Small Screens and Big Streets: A Comparison of Women Police Officers on Primetime Crime Shows and in U.S. Police Departments, 1950 to 2008

This article utilizes a longitudinal approach to assess the visibility of women as police officers in primetime crime shows from 1950 to 2008 and compares these numbers for television to actual data on women who work as police officers in the United States. We find that as expected, annual labor force data and crime show data both indicate increases in the number of minorities and women working in the criminal justice system over time. Given the robust literature on the general underrepresentation of women on television, however, we did not expect to uncover that both White and minority women are overrepresented as police officers on television every year compared to the occupational reality. Implications of the findings are discussed.     

Evaluation of operation swordfish: a near-repeat target-hardening strategy

Objectives

This paper reports an evaluation of a police-led target-hardening crime prevention strategy inspired by research concerned with space–time patterns of burglary.

Methods

A total of 46 neighbourhoods in the West Midlands (UK) were randomly allocated to treatment and control conditions. Within treatment areas, resources were delivered to recent burglary victims and their close neighbours. Resources included inexpensive target-hardening measures as well as the delivery of dedicated police advice. The evaluation consisted of both a resident survey and a statistical outcome analysis.

Results

Results suggested that residents in treatment groups were slightly more satisfied with the police and more likely to have been contacted by the police concerning burglaries. Although they had more awareness of burglary, their fear of crime was not heightened. Statistical analysis suggested a very modest positive effect of intervention on crime and rates of re-victimisation. In particular, a survival analysis revealed that homes in low-crime treatment areas were less likely to be re-victimised than were those in similar control areas. Effects were more evident in low- than high-crime areas.

Conclusions

Results suggest that a low-intensity target-hardening intervention which adopted a near-repeat victimisation targeting strategy had a modest positive effect on residential burglary without increasing residents’ fear of crime.

     

Parental Postconflict Explanations: Implications for Children's Adjustment Outcomes

The Post Conflict Explanations (PCE) scale is a compilation of behaviors commonly seen in parent‐child postconflict communications. Following exploratory factor analysis, the PCE emerged as a four‐dimension scale with adequate subscale internal consistency and intercorrelations: Dismissive (α = 0.86), Emotion Dysregulation (α = 0.85), Constructive (α = 0.97), and Blaming (α = 0.77). The PCE and its subscales were further validated through moderate‐to‐strong associations with established scales of family conflict, emotional security, and adjustment outcomes. The identification of these postconflict explanations represents a step forward in distinguishing constructive and destructive conflict behaviors.     

Talking Cop: Discourses of Change and Policing Identities

This paper presents empirical and theoretical analysis of the enactment of New Public Management (NPM) within the UK police service. It draws on empirical material gathered in a two-year study that explores the ways in which individual policing professionals have responded to, and received, the NPM discourse. Theoretically informed by a discursive approach to organizational analysis, the paper focuses on the new subject positions promoted within NPM that serve to challenge traditional understandings of policing organization and identities. The paper examines the implications of this for policies that promote community orientated policing (COP) and increased inter-agency partnership. The paper argues that the promotion of a more progressive form of policing, based on community orientation and equality principles, may struggle to gain legitimacy within the current performance regime that legitimizes a competitive masculine subjectivity, with its emphasis on crime fighting.     

Understanding Policy Transfer: A Multi-Level, Multi-Disciplinary Perspective

At the same time that comparative and international political scientists have been confronting the problems of analysing state behaviour under conditions of uncertainty, state-centred political scientists are attempting, somewhat belatedly, to deal with the increasing complexity and uncertainty which underpins modern governance. Yet despite similar research agendas these disciplines have continued to speak past each other. This article contends that policy transfer analysis can provide a context for integrating some key concerns of these disciplines. Further, we argue that the process of policy transfer should be examined through a structure and agency approach with three dimensions: global, international and transnational levels, the macro-level and the interorganizational level. This three-dimensional model employs the notion of a policy transfer network as a middle-range level of analysis which links a particular form of policy development (policy transfer), microdecision making in organizations, macrosystems and global, transnational and international systems. It is hoped that this approach will stimulate an empirical research agenda which will illuminate important policy developments in domestic and world politics.
