Scholars have long argued that politics has become personalised throughout the post Second World War era. Increasingly, focus shifts from policy to politicians' personal traits. The media – particularly television, it is argued – is the driving force in the process by focusing more on individual politicians and their personal traits than parties and their policy proposals. Empirically, it is not known whether the personalisation of media content affects the political behaviour of voters. Based on survey data from the 2009 Danish local elections (N = 3,336), this article explores the determinants of preferential voting – that is, voting for a specific candidate rather than a party. The findings show that institutional factors and individual characteristics are far better predictors of personalised voting behaviour than any measure of media exposure – and that viewing the main national news bulletins, as well as reading regional newspapers, have a similar positive effect. Thus, the study provides answers to the highly debated but rarely studied question of whether and how the media possibly personalise politics with regard to voting behaviour. 相似文献

Using original French panel data, this paper investigates the relevance of the broken windows theory in case of an offence
category featured by the absence of monetary benefits. Estimates from random and fixed effects models highlight the deterrent
effect of sanctions for rapes and minor sexual offences. The enforcement activity of rapes is the most deterrent factor both
for rapes and other sexual offences, compared with the rapes- and minor sexual offences-reducing impact of an increase in
the enforcement activity for minor sexual offences. Our results cast doubt on the broken windows theory. From a normative
perspective, it would be more efficient to deter the authors of rapes rather than those of less severe sexual offences. 相似文献

This article describes the function and concept of the EHR by relating it to other medical information technologies, parallel changes in health care delivery, and a holistic health information model. Local autonomy is a highly valued feature of good governance. The continuous efforts of many European countries to strengthen the autonomy of local government show the importance given to decentralization and the transfer of far-reaching competences to the lowest units. Measuring and comparing local autonomy, however, has proven to be challenging. Not only are there diverging ideas about the core elements of local autonomy, there are also considerable difficulties applying specific concepts to different countries. This paper outlines a comprehensive methodology for measuring local autonomy. It analyses 39 European countries and reports changes between 1990 and 2014. A network of experts on local government assessed the autonomy of local government of their respective countries on the basis of a common code book. The 11 variables measured show an overall increase of local autonomy but significant variation between the countries. The variables also add up to an overall measurement of local autonomy. 相似文献

When addressing complex societal problems, public regulation is increasingly complemented by private regulation. Extant literature has provided valuable insights into the effectiveness of such complex governance structures, with most empirical studies focusing on how public regulation influences private regulation. Conversely, the impact of private on public regulation is less well studied. Here, we investigate this impact with a focus on technological change as possible mechanism. Based on a case study of energy efficiency in buildings in Switzerland, we find evidence of a symbiotic interaction between public and private regulation that leads to ratcheting-up of regulatory stringency. We identify technological change as the mechanism linking private and public regulation. We discuss the relevance of our findings for governance literature and regulators. 相似文献

Ziel des vorliegenden Beitrages ist es, den Zusammenhang zwischen Vereinsengagement und generalisiertem Vertrauen differenzierter zu betrachten und empirisch für die Schweiz zu untersuchen. Dabei werden sowohl das Engagement in verschiedenen Organisationstypen (brückenbildende vs. abgrenzende und isolierte vs. verbundene) als auch die vereinstypusunabhängige Integration miteinander verglichen. Empirische Analysen auf Basis aktueller Daten des Schweizer Freiwilligen‐Monitors 2007 kommen dabei zu dem Schluss, dass entgegen weitverbreiteter Meinung die Vertrauensentwicklung in der Schweiz weniger vom Engagement in spezifischen Vereinen abhängt, sondern vielmehr dem Ausmass der persönlichen Integrationsbereitschaft geschuldet ist. Von entscheidender Bedeutung für die Vertrauensentwicklung ist also nicht die Qualität der hier untersuchten einzelnen Vereinigungen, sondern die Quantität des persönlichen Engagements. 相似文献

The concept of legitimacy has been highly influential in policy recommendations concerning state building in ‘fragile states’. Indeed, depending on how ‘legitimacy’ is conceived, the actions and practices of state builders can differ substantially. This article discusses what is at stake in the conceptualisation of ‘legitimacy’ by comparing the academic literature with the normative production of the oecd. Looking at two approaches to legitimacy – the institutionalist or neo-Weberian approach focusing on institutional reconstruction, and the social legitimacy approach emphasising the importance of social cohesion for successful state building – the article shows that both these conceptions are present in most reports, but also that the neo-Weberian approach tends to prevail over the social legitimacy perspective. Through a series of interviews with oecd officials and scholar-practitioners who have participated in the writing process of oecd reports, we hint, finally, at future research avenues on the social conditions of knowledge production and its normalisation. 相似文献
