated with the politics of territorial identity and multi-level government. 相似文献

AbstractThis study explores how vulnerable refugees’ experiences in the first year after being granted leave to remain in the UK impact on mental health and wellbeing. Nine semi-structured interviews were conducted with refugee survivors of extreme cruelty. Data were analyzed using thematic analysis with a narrative influence. Reported challenges included requirements to organize housing, finances and welfare benefits rapidly. Most respondents reported low mood, worry, exacerbated PTSD symptoms, physical ailments and isolation, but valued stable housing, meaningful activities, emotional support and service provider sensitivity in managing this transition. ABSTRACTIntergovernmental relations in the United Kingdom were intended to be predominantly informal, but a machinery of intergovernmental councils (IGCs) developed alongside informal relations. This article examines the development, purpose and dynamics of the UK’s IGCs, with a particular focus on the multilateral Joint Ministerial Committee and the bilateral Joint Exchequer Committees. These IGCs remain weakly institutionalized and multilateral forums, in particular, are regarded by the devolved governments as providing limited opportunities for exercising influence. By contrast, bilateral IGCs have enabled devolved governments to utilize a range of non-constitutional resources to exert influence, irrespective of their relative constitutional weakness. The Brexit referendum generated an intensification of multilateral IGCs while exposing their weaknesses as forums for the exercise of shared rule. The purpose and dynamics within IGCs are shaped by the asymmetrical distribution of power, continued constitutional hierarchy, party competition and competing nationalist projects. 相似文献

The article contributes to the study of EU foreign policy decision-making processes by analysing the links between national officials working in the committees of the Council of the EU and their capitals. Through an original dataset of 138 questionnaires (and 20 interviews) with national representatives, it explores the micro-foundations of the formulation of EU foreign policy. It first shows how, even in this most intergovernmental field, diplomats in Brussels play a very important role in the policy process: only 30 per cent claim to always have a mandate and half state that they do not feel constrained by their capital. Next, it reveals that if (larger) member states attempt to retain control of CFSP/CSDP negotiations, the effective discretion/autonomy these officials enjoy depends on the experience accumulated in the decision-making process, and knowledge of the (formal and informal) links between Brussels and the home department. 相似文献

The paper elaborates and tests two hypotheses. First, that knowledge is not a homogeneous activity, but rather a bundle of highly differentiated disciplines that have different characteristics, both in terms of generation and exploitation, that bear a differentiated impact on economic growth. Advances in scientific knowledge that can be converted into technological knowledge with high levels of fungibility, appropriability, cumulability and complementarity have a higher chance to affect economic growth. Second, that academic chairs are a reliable indicator of the amount and types of knowledge being generated by the academic system. Hence the analysis of the evolution of the academic chairs of an academic system is a promising area of investigation. In this paper the exploration of the evolution of the size and the disciplinary composition of the stock of academic chairs in five Italian macro-regions in the years 1900–1959 provides an opportunity to understand the contribution of scientific knowledge to economic growth in each regional system. The econometric analysis confirms that advances in engineering and chemistry, as proxied by the number of chairs, had much a stronger effect on the regional economic growth than advances in other scientific fields. These results have important implications for research policy, as they highlight the differences in the economic effects of academic disciplines, and for the economics of science, as they support the hypothesis that academic chairs can be used as reliable indicators of on-going research activities in the different types of scientific knowledge. 相似文献

Abstract The present study examines the neuropsychological model of sexual offending proposed by Flor-Henry (1987) in relation to a group of mentally disordered sex offenders and a control group of mentally disordered non-sex offenders. The model predicts that the sex offender group would show specific left fronto-temporal dysfunction as compared with the control group. The results, while in the predicted direction, failed to reach statistical significance. Implications and limitations of the study are discussed. 相似文献

This short introduction to the symposium sets the context for the collection of articles, locating them in debates about labour conditions in the global economy. It outlines the two central questions which animate the symposium. First, what forms do unfree labour take in the contemporary global economy, and what are the implications for the most vulnerable workers in diverse contexts? Second, which processes, conditions and dynamics generate and facilitate unfree labour, and which theoretical and analytical perspectives do we need in order to understand them? Abstract This paper is concerned with the effects of new forms of executive government on local authority chief officers for leisure and recreation in Wales. Based on a new institutionalist approach to research (Lowndes, 2002), survey and interview data were gathered during 2004–05. There are four principal findings: (i) effects of changes to the officer structure; (ii) changing emphasis between the centre and services; (iii) changing roles for chief officers; and (iv) impact and changes as a result of the new arrangements. Political modernisation of local government and the narratives of elite actors are highlighted and theoretical implications are advanced in conceptual models. 相似文献
