This article addresses the subject of ministerial promotion and is based on memoirs and interviews. It seeks to discern the essential qualities which motivate political ambition; for example extremes of energy, confidence, optimism and family support. The talent pool for office is held to be worryingly shallow though allowing wider access, via the Lords, has not so far proved a huge success. Deciding upon appointments is also analysed as is the means politicians use to advertise their suitability for office. In many states, investments in school capital must be approved by bond referenda. Consequently, voter preferences can directly impact the quality of school facilities and their infrastructure. Researchers have often analyzed the causal mechanisms of referendum passage, but they have not examined whether the type of capital project affects the outcome of the referendum itself. In this paper, we use data from the state of Michigan to examine whether voters are willing to provide more or less support for specific types of capital investments. We focus on the relationship between voter support for maintenance versus the construction of a new building or additions to existing buildings. Our analysis suggests there is a higher approval rate for maintenance of existing facilities than the construction of new school buildings or additions. 相似文献

Using the Vanberg (1998) model of legislative autolimitation from the judicial review literature, we investigated the impact of divided government on the strategic choices of government and opposition. The main prediction of the model is that a strong opposition dominance in the second chamber (Bundesrat) usually does not lead to open party‐political conflict, but rather to a government's legislative self‐restraint. We tested the hypotheses following from the model on a detailed dataset comprising all legislative bills in Germany between 1976 and 2002. The results show that the main effects of divided government are, in fact, indirect and anticipatory. Although majority rule has been achieved in South Africa, thefinal years of one independent bantustan, namelyBophuthatswana, and their aftermath, illustrate the problemsof creating a unified identity. Ironically, in the death throesof apartheid, a Pandora's box of ethnic and regionalist claimswas opened. Although these claims were tied to the maintenanceof privileges gained by a tiny minority created through apartheidpolicy, Bophuthatswana had also been sustained by an ideologywhich, although at times highly contradictory, was also indicativeof the space given to twenty years of bantustan nation-building.This article provides a reinterpretation of these complex territoriesby showing how, in the 1990s, in the wake of fundamental politicalchanges in South Africa, the Bophuthatswana regime reshapedits nation-building discourse into a distinctive regionalistcoalition based upon socio-economic and ethnic criteria. Moreover,unlike previous approaches to the region, it shows how contestedterritorial claims were integral to this regionalist movement.Whilst the Bophuthatswana regime finally imploded and its regionalistcoalition was absorbed into South Africa's North West Province,the legacy of the bantustans for South Africa is replete withambiguity. In the post-apartheid era of transition to the NorthWest Province, some of these fault lines, termed Bophuthatswananess,are discussed.
