The authors use a proportional hazards framework toinvestigate the impact of various countrycharacteristics on the duration of time taken toratify the United Nations Framework Convention onClimate Change (FCCC). The most significant findingsare that the conditional probability of ratificationis positively related to total CO2 emissions andthe presence of civil liberties. The finding foremissions indicates that large, polluting countrieswere under great political pressure to ratify theFCCC. The spontaneous conversion of γ-butyrolactone (GBL) to γ-hydroxybutyric acid (GHB) in seven different Swedish tap waters was investigated. The waters used in the study were selected to represent the diversity among Swedish tap waters as well as possible, which was enabled by principal component analysis (PCA) of a number of water quality parameters. GBL solutions (5, 25 and 50% v/v) were prepared in each of the tap waters and in deionized water and the formation of GHB was followed over time. The GHB quantifications were made using a CZE method, employing a carrier electrolyte consisting of 25mM benzoic acid, 54mM tris(hydroxymethyl)aminomethane (Tris) and 1.7mM tetradecyltrimethylammonium bromide (TTAB), which was developed as a part of the current study. Data evaluation showed that the formation of GHB was largely dependent on the type of tap water. For example, there was a negative correlation between the kinetics of the GHB formation and the alkalinity of the tap waters (r(2)=0.990). This could be explained by a faster decrease in pH in the waters with low buffering capacity (i.e. low alkalinity), which catalysed the hydrolysis of GBL. Equilibrium was reached after 40-250 days depending on the initial GBL concentration and the type of tap water. The level of the equilibrium appeared to be dependent on the initial GBL concentration and ranged from 26 to 37%. Gained knowledge on the levels of the GHB/GBL equilibrium and the kinetics of the formation of GHB in tap water solutions of GBL, including the influence of the tap water quality, may be useful information for casework with the GHB/GBL problem in focus.  相似文献

Minor child physical abuse has decreased in Sweden since 1979, when a law banning corporal punishment of children was passed, but more serious forms have not decreased. The aim of this study was to examine risk and background factors in cases of severe child abuse reported to the police. Files from different agencies (e.g., Social services, Adult and Child psychiatry and Pediatric clinic) for 20 children and 34 caretakers were studied. An accumulation of risk factors was found. It is concluded that when the following four factors are present, there is a risk for severe child abuse: 1) a person with a tendency to use violence in conflict situations; 2) a strong level of stress on the perpetrator and the family; 3) an insufficient social network that does not manage to protect the child; 4) a child that does not manage to protect him or herself. Thus, multiple sources of information must be used when investigating child abuse.  相似文献

ABSTRACT

This article focuses on the broad package of modern management tools that are used by Norwegian state agencies. These tools are regarded as forms of regulation inside government as well as a “shopping basket.” We describe the range of different tools and look at how intensively they are used and how they are interrelated. We also examine variations in use of these tools by different agencies. The empirical basis is a survey addressed to all organizations in the Norwegian civil service, apart from the ministries, in 2004. Our theoretical approach is primarily based on neo-institutional organization theory. Our main empirical findings are that the use of modern management tools is widespread; that some are very common while others are more marginal; that there are different families of tools that supplement each other; that there is significant variation in the use of different tools; and that size is the most important independent variable in explaining the use of different tools. Neo-institutional considerations, particularly normative isomorphism as a source of legitimacy, do not appear to be a major explanation for tool adoption.  相似文献

Abstract

This study analyses behaviour of women's community-based organisations in rural Nepal in reducing prevalence of child malnutrition in member households drawing upon the survey data collected in 2000. The induced institutional innovation hypothesis is tested: are capabilities of women organisations reflecting ‘structured social capital’ positively associated with improved child nutritional status? The effectiveness of outside interventions is also tested. Econometric results based on 2SLS show that higher capabilities of the autonomous group are associated with lower underweight. We also demonstrate that enhanced knowledge diffusion, combined with growth promotion, represents an effective instrument for empowering rural women in acting to reduce the prevalence of chronic malnutrition.  相似文献

The article addresses the challenges a society faces to when trying to balance security and liberty after a terrorist attack. A main question is to what extent attitudes toward counterterror measures changed in Norway after the massive terror attacks in July 2011. A hypothesis that people will be more in favor of such measures after a terror attack is examined using data from two surveys—one conducted in 2006 and one in August 2011, with additional results from a survey in 2012. The Norwegian response after the 2011 attacks is compared to the response to the same questions in the United States shortly after 11 September 2001. A main finding is that in Norway, in contrast to the United States, levels of support for counterterror measures declined immediately after the attacks. The authors argue that this can be explained partly by the different levels of trust in the two countries, and partly by differences in the political executive's framing of the crisis. In 2012, support of counterterror measures in Norway has risen to pre-2011 levels. This is related to the changed discourse after the publication of the report from the 22 July Commission.  相似文献

Welfare reforms involve trade‐off between different accountability types, such as political, administrative, legal and social accountability. This variety of accountability types is used to investigate consequences of reforms in three different welfare services in Norway; social services, hospitals and immigration. The study finds that more complex, dynamic and layered accountability forms are emerging, but that there are some differences across reform areas. The reforms in immigration seem to change accountability relations the most in hospitals, administrative and political accountability is up against professional accountability, and we see that politicians lack overall capacity and have to rely on administrative accountability in social services. In order to analyze how reforms affect accountability relations one has to study both the formal and informal changes, as well as the relationship between politics and professionalism.  相似文献

Several schools of thought claim that citizens can develop their democratic skills at the workplace. Here I focus on the hypothesis put forward by Carole Pateman and by Sidney Verba and colleagues that state that by practicing civic skills and democratic decision-making at the workplace, citizens become more active in politics. I test the hypothesis with a nationally representative panel survey of the Swedish population. My findings contradict previous empirical research as no impact on political participation was discovered. I argue that the effects may have been overestimated in prior studies because the tests were based on cross-sectional data: insufficient care was taken with a number of significant methodological problems. The study points to the importance of using panel models when investigating the causes of political participation.
