Aggregate data from a sample of 23 Canadian cities are used to examine relationships among crime rates, police staffing rates, fear of crime, and citizens'crime prevention behaviors. Bivariate and path analyses reveal positive correlations between fear of crime and parallel production (crime prevention behaviors) and negative impacts of police force size on such behaviors. Crime rates have both direct and indirect positive effects (via fear of crime) on parallel production. while police force size does not have any real effect on fear of crime.  相似文献

Despite the centralizing trends which have characterized the 1980s, local authorities have displayed considerable skill in their pursuit of policies designed to cope with effects of the government's grant abatements and other, legislative restrictions. Indeed, it is paradoxical that a continued diversity in response has characterized the strategies of various local authorities over the period. However, our theoretical understanding has often failed to keep pace with the reality of a still vibrant local government. Even those 'output' studies which identified the different influences at work invariably failed to explain why localities diverged in their responses. Similarly, the expository power of sophisticated intergovernmental relations (IGR) models has not fully accounted for such divergence. This research builds on the IGR model but explicitly acknowledges the importance of a 'localities effect' in shaping the application of the model in specific local authorities. This is facilitated by a comparative case study approach based on evidence from Glasgow and Liverpool.  相似文献

The first report from the national Sure Start evaluation team concludes that to date not only has the Sure Start programme not been a success, but for certain groups of disadvantaged families it has led to a worse outcome. The cost to date has been £3 billion.
This is simply the latest in a series of spectacular policy failures: for example, the Child Support Agency, family tax credits, truancy reduction, lack of literacy amongst many children, reductions in access to top universities from state schools.
Each has its own reasons for failure, but there are now so many examples in so many diverse areas that something more fundamental is going on. The problem is the increasingly complicated nature of the interventions of the social democratic state. These increase rather than reduce the probability of failure. Government still has an important role. But it should be as simple as possible.  相似文献
