In Denmark, the public sector is currently undergoing modernization. New organizational structures, new forms of control and changed economic conditions are the challenges to public organizations in the 1980s. In this article the barriers to the implementation of modernization are discussed in relation to the higher-educational system. The conclusion is that the most prominent barrier to the modernization process is the planning philosophy of general public-sector policy and educational policy of the 1970s, and not institutional resistance. Thus, implementation processes need to be discussed not only from top-down and bottom-up perspectives but also from a more horizontal perspective.  相似文献

This article examines recent efforts to target state industrialpolicy along three dimensions: sectoral aid to specific businessesor economic activities, geographic aid to growing or decliningregions, and direct assistance to the unemployed. While thestates have done better with sec-toral targeting than opponentsof a federal industrial policy have feared, industrial policymust compete with many other state programs, including moretraditional economic development efforts based on advertisingand tax expenditures. Only a few states have managed to channelmuch state aid to displaced workers or distressed communities.Despite some evidence as to the success of industrial policyfocused on limited areas or activities, dilution of policy focusand underinvestment of resources characterize state industrialpolicy efforts to date.  相似文献

There is an established body of literature surveying the role of language policy in identity construction. This paper exposes an angle that has been understudied. It suggests that national song festivals may be seen as a tool of ‘implicit’ language policy in Estonia. Informed by expert interviews and ethnographic, this study explores the tensions arising from the dual function of the festival. On the one hand, it sustains the language as the central ethnic-national attribute of Estonians. On the other hand, the ‘affective solidarity’ stemming from joint singing could support a stronger civic attachment to the language and state (by Russian-speaking minorities).  相似文献

Postmortem diagnosis of early myocardial infarctions is an ever recurrent problem in pathology. In the present study we determined the troponin I expression in 46 autopsy hearts using an immunohistochemical technique. Troponin I has, as a specific cardiac muscle protein, become a widespread used marker in testing patients with acute chest pain. The hearts were divided into three groups based on the macroscopical findings: definite signs of infarction, possible signs of infarction and no signs of infarction. All 14 cases of definite myocardial infarction showed a well-defined area with loss of troponin I. Twenty-three of 24 cases of possible myocardial infarction also showed a well-defined area with loss of troponin I. None of the eight non-cardiac death controls showed loss of troponin I expression. The results suggest troponin I expression as a sensitive test in diagnosis of early myocardial infarction.  相似文献

With a two-dimensional concept of 'New Public Management' as its point of departure, the article points to the development of a specific Danish model of NPM at the local level of government. In the municipalities the market-oriented NPM dimension has been almost absent and the managerial dimension has been interpreted and translated into a 'governance'-oriented model that combines decentralized self- and user-governance from below with centralized goal-steering from above. This combined model institutes new governing roles including a new leadership role for elected councillors as central goal-steering decision and policy makers. Rather than strengthening the local councillors, the new leadership role has turned out to be problematic for the elected councillors. The problems inherent in the new institutional role as goal-steering decision makers are discussed and arguments are put forward in favour of a more 'governance' and less NPM and government-oriented role for elected councillors. What seems to be needed is another new role that stresses local councillors as co-governors and guardians of an inclusive and democratic form of local governance.  相似文献

Presumably, anger is a common experience of parenting. Although practitioners and researchers recognize the role of anger in various parenting situations, objective and standardized measures of parental anger have been notably lacking in the field. This study examined the Parental Anger Inventory (PAI), a measure developed specifically to assess parental anger in response to child misbehavior. A diverse sample of 98 parents participated in the study, including (a) physically abusive or neglectful parents, or both, n = 44; (b) nonmaltreating clinic parents seeking assistance for child behavior problems, n = 24; and (c) nonmaltreating, non-help-seeking community parents, n = 30. Results support the internal consistency, temporal stability, and convergent validity of the PAI. Findings also demonstrate the PAI's potential utility when working with maltreating and help-seeking parents. Results highlight the importance of assessing parental anger toward children and support the use of the PAI in assessment, treatment, and research.  相似文献

Purpose. This study examined whether people can successfully feign high levels of interrogative suggestibility and compliance as measured by the Gudjonsson Suggestibility Scales (GSS) and the Gudjonsson Compliance Scale (GCS) when given instructions to malinger. Methods. Participants (N = 90) were randomly allocated to one of three groups that received: (1) instructions to give into leading questions in order to look vulnerable to suggestions, (2) instructions to be compliant with the examiner, or (3) the standard GSS/GCS instructions. Results. One of the two malingering instructions led to modestly elevated scores of total suggestibility, while subscales remained unaffected. In contrast, both malingering groups obtained highly elevated compliance scores. Conclusions. These findings suggest that heightened suggestibility is rather difficult to malinger, thereby confirming the reliability of the GSS. On the other hand, it might be easier to malingering compliance as measured with the self‐report GCS.  相似文献

We have implemented and validated automated methods for DNA extraction and PCR setup developed for a Tecan Freedom EVO® liquid handler mounted with a Te-MagS™ magnetic separation device. The DNA was extracted using the Qiagen MagAttract® DNA Mini M48 kit. The DNA was amplified using AmpF?STR® Identifiler®, Y-filer® (Applied Biosystems), GenePrint® FFFL and PowerPlex® Y (Promega). The methods were validated for fresh whole blood and blood from deceased according to EN/ISO 17025.  相似文献

A Laboratory Information Management System (LIMS) enables efficient workflows and ensures traceability if designed and implemented properly. We customized a commercial LIMS to support STR typing of reference samples according to in-house defined requirements. Employees’ organizational commitment is associated with a number of positive outcomes, such as employee motivation, job satisfaction, productivity, and retention. But previous research has suggested that there may be important sector differences in both commitment and its explanations, yet results are very mixed. We study sector differences in affective organizational commitment among 1,043 public and private office workers who perform very similar tasks across sectors, testing the influence of factors thought to explain commitment and expected to vary between the sectors. We propose that the mixed results are due to different variables mediating the relationship between sector and organizational commitment. Conducting a multiple mediation analysis, we find that more hierarchy negatively mediates the relationship between public sector employment and organizational commitment. On the other hand, the relationship between public sector employment and organizational commitment is positively mediated by public service motivation and participatory management. This highlights the importance of not only studying simple sector differences, but also including relevant individual and organizational-level variables that can explain the mechanisms behind such differences.  相似文献
