This article describes the 1972 State and Local Fiscal AssistanceAct(General Revenue Sharing), its perceived impact on city expenditures,its impact on the attitudes of city officials, and GRS's implicationfor future intergovernmental policy. Using data from nine yearsof an annual survey to chief executives in cities with over50,000 population, we conclude the program's most importantcontribution was in the general attitudes it fostered amonglocal officials. Our analysis indicates that GRS remains extremelypopular with urban chief executives and that its impact variesamong expenditure categories and cities. We conclude that theReagan administration may be able to develop viable policy alternativesbecause of the lack of consensus among many city officials whoalso exhibit varying degrees of support for the president'sproposed policies. This paper examines the application of concepts of normal adolescence pioneered by Offer and colleagues to the study of gay and lesbian youth. Adolescent development among this population demonstrates remarkable historical variability along the lines of generation-cohort, revealing the utility of a life-course approach to the study of normal adolescence. Concepts of normal adolescence appear to shift with changing narratives of identity for sexual minority youth. We contrast two narratives of gay youth identity development that have emerged since the inception of substantive research programs on gay adolescence: (1) the narrative of struggle and success that came to dominate the literature in the 1980s and 1990s and (2) the narrative of emancipation that has emerged from the work of Savin-Williams and others who argue for a recognition of the diversity of adolescent development for this population. In relating this contrast to Offer’s seminal contributions to the study of adolescence, we suggest that the most normative feature of human development, particularly during adolescence, is its connection to discourses of identity through the formation of personal narratives that anchor the life course and provide meaning to conceptions of self-development. The example of shifting narratives of gay youth identity development is meant to exemplify this characteristic feature of human development. His work examines the cultural psychology of adolescence and emerging adulthood, with a focus on identity and narrative. His earlier work with former student of Dan Offer, Maryse Richards, focused on the study of ethnicity, context, and normal adolescence. Most recently, he has been studying culture and normal adolescent development among Israeli and Palestinian youth. Local ward boundary reviews are designed to equalise electorates within each local authority, thereby satisfying the requirement of ‘one vote, one value’. In 2010 this responsibility was passed to the Local Government Boundary Commission for England which has sought to engage with key stakeholders about the process generally. The main actors affected by this process are incumbent councillors who frequently find their own ward boundaries have altered significantly. Such changes may prompt some councillors to stand down before the new boundaries are implemented but others continue and represent new wards. Using data gathered from a survey of councillors whose boundaries were reviewed the paper examines their attitudes towards the principle of boundary revision and the period that should elapse between one review and the next. Councillors are clearly divided over the respective merits of electoral equalisation and communities of local interest when constructing new boundaries. Those serving in the most rural authorities value more the relationship between ward and community boundaries while councillors in the most urbanised areas are more willing to support the strength of argument favouring electoral equality. The paper concludes with a recommendation that there should be more research undertaken immediately after each future review is completed in order to assess the extent and reasons why some councillors choose to stand down and others continue to stand for election to the new wards. This research should also measure more precisely the subsequent impact on councillors in terms of their workload when new electoral boundaries are introduced.  相似文献
