European Governance and Civic Participation: Beyond Elitist Citizenship?   总被引:1,自引:0,他引:1  
Since the end of the 1990s, 'new modes of governance' have been presented by academics and political actors as an answer to the EU's 'democratic deficit'. Analysing the intellectual roots of this idea, and the concrete proposals made by those who, like the European Commission, support it, this paper argues that it is very unlikely to reach this ambitious purpose. Far from breaking with the Community method, these participatory mechanisms constitute extensions of existing practices, and are underpinned by the same élitist and functionalist philosophy. They remain limited to 'stakeholders' and will not improve the 'enlighted understanding' of ordinary citizens and the general level of participation. The paper examines the obstacles to the politicisation of the EU inherent in its institutional model, and discusses other options which might help bypass the limits of 'governance'.  相似文献

This article seeks to enhance the actor perspective on major policy reforms. It builds upon the literature on "policy entrepreneurs" and addresses its explanatory vagueness by specifying five hypotheses outlining the actions that proponents of major policy change need to take in order to be effective in forging departures from existing, path-dependent policies and to overcome entrenched opposition to reforms. These hypotheses on "reformist political leadership" (after Blondel) are applied to the four attempts to reform key aspects of macroeconomic policy in Australia under the first two Labor governments led by Robert J. This paper investigates the impact of medical and consumerinterests on the choice of physician licensing requirements inthe United States. Using data on licensing requirements in thefifty states between 1986 and 1993, we find that, in general,public members on licensing boards are associated withlicensing requirements that have educational justification. Incontrast, medical interests, measured in terms of licensingboard independence and campaign contributions by medicalassociations, are associated with licensing requirements thatare more difficult to justify with educational criteria.  相似文献

High public interest today in political communications such as ‘spin’ and in political participation such as electoral turnout suggests that there may be value in exploring the processes by which political messages are produced and consumed, and their inter‐relationship with participation. It may be that what citizen‐voters think of message production influences how they consume political news and publicity (through observing and evaluating), and that the propensity to political participation is subsequently affected. This paper offers a model which traces the production of political communications, starting at their origins in the political class, and flowing via traditional political journalism or controlled media and new media to citizen‐voters who both observe and evaluate them (ie consume them) before, during and after making any political choices. It is hypothesised that the observation and evaluation of message production and content by political consumers influences both their types and levels of participation. Research of this nature into political organisations is relatively rare. Similarly, there is little evidence of investigations into other aspects highlighted in the model: attitudes of the political class towards political communications, the production of political communications before they reach the media and how they are received by the media, and their consumption by citizen‐voters in relation to the propensity to participate in politics. This article addresses the problems entailed in decentralising a successor state of the former Soviet Union. On many different scales, Georgia should be a wealthy country. The population is well educated, there is rich agricultural land, a thriving wine industry, several mineral extraction industries and access to oil. The central argument of this article is that it is governance, or rather the failure of governance that is at the heart of many of Georgia's problems—in particular, a failure over a number of years to find a balance between the considerable ethnic diversity of the country and their aspirations regarding self‐government, and the need for the assertion of central power from Tblisi in occupying the power vacuum left by the demise of the Soviet Union. The structure of the article moves through an analysis of the context of decentralisation, into a brief survey of the major ethnic groups and the nature of the local government system, paying particular attention to the attempts by Tblisi to provide a coherent glue for a state that is liable to break apart. The concept of the ‘fissile state’ is used to convey this brittle context within which institutional reform needs to take place given the pressures from below and the pressures exerted by external actors as Georgia seeks to move closer to the European polity. Recent highly publicized traffic accidents involving older drivers have led to renewed interest in state policies and administrative practices that award and renew drivers’ licenses in the American states. Because the probability of traffic accidents is linked to the medical conditions that are more prevalent among the elderly, and because the number of older drivers is expected to rise over the next several decades, one might expect that this will be an increasingly important policy issue. This article discusses variations that are observed across states in law and administrative practice. A longitudinal analysis of data on crashes involving elderly drivers in fifteen states indicates that crash rates are directly related to the length of the renewal cycle for older drivers and inversely related to the stringency of testing at renewal. It is also likely that states requiring physicians to report conditions that would impair driving will experience lower crash rates. A secondary analysis of policy impacts on the licensing rates is not conclusive, a finding that is attributable to inaccuracies in the reported numbers of licensed drivers.  相似文献
