The purpose of our paper is to contribute to the literature on autocracy promotion by analyzing Central Asia as the most-likely
case, considering both Russia and China as relevant external actors. We develop a concept for our analysis based on the different
strategies of Russia and China towards the region and present the results of a qualitative study of the main dimensions of
autocracy promotion (regional organizations, economic cooperation, and interference and threat). Based on this qualitative
study, we define variables measuring the potential for autocracy promotion and test our hypotheses using panel data for 24
post-communist countries. The somewhat surprising result of our analysis is that, in contrast to Russia's dominance mode of
operation, China's doing-business approach towards its neighbors in Central Asia may have—although unintentionally—even positive

Abstract: Quasi-judicial tribunals are bound by the principle of natural justice, including the obligation to avoid bias or the apprehension of bias in the selection of adjudicators, as was affirmed for human rights commissions in the McBain case. This paper statistically analyses all decisions rendered by Canadian human rights tribunals, both federal and provincial, in the years 1956 to 1984. The main conclusion is that there is a tendency toward the reappointment of adjudicators whose decisions are favourable to complainants. This calls into question the neutrality of the appointment procedures used in these years, namely appointment by a minister or by a human rights commission. The system recently adopted by the Canadian Human Rights Commission, involving appointment by the chairman of a panel of adjudicators, is proposed as a model worthy of imitation to the extent that it minimizes the apprehension of bias. Sommaire: Les tribunaux quasi-judiciaires sont tenus d'appliquer le principe de la justice naturelle, y compris l'obligation d'éviter de soulever une crainte raisonnable de partialité lors du choix des arbitres, comme l'arrêt McBain l'a affirmé en ce qui concerne les commissions des droits de la personne. The blood morphine concentrations in cases of heroin-associated fatalities can vary considerably. Currently, a free-morphine concentration of > or = 100 ng/ml in blood is generally considered as potentially fatal. Moreover, it is a common observation that fatal cases of heroin-intoxication with blood morphine concentrations lower than 100 ng/ml occur. This poses the question of how the fatal cases with low blood morphine concentrations can be explained. In the study described here, 62 cases of morphine only intoxications were examined. The fatal cases were divided into two groups according to the free morphine concentrations measured in the blood of the heart (group I: free morphine concentration < 100 ng/ml, n = 21 cases; group II: free morphine concentration > or = 100 ng/ml, n = 41 cases). The two groups were compared as to circumstances of death, as well as to autopsy findings and histopathologic alterations. Overall, infections of the respiratory tract occurred significantly more often in group I (lower morphine concentrations) than in group II. In a second step, the group I cases were analyzed individually to get detailed information on the cause of death. In 19 of the 21 cases the authors could find a plausible explanation for death in combination with low free morphine concentrations in the blood. 相似文献

Modern ballistic helmets defeat penetrating bullets by energy transfer from the projectile to the helmet, producing helmet deformation. This deformation may cause severe injuries without completely perforating the helmet, termed “behind armor blunt trauma” (BABT). As helmets become lighter, the likelihood of larger helmet backface deformation under ballistic impact increases. To characterize the potential for BABT, seven postmortem human head/neck specimens wearing a ballistic protective helmet were exposed to nonperforating impact, using a 9 mm, full metal jacket, 124 grain bullet with velocities of 400–460 m/s. An increasing trend of injury severity was observed, ranging from simple linear fractures to combinations of linear and depressed fractures. Overall, the ability to identify skull fractures resulting from BABT can be used in forensic investigations. Our results demonstrate a high risk of skull fracture due to BABT and necessitate the prevention of BABT as a design factor in future generations of protective gear. 相似文献

This article presents a defense of Kant’s idea of a league of states. Kant’s proposal that rightful or just international
relations can be achieved within the framework of such a league is often criticized for being at odds with his overall theory.
In view of the analogy he draws between an interpersonal and an international state of nature, it is often argued that he
should have opted for the idea of a state of states. Agreeing with this standard criticism that a league of states cannot establish the institutional framework for international justice, others also suggest an alternative
stage model interpretation. According to this interpretation, Kant’s true ideal is in fact a state of states, whereas the league is merely introduced
as a temporary and second best solution. In contrast to both the standard criticism and the stage model interpretation, I
argue that fundamental normative concerns count in favour of a league rather than a state of states. I also argue that Kant’s
defense of such a league is consistent with his position on the institutional preconditions for just interaction in the domestic
case because of crucial relevant differences between the state of nature among individuals and the external relations between
