Police supervision on the street: An analysis of supervisor/officer interaction during the shift

This article examines a major assumption of street supervisors in police agencies—that control of police officer behavior is dependent on strict hierarchical organization. The intellectual roots of this assumption are examined, and an emerging perspective developed from direct observation of patrol operations is presented. The research questions are addresses with data that were collected from observations of patrol activities in 60 residential neighborhoods in 24 agencies. The analysis, which is referenced to officers' shifts of duty, shows that the effect of supervision is in the direction posited by the authors of traditional police administration texts, but the magnitude of the effect is not overly strong. The findings are used to inform the evaluation of a common policy option directed at improving officer performance through supervision.     

UNDERSTANDING PUBLIC ADMINISTRATION: REFLECTIONS ON AN ACADEMIC OBITUARY —"ALAS, POOR YORICK"

It seemed that "Alas, Poor Yorick" was an appropriate subtitle for this attempt to respond to Understanding Public Administration. Yorick, you will remember, was the deceased royal jester, whose skull Hamlet inspected in the churchyard in Elsinore, causing him to meditate on the vanity of human life. "Now get you to my lady's chamber, and tell her, let her paint an inch thick, to this favour she must come." Though not a professional jester, I am keenly aware of the ephemeral character of the work of Professors of Government and Public Administration, or at least of this particular one; though Festsehriften may be said to "lay it on thick", they cannot altogether disguise the rather plain face beneath. I am glad to be fortified by having the more distinguished countenance of Robert Parker alongside me, and I mean that.     

Objectivity versus political and moral commitment? For science and partisanship in criminology

Conclusion Though this essay has been concerned with the possibility of value-neutral inquiry in criminology, its central purpose has been much broader. It has been argued, controversially, that not only is it impossible to sustain the fact/value distinction in social science, but that such a finding does not commit us to a science that is merely ideologically contingent relativism. In this view, it is possible (and necessary) to conceive of a social scientific enterprise that can apprehend an objective material reality that exists independent of our consciousness of it without succumbing to the pretense of value-neutrality. Because the argument that has been made here is a quite unusual one, it cannot hope to claim finality for its findings. However, if it begins the process of provoking debate and discussion on these issues, it will have accomplished its purpose.I wish to acknowledge the helpful comments of two anonymous reviewers. Bureaucratic innovation in urban government: A policy model

The paper reports the results of a study examining the diffusion of innovations across four different units of local government. Using partial correlation coefficients to test a hypothesized model, the variables were successful in explaining the adoption of process innovations but showed limited success in explaining product adoptions. Socioeconomic variables were not found to be significant direct determinants of innovation. Demands for innovations, organizational characteristics, and the organizational environment were much more important predictors of the use of innovations by local governments.

What is illegal behavior? An intuitively plausible answer is that illegal behavior is behavior which the government discourages by the use of coercion. Although such coercion theories are generally out of favor today, the usual objections to such a theory can be plausibly answered, and moreover the theory has significant advantages over other ways of understanding the notion of illegal behavior.
