Australian Federalism and the Debate Over a Bill of Rights

Successive Australian Labor governments have tried to nationalizestandards for the protection of rights either by means of astatutory bill binding on the states under the Commonwealth'smuch expanded external affairs power, or by further entrenchingspecific rights in the Constitution. All these attempts havefailed for a variety of political and constitutional reasonsincluding, importantly, the strength of Australia's establishedsystem of federalism and parliamentary responsible government.The article examines the constitutional issues underlying thedebate over a bill of rights for Australia, arguing that Labor'sattempts to implement a bill of rights have been inspired bya preference for more centralized government whereas the defeatof such initiatives indicates, the established strength of Australianfederalism.     

Assessments of group influence,subjective political competence,and interest group membership

This research examines the relationship between citizens' assessments of how much influence the group they identify with is able to exercise in American politics and their subjective political competence and political participation. Appraisals of group influence have a powerful effect on subjective political competence, fulfilling theoretical expectations outlined by Leon Festinger many years ago. Moreover, assessments of group influence affect individuals' decision concerning membership in an interest group that promotes the interest of one's reference group. The work reported here is an improvement over past efforts in that it explicitly defines and assesses the causal importance of a concept that has been featured in prior research.     

Gender role socialization and adolescents' reports of depression: Why some girls and not others?

Previous research has noted a greater rate of depression among adolescent girls than boys (A. C. Petersen et al. [1993]; Depression in Adolescence, American Psychologist, Vol. 48, pp. 155–168; S. Nolen-Hoeksema [1987] Sex Differences in Unipolar Depression, Psychological Bulletin, Vol. 101, pp. 259–282). Explanations for this gender differential in adolescent reports of depressive symptomatology have been the focus of past scholarly attention (Petersen et al, 1993; D. B. Kandel and M. Davies [1982] Epidemiology of Depressive Mood in Adolescents, Archives of General Psychiatry, Vol. 39, pp. 1205–1232). Littk is known, however, about factors that underlie individual differences in adolescent girls' reports of depression. In this study, we explored individual differences in depressive symptoms as a function of young adolescent girls' gender role orientations (i.e., level of masculinity) and the degree of sex typing in their parents' marital roles. Participants were 89 seventh-and eighth-grade girls from white, rural, maritally intact families. Results revealed that girls who rated themselves as more masculine and their parents' marriage as more egalitarian were significantly lower in depression than other girls. Results of this study suggested that the potential positive effects of person characteristics associated with mental well-being (i.e., high masculinity) were moderated by family context (i.e., traditional families).The research reported in this paper was supported by funding from the Carnegie Corporation of New York. Relationale Soziologie – Theoretische und methodologische Positionierungen zwischen Strukturalismus und Pragmatismus

Nowadays, relational sociology is represented by sociological approaches from the US and from France. These approaches share the aim of recombining the two “mega-paradigms” in the social sciences, structuralism and pragmatism. Relational sociology is thereby conceived as a project integrating the analysis of different forms of social practices and structures. The article aims to identify the specific properties of relational sociology beyond this common basis. Starting with the “New York school of relational sociology”, it is shown that this school can on the one side be regarded as a contemporary approach of relational sociology, having introduced innovative contributions, but also shows deficient developments on the other side. Thereupon “actor-network theory” and “economics of convention” in particular are presented as examples of the “new pragmatic sociologies” in France, which can also be regarded as modern versions of relational sociology. After characterizing and comparing these three versions of relational sociology, their metatheoretical and particularly methodological commonalities are presented. Finally, the article tries to define positively what constitutes relational sociology.

Even clubs can’t do without legitimacy: Why the anti‐money laundering blacklist was suspended

This article uses the case of anti‐money laundering regulation to investigate international club organisations’ efforts to secure compliance with their rules. As these rules can hardly claim much legitimacy, one would expect that they are complied with only if the club organisation uses side‐payments or coercion. Indeed, the Financial Action Task Force against Money‐Laundering (FATF), the international standard setter in that field, has used blacklisting to force non‐members into compliance. But although it had greatly improved compliance, the blacklist was suspended again after a short period of time. Why? This article argues that this was due to allegations of the blacklist being illegitimate. The FATF reacted by withdrawing the blacklist and also by engaging in various legitimatory practices, because even club organisations need legitimacy if they want to achieve results. Only if the rules are considered legitimate, will there be actual, and not just formal compliance. Hence this article denies the existence of a dilemma between legitimacy and effectiveness (the conventional view), suggesting that only legitimate rules can be effective.
