Design of optimal policies: A variable structure control approach

This paper introduces methods of variable structure control (VSC) theory to economists. The VSC design is based on closed loop optimal control solutions. It is shown that VSC can yield stable solutions in the presence of parameter errors whereas conventional closed loop optimal control solutions become unstable. The methodology is applied to a simple economic model.

Effective Practices for Interagency Data Sharing: Insights from Collaborative Research in a Regional Intervention

Data sharing adds considerable value to interagency programs that seek to tackle complex social problems. Yet data sharing is not easily enacted either technically or as a governance practice, especially considering the multiple forms of risk involved. This article presents insights from a successful data sharing project in a major region in east coast Australia involving a federally funded research partnership between two universities and a number of human services agencies. The Spatial Data Analysis Project sought to establish a community of practice for devising data sharing protocols and embedding data sharing into agency practices. Close dialogue between the project partners and mobilizing the authority of extant regulatory and legal frameworks proved effective in confronting risks and barriers. The article reveals effective practices for data sharing and derives lessons for other policy and governance contexts.     

Cultural Orientation as a Moderator of the Relationship Between Chinese American Adolescents’ Discrimination Experiences and Delinquent Behaviors

The purpose of this study was to examine the relationships among Chinese American adolescents’ discrimination experiences, cultural orientations, and delinquent behaviors. Data were collected from three hundred and eleven Chinese American adolescents (58% girls) and their parents when the adolescents were 7th or 8th graders and again 4 years later. The data analyses demonstrated that adolescents’ perceptions of discrimination and victimization experiences were significantly related to their delinquent behaviors conditionally based upon their cultural orientation. Specifically, adolescents’ high Chinese cultural orientation amplified the negative impact of discriminatory experiences on delinquent behaviors whereas high Western cultural orientation protected them against that impact. The significance of both ethnic and mainstream cultural orientations for understanding ethnic minority adolescents’ adjustment and improving their adjustment outcomes is discussed.     

Perceived Discrimination and Peer Victimization Among African American and Latino Youth

Perceptions of racial discrimination constitute significant risks to the psychological adjustment of minority youth. The present study examined the relationship between perceived racial discrimination and peer nominations of victimization among 173 (55 % female) African American, European American and Latino youth. All respondents completed peer nominations of victimization status whereas the African American and Latino youth completed subjective measures of racial discrimination. The results indicated that African American and Latino’s subjective perceptions of racial discrimination were linked to nominations of overt and relational victimization when rated by their European American peers. The results suggest that there is consistency between African American and Latino youth’s perceptions of racial discrimination and nominations of peer victimization by their European American peers.     

Devolution: Where's the Revolution?

This study assesses the impacts and implications for U.S. citiesof the set of congressional actions, presidential orders, andjudicial decisions which, together, comprise the so-called "devolutionrevolution." Based on a survey of chief administrative officersof all cities with a population over 100, 000, the study attemptsto assess the impacts of these various devolution policies.Although for a few local officials, devolution policies areseen as being effective; for most, these policies are viewedas having had very little significant policy or programmaticconsequences. The study identifies the characteristics of thosecities where local officials believe devolution policies are,and are not, having significant impacts and conclude that themost important long-term implications of devolution policiesmay be the impacts they are having, and will continue to have,on the changing political and administrative leadership skillsrequired in the urban arena.
