Intergenerational conflict may arise when the interests of different age groups do not align. We examine cross-country data to find evidence for this conflict in OECD countries. We derive our results from a FGLS estimation model, which is complemented by a System-GMM estimation to account for potential endogeneity. The data are from a panel of 22 OECD countries over the time period 1985–2005. We find little support for intergenerational conflict in general; however, those who are close to statutory retirement age dislike public expenditure on families and education because, once they retire, they will have less income compared to their work income. This effect is transitory, however, implying a change in voting behavior during retirement age. 相似文献
Throughout much of the world higher education has been subject to scrutiny, including for example cost, outcomes, stakeholder value, and change. The intensity of the scrutiny and the possible consequences in terms of change have accelerated as a result of 2009 being the year of financial turbulence and scarce resources being used to prop up failing industries such as the automobile industry, compounded by measures such as quantitative easing and huge amounts being made available to the banking sector. This article looks at the different contexts and legal frameworks regarding change being required as a result of legislation rather than happening through some organic way. The article does not focus on the merits of possible change but on how change may be brought about. The European context is that of the Bologna Process (with a brief reminder of the European Union's competency in this area), the US context is that of change at national, regional or state level but with the primary focus being national level change. 相似文献
Heifer International (HI) has been applying participatory approaches to rural development for nearly 60 years. Organisationally, HI focuses on building the capacity of its country programmes and NGO partners to work independently toward a unifying mission. An open structure allows HI to validate and incorporate the rich and diverse experience of its project holders and country programme offices into organisational planning and daily operations. This article analyses three recent HI initiatives which incorporate deliberate processes to facilitate organisational learning. It outlines different strategies that HI uses to institutionalise learning without imposing limitations on it. 相似文献
This article explores what appears to be a major shift in the policies and practices of national and international governments–the increased attention to, and use of, citizen engagement strategies as a basis for developing more participatory forms of governance. The article examines recent citizen engagement initiatives of the Queensland state government which have grappled with these complex political, policy and service concerns. The potential innovation and effectiveness of citizen engagement techniques and approaches are examined. The limitations of technical methodologies based on a traditional consultative framework are highlighted. The article analyses the relationship between these citizen engagement practices and more strategic democratic reforms based on notions of participatory governance. 相似文献

with sufficient funds in the case of strict liability. This note considers strict liability and shows that the reverse may
hold if individuals are risk averse, i.e., some potentially judgment-proof injurers expend more on care than some injurers
with assets greater than the harm.

Due to corruption and limited oversight, philanthropy in China has come under increasing scrutiny by both the Chinese government and public. In particular, corruption has impacted charities, resulting in operational funding declines that have also impacted legitimate charities serving the vulnerable. Hence, an increase in the number of Chinese charities without adequate transparency and needed good governance threatens the health of these organizations and their service groups. In response, the Chinese government enacted the 2016 Charity Law, implemented on September 1, 2016. Yet the impact of this law, if any, is unknown. We therefore conducted a literature review of the academic and gray literature to assess characteristics of the law, its strengths and limitations, and to explore anti-corruption case studies. In addition, we reviewed publicly available secondary data on the transparency status—complete financial information and responsible staff—of Chinese charity organizations and a group of health-related specific charities before and after the Law’s enactment. This included the transparency scores of the top 100 charities and top 30 health-related charities in China. The academic literature we reviewed focused on general governmental corruption and little on charity-related corruption. However, the gray literature reflected a poor view of charities in China due to publicized claims of fund and abuse. Based on our secondary data analysis, we found charity organizations’ transparency shows some variation but as a total continues to score low overall across the top net asset holding charities. Importantly, based on a regression analysis, the transparency scores of Chinese charities did not experience a significant change despite the Charity Law’s enactment. In response, strengthening the Charity Law by enhancing enforcement of financial regulations and implementing systemic good governance measures is needed. Further, efficiency initiatives such as philanthropy de-administration, e-government, and outsourcing monitoring of Chinese charities to external agencies would promote trustworthiness and credibility of Chinese charity organizations now and in the future.
