Utilizing the knowledge, know-how, technologies developed in universities to improve the competitiveness of U.S. industry is a super-optimum technology policy solution. Transferring technologies developed at universities to industry vastly expands the resource base by providing companies with no internal research and development effort with that capability and by augmenting the R&D of companies with some level of internal effort already in place. By taking advantage of university technology transfer, all companies and policy-makers can emphasize innovation as a goal to be included in a competitive business strategy. Having universities as participants in technology transfer activities maximizes the benefits and minimizes the costs to all by providing for shared equipment, personnel, and laboratory facilities. This last fact is particularly clear when pre-competitive research is undertaken at university-based centers or consortiums which draw their members from wide groups of industry participants. Drawing on data gathered as part study of university-industry research and development (R&D) interactions, this paper examines the factors that lead to successful collaborations.  相似文献

Research on the sexual trafficking of juveniles has increased. However, there has been no theoretical model developed incorporating variables into a systemic, interactive analysis of the issue. Utilizing Parsonian functionalism as its foundation, the authors developed such a model. The model is based on sociological, criminological, and psychological theories and concepts with a particular emphasis on the role of environmental design in trafficking. Unique to this study, the authors propose that a symbiotic relationship exists between the adolescent brain and trafficker as psychopath as contextualized in the Stockholm syndrome. In this paper, the author revisits the emotive theory of value and argues that values are not entities but nothing other than linguistic fictions. Accordingly, valuations—i.e., valuing actions—can be defined as approving or disapproving attitudes of a subject to some object. In this perspective, values cannot be true or false: What we can do is just compare them with regard to strength. As a consequence, value judgments are to be understood as sentences which are used either to say that a subject s values an object o positively or negatively, or to express (evince) a valuation. The author then shows some relations between normative and evaluative discourses. First, he claims that norms as well as valuations are not true or false. Second, he argues that both may be explained or justified, even if the former are usually justified teleologically whereas the latter are explained referring back to the subject's background and life-style. Third, he notes that a legal order originates from the fact that valuations crystallize into norms. Finally, the author examines some further questions related to his analysis. In particular, he argues that the different realms of values, e.g., morals, aesthetics, politics, etc., do not correspond to different evaluative attitudes, but to different phenomena and diverse spheres of human life.  相似文献

The article explores party member attitudes towards internal party democracy and party leadership in Danish and Norwegian parties. The focus is on the relationship between party members' public policy values (measured by means of 'old politics' and 'new politics' value dimensions) and their organizational values (i.e. ideas about internal democracy), but the members' educational and activism levels as well as indicators capturing factors specific to individual parties are also applied to explain party members' organizational values. We find that positions on the two policy value dimensions are related to party members' organizational values. But the relationships are not particularly strong, and their signs are contrary to expectations. One explanation may be that the 'new politics' literature draws a misleading picture of the organizational values of New Left and New Right party members – at least in the Danish and Norwegian cases. We also find that the social democratic parties in both countries differ considerably from the other parties in the sense that the dissatisfaction with the leadership was much stronger in these parties.  相似文献

The purpose of this article is to shed light on the twinned development of public-sector reforms and evaluation in Denmark. While there is a substantial literature on both public-sector reforms and on evaluation, focus has only recently been put on the relations between these phenomena. The case of Denmark has, however, not been included in the international comparison. This article therefore discusses the case of Denmark, comparing it briefly to Finland, Norway and Sweden. The article analyses both 'evaluation in' and 'evaluation of' public-sector reform. 'Evaluation in' refers to the question to what extent evaluation (in line with other elements such as, e.g. privatization and performance management) has been part of the content of reforms. 'Evaluation of' refers to the questions of whether and how reforms themselves have been evaluated. The analysis shows that although the rhetoric of reforms have been similar in the Nordic countries, reform actions and especially the twinned development of reforms and evaluation have differed between the countries.  相似文献
