This paper synthesizes research on the demographic correlates and consequences of unmarried, heterosexual cohabitation in the United States. First, we place cohabitation in the context of recent demographic trends in union formation and dissolution. Second, we consider the implications of cohabitation for child well-being. Third, we review population subgroup variation in the role of cohabitation in family patterns, focusing on social class and race and ethnicity. Finally, we discuss how and why unmarried cohabitation is implicated in recent dialogues about family policy.  相似文献

This article examines the use of 'new' environmental policy instruments (NEPIs), particularly market-based instruments (for example, eco-taxes) and voluntary agreements, in the European Union (EU). It focuses on the actor motivation behind the recent increase in the adoption of new and innovative instruments in EU (and member state) environmental policies while also taking account of the external international arena. The article assesses whether new ideas put forward by policy entrepreneurs, such as member governments, EU institutions, expert groups and non-governmental organizations (NGOs), are the main motivation behind the EU adoption of NEPIs, or whether market and harmonization pressures are the main driving forces. It concentrates on eco-taxes, voluntary agreements and eco-labels, using the following three theoretical perspectives: (1) policy learning and transfer/ideational; (2) garbage can; and (3) institutional approaches.  相似文献

This article reports on the perceptions and experiences with labor trafficking of farmworkers, stakeholders, and law enforcement representatives in North Carolina. We found a sizeable number of farmworkers who had experienced labor trafficking violations, albeit with a convenience sample; and community agencies reported stories of labor trafficking victimization. However, most of the state and local law enforcement agencies that we attempted to contact simply ignored our requests for information about labor trafficking or reported no evidence of such victimization. Notwithstanding the sample limitations, we found a general lack of awareness of agricultural labor trafficking problems among law enforcement officials in our surveyed jurisdictions. We question whether our current law enforcement system will ever be in a position to effectively enforce the anti-labor-trafficking law; and suggest an alternative specialized mechanism be established.  相似文献

Much has recently been written about how to best measure governance or “state quality.” Should we evaluate government performance by looking at what government achieves (outputs) as Robert Rotberg and Craig Boardman recently suggested? Or should we focus on measuring state capacity and bureaucratic autonomy, as Francis Fukuyama concludes? This commentary argues in support of Fukuyama's approach by using a public administration lens to disaggregate the public sector into two domains: upstream bodies at the center of government and downstream delivery bodies that deliver, commission, or fund services under the policy direction of government. It goes further by recommending a measurement framework that focuses on identifying indicators that are behavioral and action worthy in relation to five public management systems ultimately owned and operated by the central, upstream agencies.  相似文献

This paper investigates the impact of changes in earnings disregards for welfare assistance received by single mothers following welfare reform in 1996. Some states adopted much higher earnings disregards (women could work full‐time and still receive substantial welfare benefits), while other states did not. We explore the effect of these changes on women's labor supply and income using several data sources and multiple estimation strategies. Our results indicate these changes had little effect on labor supply or income. We show this is because surprisingly few women used the earnings disregards. We discuss several explanations for why this might occur.  相似文献

At all levels, governments around the world are moving toward the provision of open data, that is, the direct provision to citizens, the private sector, and other third parties, of raw government datasets, controlled by a relatively permissible license. In tandem with this distribution of open data is the promotion of civic hackathons, or “app contests” by government. The civic hackathon is designed to offer prize money to developers as a way to spur innovative use of open data, more specifically the creation of commercial software applications that deliver services to citizens. Within this context, we propose that the civic hackathon has the potential to act in multiple ways, possibly as a backdoor to the traditional government procurement process, and as a form of civic engagement. We move beyond much of the hype of civic hackathons, critically framing an approach to understanding civic hackathons through these two lenses. Key questions for future research emphasize the emerging, and important, nature of this research path.  相似文献

Policy feedback is a widely used concept, but many who use it only focus on the positive and/or unintentional feedback effects of certain types of policy. The literature as a whole is therefore poorly equipped to make sense of the negative policy feedbacks that often appear in more regulatory areas such as climate change, where target groups are put under pressure to shoulder concentrated costs. Advocates of the ‘new’ policy design have an opportunity to address this gap by exploring how policy makers approach the design of policies that intentionally generate positive policy feedbacks and/or are resilient to negative ones. This paper contributes to that effort by identifying the conditions under which specific instrument designs are likely to have opportunity enhancing and/or constraining effects. It relates these expectations to a design situation where positive feedback seemed unlikely, and hence, the challenge of designing locked-in policies was correspondingly greater. It concludes by drawing on the findings of this exploratory case to investigate what the ‘new’ policy design can do better to explicate the temporal aspects of design.  相似文献

Lobbying presents an attractive postcongressional career, with some former congressional members and staffers transitioning to lucrative lobbying careers. Precisely why congressional experience is valued is a matter of ongoing debate. Building on research positing a relationship between political uncertainty and demand for lobbyists, we examine conditions under which lobbyists with past congressional experience prove most valuable. To assess lobbyist earnings, we develop a new measure, Lobbyist Value Added, that reflects the marginal contribution of each lobbyist on a contract, and show that previous measures understate the value of high‐performing lobbyists. We find that former staffers earn revenues above their peers during times of uncertainty, and former members of Congress generate higher revenue overall, which we identify by comparing revenues generated by individuals who narrowly won election to those who narrowly lost. These findings help characterize when lobbyists with different skillsets prove most valuable and the value added by government experience.  相似文献

In this article, we directly test the presence of judicial independence by examining judicial recess appointees who have later been confirmed by the Senate to full‐time Article III judicial positions. Specifically, we compare the votes of recess‐appointed courts of appeals judges during their temporary appointment tenure with a similar period following Senate confirmation. We find substantial differences in pre‐ and postconfirmation voting, suggesting that the structural protections of the Constitution provide judges a certain amount of independence.  相似文献
