Myth and reality: The causes and persistence of poverty

Policies directed at alleviating poverty rest on a set of assumptions regarding the demographic composition of the poor and the psychological dispositions of poor individuals. Evidence from a long-term study of a representative sample of low-income individuals shows that poverty is very widespread but not usually very persistent, and that the characteristics of the persistently poor do not conform to the conventional wisdom. Furthermore, the economic status of the poor does not appear to have been caused by psychological dispositions. Intergenerational data from the same study show generally weak links between the poverty or welfare status of parents and that of their children. Public policies for dealing with poverty can be properly devised without attempting to resocialize poor people and without undue concern that poverty programs will generate dependency among the majority of those they help.     

The impact of fiscal decentralization on economics performance in high-income OECD nations: an institutional approach

This paper examines the impact of public sector decentralization on per capita income. Controlling for differences in institutional arrangements among countries, panel data regressions on a sample of observations from 20 high-income OECD nations spanning the years 1972 to 2005 indicate that decentralization is positively related to income. The empirical analysis shows that institutions consistent with economic freedom enhance the positive income effects of decentralization. Thus, the impact of public sector decentralization is dependent upon a nation??s institutional environment.     

Criminality Among Rural Stimulant Users in the United States

Despite the increase in media attention on "meth cooking" in rural areas of the United States, little is known about rural stimulant use, particularly the criminality associated with stimulant use. Data were collected from community stimulant users in rural Ohio, Arkansas, and Kentucky (N=709). Findings from three logistic regression models indicate that younger stimulant users (x =32.55, SD = 10.35), those with more convictions, and those who used crack frequently were significantly more likely to have been arrested for committing a substance-related crime, a property crime, or another crime in the 6-months before entering the study. Implications include the need for longitudinal studies to further understand rural stimulant use as well as increasing community and corrections-based drug abuse prevention and treatment interventions for stimulant users who live in rural areas.     

Enzymatic detection of γ-hydroxybutyrate using aldo-keto reductase 7A2

Gamma-hydroxybutyrate (GHB) is a prescribed medication as well as a drug of abuse. Its detection in various matrices for in-field forensic scientists remains a challenge. We have developed an assay that uses aldo-keto reductase 7A2 (AKR7A2) for the specific determination of GHB in various drinks. AKR7A2 was purified using Ni-affinity chromatography. The Michaelis-Menten constant for the GHB oxidation reaction was 10 mM, and the minimum detection limit was 4 mM. Ethanol was not a substrate for AKR7A2. In a coupled reaction with NADP(+), phenazine methosulfate (PMS), and 2,6-dichlorophenolindophenol, various beverages (orange juice, milk, soda, and numerous alcoholic drinks) containing GHB turned from blue to light yellow. In a second coupled reaction where diaphorase replaced PMS, the presence of GHB also caused the expected change of color in various beers.     

Fatal Oral Methylphenidate Intoxication with Postmortem Concentrations

Methylphenidate (MPD) is a widely prescribed stimulant used primarily for the treatment for attention‐deficit/hyperactivity disorder (ADHD). Suicide attempts involving MPD ingestion have been well described; however, deaths attributed solely to MPD ingestion have not been reported. A 62‐year‐old woman was found dead on her floor. The only discrepancy in among her medication quantities was that >three hundred 10 mg MPD tablets were missing. Analysis utilizing gas chromatography–mass spectrometry revealed elevated postmortem MPD peripheral and central blood, liver and vitreous humor concentrations. Considering both the central blood to peripheral blood ratio (0.89) and the liver to peripheral blood ratio (3.3), MPD does not appear subject to significant postmortem redistribution. With no other identifiable cause of death, we report what appears to be the first isolated MPD ingestion associated with a fatality.     

Child-to-Parent Violence in Adolescents: The Perspectives of the Parents,Children, and Professionals in a Sample of Spanish Focus Group Participants

This study explored the characteristics of child-to-parent violence (CPV) in Spain based on the narrations of adolescents who perpetrate this kind of violence, their parents, and the professionals who work in this area. A qualitative design was used. Focus groups were asked about the risk factors associated with CPV, such as exposure to family violence, discipline, and psychological characteristics of the adolescents. Interviews were videotaped, transcribed, and reviewed independently by each investigator to identify and group distinct comments into categories with specific themes. Results suggest that CPV is mainly linked to exposure to marital conflict and family violence, permissive discipline, emotional disengagement in the father-child relationship, and symptoms of emotional stress and substance consumption in the children. Lastly, acts of CPV seem to be an attempt by the children to gain power in the context of family relations in which the parents display their incapacity to establish control. As several family and personal characteristics appear to be involved in CPV, it is recommended that family and individual approaches be considered for treatment.     

The Violence of Aid? Giving,power and active subjects in One World Conservatism

Abstract

Using ?i?ek's theorisation of power, we analyse the UK Conservative Party's Green Paper on international development, ‘One World Conservatism’ (OWC). We argue that by placing the West's giving of development aid as something beyond politics, on the moral high-ground of self-evident certainty, it acts to deflect attention from critical engagement with the nature of globalisation, power and aid itself, hiding both economic and epistemological violences behind the apparently benevolent act of giving. An analysis of the nature of the green paper demonstrates the ways in which it draws in UK citizens as active subjects complicit with this vision of the world.     

TRANSLATING BANGSA MALAYSIA

This article seeks to interrogate the idea of “race,” nation, and multiculturalism in Malaysia from the perspective of cultural studies, in particular that of cultural translation and postcolonial theory. It employs the concept of cultural translation to examine the processes of cultural change and transfer both from the perspective of state policies and nationalistic discourses as well as the discourses and practices of the people. The central idea is to argue for a more flexible understanding of race identities in the move toward a conceptualizing of Malaysian-ness as a national and cultural identity that takes into account the social practices and experiences, imaginings, and expressions of the people. A reading of Yasmin Ahmad's film Sepet lends credence to the article's assertions about the emergence of trans-racial identities on the ground that contest the pedagogic stability of state-defined race identities. The article enters debates on the politics of race and identity in Malaysia through the controversial state-initiated concept of Bangsa Malaysia, which it here advances as an alternative model of multiculturalism and national belonging that effectively displaces the National Culture Policy as well as other hegemonic cultural formulations and political constructions.
