This paper investigates the fit between the strategic posture of a political party and its political market orientation, and analyses the impact of this fit on party performance. For this purpose, a configuration theory logic is applied to the context of the political market; in particular, we develop strategic profiles (i.e. strategic postures and political market orientation) of four Belgian political parties represented in the Flemish Parliament. By comparing the strategic profiles derived from a questionnaire administered to 3148 party members with those of ‘theoretically ideal’ profiles, we uncover the ‘strategic misfit’ (or ‘misalignment’) for each party and then relate this misfit to party performance. Results indicate that there is a strong, negative relationship between the misalignment of actual and perceived strategic profiles on the one hand and performance on the other. However, the ‘ideal profiles’ differ with the strategic posture of a party. Thus, our findings show that it is not so much the strategic posture itself that will determine superior performance, but it is the strategic posture that the party aligns with implementing a particular political market orientation that is the most important factor. In his 1975 paper, Nordhaus formally proves that governments whose aim is to be reelected, will generate ‘political’ business cycles. Empirical results do not confirm this proposition, especially in countries used to early elections. We show that if there is a non-zero probability for elections to be called before the legal term, the political business cycle will be less pronounced, even if no early election actually takes place; moreover, if the normal electoral cycle is interrupted before the legal term, one might observe an inversion of the business cycle, or no cycle at all. 相似文献

Abstract This article reviews progress and challenges in the implementation of the Convention on biological diversity since its adoption in 1992. Progress has been significant in many ways, although difficult to measure beyond procedural improvements (creation of new institutions, guidelines, national processes) and the development of new tools. Many challenges remain, both at the level of the operation of the regime and of national implementation, in part due to the nature of the convention and the complexity of its relationships with other regimes. Since knowledge about the state of biodiversity is scant and indicators poor, the argument is advanced that we should assess CBD's success and effectiveness by its ability to promote several of the preconditions of regime effectiveness. Accordingly, this article considers the record of the CBD in terms of learning, capacity‐building, network building, transparency, and the elaboration and diffusion of new norms. 相似文献

There is an oft‐stated claim in political science research that public sector reforms in Western democracies are consistent with a shift from government to governance. This article challenges that claim. Based on a comparative analysis of governance reforms in Swiss metropolitan areas, the article reveals that what seems to be a shift to governance may turn out to be a path to government, however, including a change either from the local to the metropolitan level or from general‐purpose authorities to task‐specific jurisdictions. Further, the article analyzes the political dynamics behind governance reforms. It shows that exogenous pressures put existing governance schemes under strain. Its impact, however, is mediated by the initial institutional setting and the narratives responding to case‐specific political dilemmas. 相似文献

The reorganization of governments is crucial for parties to express their policy preferences once they reach office. Yet these activities are not confined to the direct aftermath of general elections or to wide-ranging structural reforms. Instead, governments reorganize and adjust their machinery of government all the time. This paper aims to assess these structural choices with a particular focus at the core of the state, comparing four Western European democracies (Germany, France, the Netherlands, and United Kingdom) from 1980 to 2013. Our empirical analysis shows that stronger shifts in cabinets' ideological profiles in the short- and long-term as well as the units' proximity to political executives yield significant effects. In contrast, Conservative governments, commonly regarded as key promoters of reorganizing governments, are not significant for the likelihood of structural change. We discuss the effects of this politics of government reorganization for different research debates assessing the inner workings of governments. 相似文献

Abstract: The forensic community does not agree on the need to perform histological examination at forensic autopsy. The aim of our study was to determine the usefulness of systematic standard histology in forensic autopsies. A prospective study was carried out on 428 autopsy cases for which standard histological examination was systematic. Mechanism of death not shown by gross anatomic findings was discovered by histology in about 40% of the cases. Cause of death was established by only histology in 8.4% of the cases. Microscopic findings affected the manner of death in 13% of the cases. Histology provided complementary information about prior medical condition of the deceased in about 49% of the cases. Traumatic lesions were better documented by histology in about 22% of the cases. According to the results of our study, systematic standard histology for the main organs should be used in routine forensic autopsies. 相似文献
