Hawaiian Sovereignty

The movement for national sovereignty among persons of Hawaiianancestry has burgeoned during the last several decades, withsome seeking secession of the State of Hawai'i from the AmericanUnion. The movement's roots are multiple, among which figuresprominently the overthrow of Queen Lili'uokalani in 1893 withthe connivance of the armed forces of the United States, forwhich the U. S. Congress recently apologized. Some indigenousHawaiians dismiss the annexation of Hawai'i and its subsequentstatehood as having occurred without their independent choice.The Hawaiian sovereignty movement may be roughly divided intothree categories: "Hawaiian Nation Separatists" supporting anindependent Hawai'i nation; "Nation-within-a-Nation" advocatesdesiring a status comparable to that of American Indians; andthose Hawaiians supporting the status quo but with redress inmany forms. Steps are underway to hold constitutional conventionof all Hawaiians to propose a native Hawaiian government. Whetherthe U.S. Congress can respond to the thrust of the movementwithin the constraints of the American federal system remainsproblematical.

Right to die,euthanasia, and community sentiment

Three questions guide this research: Would nullifications occur in active euthanasia cases where the right to die is asserted? What sentiments would the community express, and how would those sentiments relate to nullifications? What variables would best predict verdict? Mock jurors offered reasons for their verdicts for four cases where all elements of first degree murder appeared to be satisfied. The cases varied thecompetency of the patient, theintent of the patient—if the wish to die was expressed, and whether a living will was present, and whether the defendant soughtcourt approval. Sizable nullifications (25% not guilty verdicts) and partial nullifications (39% guilty to lesser offenses) resulted. Some subjects viewed this as not a legal matter, but a private matter; others acknowledged the law's place, but viewed the law's position as wrong; still others nullified by using a common sense rather than a legal definition ofmalice. In this life-and-death matter, black letter law and common sense justice were not only far apart, but, in the eyes of some, irreconcilably so.

Information pathways into prison mental health care

Police and court liaison and diversion services provide important specialist mental health input along critical stages of the criminal justice pathway. Effective sharing of information between the services and relevant justice agencies is essential. However, various problems exist with the flow of information between agencies and services across the criminal justice pathway. This service evaluation explored how clinically relevant information is transferred, by drawing on the perspectives of prison health care staff in a large urban UK male prison. A qualitative service evaluation was conducted using semi-structured interviews with a purposive sample of 11 prison staff. The main themes included: gaps in the transfer of essential information, (particularly concerning risk and offending information); information gathering to fill these gaps; the importance of professional relationships, information sharing between agencies; and information solutions. Improving information transfer across the criminal justice pathway could prevent treatment delays and ensure more timely mental health care in prison.     

A stochastic model of the 2007 Russian Duma election

In this paper we consider the nature of local Nash equilibrium (LNE) for a model of the 2007 Duma election in Russia, using estimates of valence obtained from sociodemographic variables. We then extend this sociodemographic valence model by including institutional valences, the approval by voters of the various institutions, including the President, the Prime Minister, the State Duma and the Federation Council. We show by simulation that the vote maximizing LNE of this general stochastic model were not at the electoral origin. The dominant feature of the election was the influence of approval or disapproval of President Putin on each voter’s political choice.     

War-child mothers in northern Uganda: the civil war forgotten legacy

The protracted LRA war in northern Uganda was characterised by the abduction and abuse of an unknown but significant number of girls and women. These girls were forced to carry guns and become wives to rebels, among other roles during captivity. Based on thirteen child mothers’ interviews and eight key informant interviews, the study found that the lives of formerly abducted mothers are tainted with stigma, rejection, and discrimination by in-laws, relatives, and the community, which leads to identity problems and limited possibilities for their integration. Child mothers’ return to school, small business engagement, and social involvement reduced their plight.     

What peacekeeping leaves behind: evaluating the effects of multi-dimensional peace operations in Africa

Peacekeeping today has become ever more complex reaching deep into conflict affected societies aiming to facilitate social, economic and political transformative processes in order to establish sustainable peace. However, most quantitative studies evaluate mission effectiveness only in terms of conflict abatement. This leaves a substantial assessment gap. Therefore this study explores the effects of multi-dimensional peacekeeping by using 12 governance indicators. The article finds that its ambitious goals have largely not been fulfilled. Although there are measureable effects on national security and political participation, in other areas such as personal safety, human development or public management the impact is minimal or non-existent. In order to explain variation across cases and indicators we are testing four intervening variables: the type of peacekeeping mission, the amount of resources allocated, the relative size of civilian and police units per missions and the relationship between personal safety and governance indicators.
