This issue of Law & Policy adds to the growing body of empirical case studies of decision-making and enforcement in regulatory agencies. Summarizing that research, regulatory enforcement styles can be described in terms of two dimensions, one concerning the ways in which regulatory violations are defined and punished, the other concerning outcomes, described in policy-evaluative terms. In explaining variation in enforcement style, existing studies point to three sets of factors: characteristics of the regulatory "legal design"; features of agencies' "task environment"; and the regulatory "political environment." Weighting the relative importance of these factors, however, is difficult because of the number and fluidity of variables and the adaptiveness of regulatory agencies.  相似文献

Understandings of administrative accountability in the “Westminster” democracies remain too closely linked to the institutional arrangements through which accountability has traditionally been exacted in these countries. This has prevented a full appreciation of the nature and extent of changes which have been under way for some time. The article argues that a refined concept of accountability and five subordinate “conceptions” of accountability, corresponding to distinctive sets of institutional arrangements, are needed to comprehend the relevant changes. The identification of multiple options for administrative accountability, in turn, raises questions about how the different accountability systems are to be chosen and combined to maximize accountability without impairing administrative effectiveness.  相似文献

The consequences of lead exposure for later crime are theoretically compelling, but direct evidence from representative, longitudinal samples is sparse. By capitalizing on an original follow‐up of more than 200 infants from the birth cohort of the Project on Human Development in Chicago Neighborhoods matched to their blood lead levels from around age 3 years, we provide several tests. Through the use of four waves of longitudinal data that include measures of individual development, family background, and structural inequalities in how lead becomes embodied, we assess the hypothesized link between early childhood lead poisoning and both parent‐reported delinquent behavior and official arrest in late adolescence. We also test for mediating developmental processes of impulsivity and anxiety or depression. The results from multiple analytic strategies that make different assumptions reveal a plausibly causal effect of childhood lead exposure on adolescent delinquent behavior but no direct link to arrests. The results underscore lead exposure as a trigger for poisoned development in the early life course and call for greater integration of the environment into theories of individual differences in criminal behavior.  相似文献

Prosocial Organizational Behavior is defined by Brief and Motowidlo (1986) as “behavior which is (a) performed by a member of an organization, (b) directed toward an individual, group, or organization with whom he or she interacts while carrying out his or her organizational role, and (c) performed with the intention of promoting the welfare of the individual, group, or organization toward which it is directed” (p. 71). This study was designed to increase our understanding of prosocial organizational behavior among first line correctional officers. It was hypothesized that the individual difference variables of organizational commitment and the value of achievement would be related to prosocial behavior benefiting the organization and that empathy and the value concern for others would be related to prosocial acts benefiting specific individuals. While no significant correlations were found for achievement, empathy and concern for others, the variable organizational commitment was significantly related to all types of prosocial behaviors observed by supervisors in the work place. Commitment to the organization appears to be one explanation for correctional officers performing prosocial acts on the job.  相似文献
