Democratizing the Administrative State: Connecting Neighborhood Councils and City Agencies

Citizen participation in government decision making, especially at the local level, has received heightened attention with regard to its promise for improved governance. The overarching administrative ethos of the administrative state creates barriers to citizen participation in governance. Developing and nurturing citizen participation in the presence of the administrative state is a significant challenge. Drawing on the literary tradition of public engagement and learning, this article models a developmental strategy of participation that offers one avenue for achieving meaningful partnerships between city agencies and neighborhood councils in a metropolitan environment. We present a model of citizen participation that brings neighborhood councils and city agencies together in a collaborative partnership. This model is based on the literature on citizen participation, which focuses on the significance of interactive processes in building trust among participants and creating mutual understanding and agreement.     

Capital structure and performance: Evidence from a transition economy on an aspect of corporate governance

This paper examines the relationship between the levels of debt in the capital structure and performance for a sample of Indian firms. Existing theory posits a positive relationship; however, analysis of the data reveals the relationship for Indian firms to be significantly negative. The structure of capital markets in India, where both short-term and long-term lending institutions are government-owned, is hypothesized to account for the finding of this relationship, and it asserted that corporate governance mechanisms which work in the West will not work in the Indian context unless the supply of loan capital is privatized.     

Local preferences of mung bean qualities for food autonomy in India

The concept of food autonomy draws attention to qualities of local food and food networks that can facilitate connectivity between local food production and consumption. This article reports on a study conducted in Hisar, India, that reveals how rural producer, processor, and consumer preferences of mung bean quality interact with their aim to maintain and develop a territorial mung bean connectivity so as to reinforce food autonomy. The study showed that local mung bean food qualities related to suitability in the local cropping system, processing requirements, and consumption choice. It suggests that local preferences be integrated into a reorientation of research and scientific development agendas, and should become an essential consideration of development and extension efforts, which also carries implications for the food autonomy of local producers, processors, and consumers.     

Fatality During Servicing of Fire Extinguisher

Fire extinguisher is an integral part of emergency responses to small fires. Different types of fire extinguisher exists; cartridge‐based fire extinguisher is commonly used. Despite their intended use for safety, such devices can become dangerous if not properly handled or maintained. This case report describes the death of a soldier from the explosion of a cartridge‐based fire extinguisher during routine servicing. The case is the first reported in the medical literature. A safety device like fire extinguisher can become dangerous if not handled with care and due steps should be taken for the maintenance of such devices before being operated in the public domain.     

Fatal Wounds by “Manja” to a Motorbike Rider in Motion

“Kite fights” are quite popular throughout Asia. Most kite variations, including the fighter kites of India, Pakistan, and Japan, are small, flat, roughly diamond‐shaped kites composed of paper, with a tapered bamboo spine and a balanced bow. They are flown with the help of a “Manja,” which is a thread made of cotton or nylon, and coated with fine glass powder using glue and other chemical adhesives to cut down opponent's kite string. The nylon “Manja” is particularly more dangerous, as it not only cuts down opponent's kite string but also causes bodily injuries to humans, which may be at times fatal. The pattern of injuries by Manja is underreported in literature. In the present case, the deceased had encountered fatal injuries by “Manja” while riding on his motorbike. This case discusses the pattern of injuries caused by Manja when the victims are in motion on their two‐wheelers.     

Descending thoracic aortic aneurysm rupture during postpartum period

Aortic aneurysm refers to the pathological dilatation of the normal aortic lumen involving one or several segments. Thoracic aortic aneurysms are much less common than aneurysms of the abdominal aorta. Descending thoracic aortic aneurysm leading to dissection and spontaneous rupture is a potentially catastrophic illness. Although rare, dissection and rupture of a preexisting aortic aneurysm have been reported during pregnancy and early puerperium. To the best of our knowledge, such cases among young pregnant women are rarely reported in literature. Herein, an autopsy case of spontaneous rupture of a clinically undiagnosed descending thoracic aortic aneurysm during early puerperium in a young woman is presented along with the review of relevant literature. The victim was found dead on her hospital bed on the seventh day of puerperium. Autopsy with ancillary investigations revealed that the young woman died because of hemothorax from a ruptured dissecting descending thoracic aortic aneurysm secondary to chronic aortitis.
