A SYSTEMS ANALYSIS OF CRIME CONTROL STRATEGIES

Comparisons were made between 92 male prisoners over the age of 50 and 539 younger male prisoners at Utah State Prison, and between groups of first and muhiply incarcerated ot Utah and younger inmates. The older prisoners committed more crimes against persons, fewer property crimes, were older at first arrest, and were less socially deviant, impulsive, and hostile. The first incarcerated older inmates were found to have more often engaged in crimes of violence. were less involved in a criminal way of life, and were the best adjusted of all the groups. The multiply incarcerated older inmates were found to resemble the younger inmates in terms of a criminal way of life and were not different from their younger counterparts in their adjustment.     

THE CREATION AND MAINTENANCE OF GOVERNMENT: A NEGLECTED DIMENSION OF HOBBES'S LEVIATHAN

Abstract. Philosophical preoccupation with moral, legal, and hypothetical problems have led us to neglect those practical (or strategic) dimensions of Leviathan in which Hobbes confronts the problems of how order can actually be politically created from disorder and how, once begun, the germ of order can be perpetuated in stable political society. The possibilities of political creation reside in the idea of confederation and, importantly, in men's fundamental manipulability. The consequent maintenance of political order depends, for Hobbes, on creating conditions in which, without excessive or unnecessary resort to force, men can be made to forebear conflict among themselves and resistance to government. Those conditions, as in the case of political creation, depend upon appearances, illusion, and political manipulation.     

RESPONSIBLE PARTY GOVERNMENT AND STABLE COALITION: THE CASE OF THE GERMAN FEDERAL REPUBLIC

Abstract. The paper examines the internal stability of the S.P.D.-F.D.P. coalition which has governed the Federal Republic since 1969 and in particular the way in which foreign policy determined relations between government and opposition between 1969 and 1972. It also examines the ideological divisions within the S.P.D. and C.D.U./C.S.U., their exacerbation by the close result of the 1976 election and the effect this could have on further developments. It concludes that the 'stable coalition' in power since 1969, even if it fails to last its full term, is an important variant in the recognized typology of governments, and therefore of interest to the student of comparative government.     

SOCIAL THOUGHT AND SOCIAL STRUCTURE

The substantive area of criminology has increasingly become politicized with new paradigms arising to challenge the traditional perspectives. For the purpose of this analysis the voluminous amount of criminological research and writing is placed within three major paradigms: (1) kinds of people, (2) kinds of environments, and (3) power/conflict. The increasing articulation of the power/conflict paradigm has brought about an intensification of conflict in society and among criminologists. The future of criminology and subsequently of criminologists will be determined by the interplay of these and emerging other paradigms among academic criminologists and their competing expression among the public at large.
